3 View from Hartland Landfill Introduction The Solid Waste division has a number of documents in place which lay out the regulatory and financial direction of the solid waste function. These include the Solid Waste Management Plan (SWMP), Hartland Landfill Operating Plan, SWMP monitoring reports, annual reports, five year capital forecasts, five year operating costs and budget reports, tipping fee business model, annual business plan, goals and achievements and other related documentation. In 2004, Solid Waste staff identified the need for a strategic plan. The strategic plan is the summary document that reflects all of the above and serves as a working plan for the division. The strategic plan must be reviewed regularly to reflect ongoing changes in solid waste management. The Capital Regional District (CRD) Environment committee endorsed an outline for the Solid Waste Strategic Plan in 2005 and approved the first strategic plan in The Solid Waste Strategic Plan is divided into the strategic statement and core strategies: Strategic Statement Mission Statement Vision of Success Values Guiding Principles Primary Goals Partners Core Strategies Key Issues Management Operational Excellence Technology Innovation Policy Development Stakeholder Engagement, Education and Communication Performance Measurement and Reporting page 1
4 Local Children at Hartland Open House A Vision of Success Never having another landfill because we believe in zero waste and we achieve that through the 3R hierarchy and the model of integrated resource management Partner with other levels of government, the private sector and communities to achieve the highest standards in the operation of the region s solid waste management systems Comply with applicable environmental legislation, maintain standards equal to or better than established industry guidelines or current legislation Lead Canada in the provision of innovative, efficient and responsible use of public funds for the provision of solid waste management programs and services Have the support and endorsement of the solid waste vision by the region s residents and other stakeholders Be a resource and a partner to the community for education, communication and consultation to facilitate effective solid waste management View waste as a resource Coordinate solid and liquid waste, whenever possible Continue to operate and maintain an efficient, effective and environmentally-sound system for solid waste management and waste reduction programs and services Compost: A Valuable Soil Amendment Values Quality of service Partnership and collaboration Community engagement Level playing field Fiscally responsible Environmentally responsible Guiding Principles Integrate full cost accounting and triple bottom line into the development, delivery and evaluation of CRD solid waste services and programs Reduce the regional solid waste stream in accordance with the hierarchy of Reduce, Reuse, Recycle, Recovery (energy) and Residual Management Collaborate with member municipalities, First Nations, neighbouring regional districts, provincial and federal governments in the planning, management and execution of services Set realistic and achievable goals View waste as a resource Endorse the Zero Waste concept Integrate solid and liquid waste planning, wherever applicable page 2 Mission Statement To protect human health and the environment and maximize value by efficiently and effectively managing the region s solid waste resource in an environmentally, socially and economically responsible manner.
5 Primary Goals 1. a) Implement new programs to increase diversion of solid waste disposed at Hartland landfill to a minimum of 60% by 2013 using the 3Rs hierarchy (reduce, reuse, recycle) b) Establish, in principle, a diversion goal of 90% by 2020 and never having another landfill 2. Develop a framework for residential organics collection, with region-wide implementation starting 2008 and implementation across the entire Capital Region by 2012, in preparation for a May 2012 residential organics ban 3. Reduce the amount of household hazardous waste being landfilled by 50% by 2010 and 80% by Develop a long-term strategy for managing solid waste after 2013 when the Solid Waste division has achieved its goal of 60% diversion Image By implementing the enhanced strategic plan, over time the Solid Waste division will be viewed as: a proactive, progressive environmental leader; providing accessible and efficient services and programs; fiscally responsible; forthcoming and approachable; open, transparent and community-centered; inclusive and consultative; having the highest standards of professionalism; fair offering a level playing field; and a good neighbour respectful of role as a corporate citizen. Partners To help meet goals and be innovative and collaborative, the Solid Waste division will continue to work with and forge new partnerships with its key stakeholders, including: CRD Board CRD Environment committee Solid Waste Advisory committee Salt Spring Island Solid Waste Advisory committee Other CRD committees, e.g., Roundtable on the Environment, Municipal Environmental Educators Liquid Waste Management Committee Member municipalities First Nations Province of British Columbia Ministry of Environment and Ministry of Community Development Government of Canada Residents Solid waste management industry Other regional districts Businesses Educational institutions Industry product stewardship organizations Environmental and community groups Municipal Environment committees Greater Victoria Compost Education Centre Vancouver Island Health Authority Energy utilities Federation of Canadian Municipalities Other countries Recycling Education Display page 3

7 Core Strategies Core Strategy 1: Key Issues Management The following key issues have been identified: 1. Addressing funding shortfalls due to reduced tipping fee revenues (less garbage) and depletion of sustainability fund 2. Conserving landfill space 3. Managing wood waste in the Capital Region 4. Developing an integrated approach to household hazardous waste management 5. Achieving 90% diversion after Assuring that there is sufficient composting and resource recovery infrastructure in place throughout the region 7. Determining appropriate management alternatives for leachate quality and treatment (Note leachate management responsibility has been transferred to liquid waste.) 8. Managing an aging workforce and the associated succession planning 9. Balancing tipping fee and associated revenues against the potential loss of revenue due to waste being exported out-ofregion 10. Encouraging further provincial industry product stewardship regulations 11. Addressing the fluctuation of commodity markets for recyclable materials and the associated budgetary impacts 12. Developing sufficient infrastructure and markets for hard-to-recycle materials (e.g., asphalt shingles and Styrofoam) 13. Addressing communication, education and public outreach needs and the mandate that solid waste regulates and educates 14. Reviewing Zero Waste statement endorsed by the CRD Environment committee in February Reducing greenhouse gas emissions 16. Determining ownership of waste Key elements: Partners Know the community Understand the costs to the community Consider cost implications and revenue opportunities Consider collection efficiencies Investigate greater abilities to divert materials from disposal Variable, depending on the issue page 5
8 Curbside Collection Program Core Strategies Core Strategy 2: Operational Excellence The CRD Solid Waste division is responsible for the administration and/or operation of waste disposal and residential recycling programs. Operational excellence focuses on quality of service, including effective and efficient management of existing assets, infrastructure, and technical, financial and human resources. page 3 Key elements: Partners Link with SWMP Improve ways to manage waste and ensure continual improvement and consistency Review systems regularly Provide accurate financial planning Gather feedback regularly Expand services Coordinate with LWMP Continue to improve educational programs Reduce greenhouse gas emissions Ministry of Environment CRD staff from other divisions Research institutions Design firms Private enterprise Consultants
9 Hartland Landfill Gas Plant Core Strategies Core Strategy 3: Technology Innovation The CRD Solid Waste division will investigate new technologies to extend the life of the landfill, reduce environmental impacts, increase operational efficiency and effectiveness and achieve the goal of zero waste. Key elements: Partners Develop partnerships Encourage eco-friendly industries Continue to generate electricity/biogas/energy from methane produced by the landfill Investigate high-tech composting or other technologies Consider waste-to-energy systems for residuals management after recycling options have been exhausted Invest in appropriate technologies for residuals management Investigate establishment of resource recovery centre by 2012 Use triple bottom line approach in evaluation criteria Coordinate with liquid waste management planning Private enterprise Research institutions and universities Design firms and municipalities with similar systems Green developers Funding partners page 7

11 Core Strategies Core Strategy 4: Policy Development The CRD Solid Waste division has developed a number of policies that support the Solid Waste Management Plan, including bylaws, funding programs, user pay and landfill bans. The Solid Waste division s mandate is to regulate and to educate. 13 Core Strategies Core Strategy 5: Stakeholder Engagement / Education & Communication The CRD Solid Waste division is committed to providing meaningful opportunities for citizens and stakeholders to inform, involve or consult regarding how solid waste is managed in the Capital Region (as outlined in the Solid Waste Management Plan). The CRD uses a variety of social marketing approaches to raise awareness of waste reduction and recycling opportunities in the region and the need to preserve landfill space. The programs focus on building external awareness, providing information, education, incentives and opportunities to take action and recognize progress. Performance measures include waste composition studies, recycling participation rates, waste and recycling tonnages, diversion rates and costs.
