2 Facilitating good regulatory practices for trade and investment in higher education services in the APEC region Regional Policy Symposium 20 & 21 August 2013, Kuala Lumpur, Malaysia INTRODUCTION This symposium is funded by AusAID under the Public Sector Linkages Program (PSLP). It will bring together APEC trade and education officials, regulators, academics and industry representatives to discuss the exchange of cross-border higher education services in a practical, collaborative atmosphere. The symposium will identify and discuss how market access in these sectors is regulated, key impediments to further trade in these services and their impact on mobility, and consider how to resolve these issues. The outcomes of the symposium will inform a Compendium of Good Practice Guidelines which will be shared with symposium participants and representatives of the APEC Group on Services. This symposium will support the APEC cross-border education agenda set by Leaders in 2012 and is designed to help promote trade and investment of higher education services in the region s economies, and to understand how policies and regulations which limit cross-border mobility of higher education services can impact adversely on overall human capital, economic growth and productivity. It will examine good practices in regulation and review policies on higher education services and provide opportunities to share experiences to assist participants to consider possible measures for their respective economies to promote open, accessible, high quality cross-border education in the region. It will also strengthen linkages and networking capacities between policy makers, regulators and academics in regional economies and across the region. Each session of the symposium will include presentations by experts from relevant fields of activity. We intend the program to be highly interactive and each presentation will be followed by a Q and A period facilitated by Associate Prof Christopher Ziguras, the symposium coordinator. To facilitate business awareness of policies and regulations in APEC economies in services sectors, APEC has developed business friendly website ( which has been expanded to cover all APEC economies and the majority of major service sectors. The relevance and utility of the STAR database website will be discussed at the symposium.
