14 SME Actions - Main features Targeted at all types of innovative SMEs showing a strong ambition to develop, grow and internationalise Only SMEs allowed to apply for funding and support Single company support possible No obligation for applicants to sequentially cover all three phases; each phase open to all SMEs, but one application/project (phase 1 or phase2) at a time Combination of demonstration activities (testing, prototyping, ), market replication encouraging the involvement of end users or potential clients, and research Continuously open call with around 4 cut-off dates per year: First cut-off for Phase 1 around June 2014; first cut-off for Phase 2 in November

15 Innovation Actions 'Innovation Action' means an action primarily consisting of activities directly aimed at producing plans and arrangements or designs for new, altered or improved products, processes or services. For this purpose they may include prototyping, testing, demonstrating, piloting, large-scale product validation and market replication.

16 Funding rate Innovation Actions Grant limited to max 70% of total eligible costs Grant may reach max 100% of total eligible costs for non-profit legal entities Weighting of evaluation criteria To determine the ranking, the score for the Impact criterion will be given a weight of 1.5 Prioritisation of ex aequo proposals done first on the basis of the score for Impact, and then on that for Excellence

17 Innovation activities as part of other types of actions Research and Innovation Actions may contain closely connected but limited demonstration or pilot activities aiming to show technical feasibility in a near to operational environment Activities under phase 2 of the SME Instrument should focus on innovation activities such as demonstration, testing, prototyping, piloting, scaling-up, miniaturisation, design, market replication The execution phase of pre-commercial procurements include prototyping, validation and testing activities

20 Access to risk finance Part of the Horizon 2020 budget (3.69%) will not be provided through grant funding but in the form of risk-sharing (for loans and guarantees) and by providing risk finance (equity) Goal: Stimulate more investment in research and innovation, notably by the private sector Leverage effect: to attract additional finance and multiply HORIZON 2020 budget resources Addressing financing gaps: Intervention only if there are financing gaps in the R&I delivery chain (e.g,due to high risk) Building a bridge from R&D to Innovation: Effective and costefficient way to complement grant funding under Horizon 2020 and translate R&D results to the market As now, Implementation via entrusted entities (EIB/EIF) (NB exploratory talks with other institutions) Policy Research and Innovation 20

21 Links to other EU programmes: COSME Horizon 2020 and COSME are complementary programmes to generate growth and jobs Different focus: Horizon 2020 = innovation-driven growth COSME = support to create favourable business environment and competitiveness Closely coordinated, for instance: Complementary financial instruments (debt and equity), with facilities in both programmes serving complementary objectives Enterprise Europe Network set up under COSME, but support to SMEs for EU funding Policy Research and Innovation

22 Prizes in H2020 Inducement prices: Ask for the solution for a problem without defining the path how to reach it. Serve goals beyond the current state of art and require cutting edge solutions. First-past-the-post contest rewards the first one to solve the problem. Best-in-class contest runs until a specific deadline and the best solution will be rewarded. Example: FP WP 2 Mio. prize for alternative ways of formulating, preserving or transporting vaccines in RTD Directorate Health

The first calls for proposals for Horizon 2020 are envisaged for December Its simplified rules and submission and grant management tools should facilitate participants' tasks. For practical guidance, see the H2020 Funding Guide. H2020 supports SMEs with a new instrument that runs throughout various funded research and innovation fields, so it should be easy for SMEs to find opportunities in many calls. H2020 also aims to enhance EU international research cooperation so there are more opportunities for Third Country participation. Having built H2020 around the main societal challenges like an ageing population, food security, energy efficiency, the EU attaches high importance to embed socio-economic sciences and humanities into the work programme. Another important priority of the Commission is to ensure gender is embedded in the design of Horizon 2020 project proposals. COSME Programme for the Competitiveness of Enterprises and SMEs (COSME) will run from 2014 to 2020, with a planned budget of 2.3bn. It will facilitate SME access to finance, create supportive environment for business creation, help small businesses operate outside their home countries and improve their access to markets. In addition, highly promising and advanced eco-innovative water technologies, processes, products and services often do not reach the market due to pre-commercialisation challenges and the residual risk linked to scaling-up. The first Strategic Implementation Plan of the European Innovation Partnership (EIP) on Water has identified as priority areas: water reuse and recycling; water and wastewater treatment, including recovery of resources; water and energy integration; flood and drought risk management; and the role of ecosystem services in the provision of water related services. Scope: Actions should address one or more of the following: demonstration/pilot activities of new or improved innovative water solutions (technologies, processes, products and/or services) in a real environment the first application and market replication of near commercial water solutions. They should focus on the priorities identified in the first Strategic Implementation Plan of the European Innovation Partnership (EIP) on Water, and/or helping process industries become less water dependant while ensuring efficient management of other resources (e.g. raw materials and energy), and/or exploiting untapped potential of ICT by developing and deploying advanced ICT solutions for water resources management in agriculture and urban areas.
