1 Asia Pacific Public Sector Linkages Program Capacity building to facilitate a 10% improvement in supply chain performance by May 2012 RMIT University, Introduction The Australian APEC Study Centre at RMIT University has secured funding from the Australian Government s Aid Agency for International Development (AusAID) under its Asia-Pacific Public Sector Linkages Program (PSLP) to deliver this important and innovative capacity building course. This course aims to raise the awareness of officials in APEC developing economies of the economic gains from implementing the APEC Supply Chain Connectivity Framework (SCCF) Action Plan. It also seeks to build their capacity to develop and implement the policy actions and measures that will be necessary for their economy to achieve the APEC Leaders goal of a 10% improvement in APEC supply chain performance (measured in terms of time, cost and certainty) by These objectives will be achieved through the delivery of two intensive three-day workshops for mid- to senior-level officials from the relevant government agencies and research institutions. The workshops are to be held in Viet Nam and Singapore in the first half of Objectives The workshops seek to enhance the capacity of officials from government agencies to identify and analyse the chokepoints (policy impediments) at the various logistical stages along the international supply chain that take place within their government s jurisdiction. In doing so the workshops will increase their capacity to devise sound policy options to remove or reduce such impediments at the national level and to contribute towards the implementation of the SCCF Action Plan and to the development of complementary programs at the international level. The implementation of integrated and co-ordinated policy solutions will generate direct economic benefits to APEC economies by reducing their trade transaction costs, improving the efficiency of their supply chains, and facilitating their merchandise trade.
2 Expected outcomes Workshop participants will obtain an enhanced understanding of the international supply chains that their economies rely upon as well as the trade, economic and development benefits that flow from reducing the transaction costs that public policy imposes, directly or indirectly, on domestic exporters and importers. Participants will also obtain an appreciation of the range of policy options that have been successfully used to improve supply chain performance and of the information sources and analytical tools that can readily be utilised to assess the pros and cons of such options for their governments. In the latter regard, the emphasis will be on those tools whose application and interpretation do not require significant technical expertise but are important to formulating policy options. The tools will include the method for estimating trade transaction costs developed by the APEC Secretariat and the relevant diagnostic tools developed at the World Bank, such as its Trading across Borders indicators, the Logistics Performance Index, and the Trade and Transport Facilitation Audit. Participants will be involved in group workshops designed to develop practical applications of relevant tools. Reports from these group workshops will be presented and discussed by all participants in a facilitated panel format. The possession of the knowledge and analytical techniques outlined above will allow the participants to better contribute to the development and implementation of sound policy solutions at both the national and international levels. This will include assisting their governments to realise the APEC leaders objective of a 10% reduction in supply chain transaction costs by The workshops will bring together government officials from the range of agencies with a policy interest in supply chain performance in each of the target economies. The workshops will thereby help to overcome the organisational barriers to a shared understanding of the key issues in supply chain performance facing their economy and to their working cooperatively on developing appropriate policy solutions. Participation Each workshop will involve up to 18 officials from the government agencies with the responsibility for developing and administering the policy measures that affect supply chain performance in their economy. These include trade facilitation, customs and border protection, sea and air ports, their related terminal facilities, and the land transport linkages to and from those ports. Academic Coordinator The Academic Coordinator for the capacity building will be Jeffrey Rae. Jeff is an economist with more than three decades experience in economic policy analysis and advice on a wide range of economic issues, gained in both the public and private sectors in Australia and overseas. His work has involved most economic sectors, including
3 agriculture, mining, manufacturing, financial services, energy, transport, communications, and recreational services. This experience has involved research and advice on trade in goods and services, including the transaction costs that are imposed on such trade by government regulation and other policy measures along international supply chains. He was responsible for the development of the methodology for the estimation of trade transaction costs in APEC economies and its application in both the Interim and Final Assessments of the Second APEC Trade Facilitation Action Plan, the precursor to its Supply Chain Connectivity Framework Action Plan. Prior to moving into private consultancy in 1998, Jeff was a senior executive in the Australian Government with the Department of Finance, the Bureau of Agricultural Economics, the Department of Primary Industries and Energy, and the Industry Commission, which advises the Australian Government on microeconomic reform. He also worked at the New Zealand Treasury and the OECD in Paris. In the latter role he supervised the annual process for monitoring progress on agricultural trade liberalization. As an Industry Commissioner, Jeff presided over or participated in many independent public inquiries on behalf of the Australian Government. They included inquiries into urban transport, the downstream petroleum industry, occupational health and safety, and environmentally sustainable land management.
