12 September 11, It has now been nearly a year since the small mountain hamlet of Lyons was devastated by what was essen<ally a one in 1,000 year flood. The streets are full here in Lyons today, as fes<varians have descended on this small town for the third sold out Planet Bluegrass fes<val of the summer. The business owners we ve talked with express relief that they are enjoying their best summer of business ever. But, looking beyond Mainstreet, we ve found that the story of Lyons is far more than one of recovery from a flood. The response from residents, and even volunteers around the globe, is a story of inspira<on. Lyons Volunteers, who have been at the floodwaters since the moment of the flood and have been organizing the huge outpouring of volunteer support over the past year, Every aspect of our community was devastated from the flood, business, residence, arts, culture, basic infrastructure, - every single aspect of our community was affected. The support, though, from those around the world coming to volunteer has allowed us to address each of these areas. People make it a point to come to Lyons just to shop and have lunch. Musicians make sure to stop by and play in the streets. One year ago, there was a handful of people in town and every business was closed. Now, the town is as vibrant as I ve ever seen it and every business in town is enjoying a successful season. Our residents were certainly smacked by the disaster, but the disaster touched something deeper in our town. At this point, this is far more than a recovery. Indeed, the story of Lyons conjures up the nostalgic spirit of something between a Norman Rockwell pain<ng and a chapter from the book, Crea<ng a Sustainable Community for The New World.
13 R E C O V E R Y P L A N Overview Community-driven, Action-oriented Not a full planning process- needs to be done quickly to identify immediate actions and funding opportunities Begins with identifying recovery plans that the Lyons Community has adopted Tests the visions and goals for suitability in recovery Recovery will be based on actions identified in this process Recovery integrates with pre-flood programs, but takes highest priority
14 Community Goals S E T I N C O N T E X T The 2010 Comprehensive Plan sets the overarching vision for Lyons Land Use and Growth: Ensure that the built environment contributes to Lyons identity and is consistent with the proposed 2010 Lyons Planning Area Map and the Sustainable Design and Development Principles. Economic Development: Create an environment in which local business can prosper and to leverage the Town s history, natural setting, unique retailers and relationship with the music and arts community to attract tourists. Town Services: Provide adequate, safe and efficient public utilities and services in a manner that supports the community s goals. Culture, History and Education: Support the advancement of education and culture in the community. Environment: Protect and promote Lyons unique natural environment and resources and lead the community towards environmental sustainability. Housing: Recognize and accommodate the housing needs of a diverse population. Parks, Open Space, Trails and Recreation: Balance the quality of life benefits that parks, trails and open lands contribute to the community with fiscal responsibility. Transportation: Develop an integrated mobility system that is safe and easily accessible to all travelers.
