1 Page 1 of 10 POSITION DESCRIPTION POSITION TITLE: Vessel Traffic Information Centre Officer () POSITION NUMBER: BRANCH: Marine Branch SALARY: $109,684 (Includes Shift Allowance) Plus Superannuation BACKGROUND Port Kembla Port Corporation (PKPC) is a Statutory State Owned Corporation responsible for effectively facilitating and promoting the flow of trade through the Port of Port Kembla. The principal PKPC objectives are to successfully manage the Port, to provide efficient, high quality services to all customers, to maximise business and trade, to create and sustain shareholder value, to ensure a safe working environment and to conform to all aspects of the Port Safety Operating Licence. The Marine Branch provides operational services and technical expertise to ensure: safe navigation within the provisions of the Port Safety Operating Licence, effective safe work practices and to provide operational risk management in those areas of responsibility. The VTIC uses world standard technology to monitor a vessels arrival, berthing, departure and channel clearance for the Port. The VTIC communicates constantly with Port Users and service providers to ensure the safe co-ordination of vessel movements and port operations thereby ensuring the efficient and economic operation of the port with minimum threat to safety and the environment. The, reporting to the Marine Operations Manager (MOM), is responsible for providing effective traffic co-ordination services within the Port,

2 Page 2 of 10 the provision of PKPC supplied and monitored ship/shore services, emergency response, waterside port security and environmental monitoring. 1. PURPOSE OF POSITION The Vessel Traffic Information Centre Operator () is a multi-functional role operating within a Port Management framework. The position is primarily the port s operational communication and co-ordination role for all matters relating to safe, efficient and environmentally acceptable shipping and port operations within the port s jurisdiction. The position: plays a role in and supports emergency response activities in the port, supports security functions within the port and monitors ship/port operations relating to safety and environmental operations. operates the ship booking system in line with the Port Kembla Harbour Guidelines to ensure the efficient co-ordination of vessel movements consistent with the availability of port service providers and wharf based activities. provides port information, monitoring and information services to vessels at anchorage and within the Port through consultation with the Harbour Master, MOM, Duty Pilot, terminal operators, shipping agents and service providers. assists the MOM and the Duty Pilot in the development and improvement of vessel movement planning systems which will contribute to effective overall port operations. assists in the achievement of Branch outcomes as identified in the annual Business Plan. 2. 3 Page 3 of 10 Nil 3. ORGANISATIONAL CONTEXT OF POSITION The position is a part of the Marine Branch. This Branch is responsible for the provision of navigation and marine services, ship/shore support functions, pilotage, emergency planning and response activities, environmental matters, port security and the Corporation's quality system. The position operates on a seven (7) day twenty-four (24) hour rotational shift basis, ensuring the continuous, efficient and safe service delivery for the Duty Pilot, the Port s customers and the Branch General Manager. It also contributes to the overall management of the delivery of ship/shore related services, remote monitoring of wharves and facilities for security environmental and operational purposes. The position also provides basic clerical and administrative support for the Marine Branch. The position operates within and complies with all applicable Acts, Regulations, Codes, PKPC and NSW Government codes of conduct, PKPC held Oil and Chemical Spill Response Plans, PKPC Port Instructions, the procedures contained in the Quality System and all current standing operating procedures. 4. NATURE AND SCOPE OF POSITION A. WORK PERFORMED This position is a designated shift position with the incumbents being required to work additional hours and/or undertake relief duties to satisfy operational needs. The position also requires incumbents to competently perform within the operational management areas of the Marine Branch, namely the areas of ship bookings, information to/from the ports' customers, management of the port waterways, pilotage support, the provision of ship/shore services, emergency response and security. These duties are performed in consultation with the Harbour Master, MOM, Duty Pilots, Ships Agents, Terminal Operators and relevant State / Government organisations. Duties include: 1 Operate efficiently the Port s ship booking system to ensure the effective co-ordination of vessel movements and port services and providing a single point of contact for all internal and external customers. This includes the allocation of times for port entries/departures/removals including times when these are constrained by draft and/or daylight, in accordance with the Port Instructions issued by the Harbour Master. 2 Co-ordination and management of all in port vessel work applications including: engine immobilisation, hot work, bunkers, sludge removal and

4 Page 4 of 10 dangerous goods or cargo in bulk transfers. This includes the maintenance of the ship/port status board and the issue of appropriate paper work to staff undertaking field audits. 3 Advise PKPC support staff of requirements to conduct the auditing of approved work requests to exceed the Corporation s PSOL targets. 4 Provide a high level of service to meet customers requirements and contribute to continuous improvement in VTIC functions. 5 Provide a first line of response and initiate actions for incident and/or oil and chemical spill response situations within the Port, including the call out of PKPC staff and Emergency Services as per the appropriate emergency plan. For out of area notifications of any marine based oil or chemical spill, to initiate the PKPC response by alerting the designated persons. 6 Manage the waterways of the Port through line of sight and the Port s CCTV system as per the VTIC Standard Operating Procedures (SOP s) for shipping, ship/port, emergency, environmental, safety and security purposes. 7 Ability to identify when VTIC equipment (including remotely located equipment) is not operational or faulty and initiate remedial action as per SOP s. When equipment fault correction is beyond the skill of the position, that the person in the position is able to furnish a report on the problem (fault manifestation and corrective action taken by position holder) enabling the appropriate technician to be called in with an understanding of the problem to be corrected. 8 Comply with PKPC policies, procedures and legislative requirements in performance of duties. 9 Provide basic administrative support to the Marine Branch, including the maintenance of duty logs, filing and detailed records of port incidents as required.. B. CHALLENGES/PROBLEM SOLVING The s are required to use a high level of judgement and interpretative skills in the operation of the VTIC and CCTV equipment, both those currently supplied and those that will be added to the system in future. Interpretation of the Port Instructions is required to assess the needs of expected vessel arrivals, departures and removals. The duty, in conjunction with the shipping owners/agents and terminal operators, determines the daily shipping programme in accordance with berth/vessel dimensions, Port Instructions and the VTIC SOP s. This will include the allocation of vessels to PKPC owned and/or operated berths.

5 Page 5 of 10 Judgement is required to be able to deal effectively with competing interests in the decision making process. For any unplanned occurrence that requires the rescheduling of the vessel movement programme, the decision making for the duty then involves re-assessment of nominated vessels taking into consideration the needs of customers, port service providers and the procedures outlined in the VTIC SOP s. All affected port users are to be advised of the revised schedule. Excellent interpersonal skills are required to effect co-operative arrangements in these circumstances and satisfy port customers and port service provider (external and internal) requirements. C. COMMUNICATION AND INFLUENCE This position plays an important supporting role in marine operations within the Port. The VTIC is the single point of contact for all port operations and customers involving shipping operations. Communication by this position is of major importance to the Corporation in the efficient operation of the VTIC systems, co-ordinating vessel movements and port services. Communication occurs with Harbour Master, Duty Pilots, ships' agents, terminal operators, stevedoring companies, tug and linesman companies, and other Port users. Liaison occurs with PKPC Marine Branch staff in the co-ordination of all Port services. The position makes recommendations to the Marine Operations Manager, Harbour Master and Duty Pilot for improvements to the VTIC System. The VTIC is the central communication point for all Port emergencies, oil or chemical spill incidents and as such must operate in accordance with procedures set out in the PKPC Response Plan/s. The : Communicates with emergency services by VHF radio and/or telephone for prompt response to any incident in the harbour or offshore. Provides any additional information to government agencies e.g. AMSA and the Federal Department of Customs regarding shipping as required.. The position is accountable for maintaining and enhancing channels of communication by: Using direct communication whenever possible; Making the communication meaningful, accurate and timely;

6 Page 6 of 10 Maintaining effective communication with internal and external customers to ensure agreed schedules and goals are achieved; Maintaining effective communication with all PKPC Branches to ensure alignment with corporate policies and procedures; Promoting and maintaining a communication network across the Port environment as necessary to achieve goals; Responding to customer requirements, both in relation to time of reporting, quality and accuracy; The position is required to produce clear and concise logs, reports on incidents and activities, general correspondence and administrative documentation. D. REASONING AND DECISION MAKING Participate in the development of VTIC Section plans and objectives to achieve planned outcomes. As a team member ensure the currency of knowledge and skills are up to date relative to the position s areas of accountability. Be willing to embrace new technologies, innovations and procedures as required in the field of vessel traffic management and be benchmarked against best practice. This may include training away from home to maintain skills and qualifications. Ensure timely and effective two way communication of workplace information. Assist in the development and maintenance of a safe workplace and environment. Assist in the delivery of quality customer service. Maintain effective workplace relationships in a team environment that is outcome focus. Manage personal work priorities and occupational development. The position holder exercises routine decision making during day to day activities relating to work priorities. The position holder needs to be able to quickly assess current and potential problem situations, such as conflicting bookings for shipping movements. The position holder will, initially in conjunction with the Harbour Master, Duty Pilot or Marine Operations Manager, approve or deny work requests relating to the transfer of bulk liquids, hazardous cargoes, bunkering and sludge oil operations, ship immobilisation's and hot work. Approvals or denials will be in written format (electronic) stipulating any conditions if approved and reasons why if denied. The position is required to develop options to resolve administrative, operational, and minor technical problems, as well as providing recommendations to the Marine Operations Manager and/or the General Manager Marine and Ports Operations when specialist contractors are required to fix equipment.

ACCOUNTABILITY AND RESPONSIBILITY 1 Vessel Traffic Information Centre Provide a single point of contact to all Port customers including duty pilots, ships agents, terminals, stevedoring companies, tug\linesman company, other Port users and PKPC staff in the efficient coordination of the vessel movement programme with port services. Operate the VTIC systems efficiently to produce ship movement schedules, applying the port procedures and restrictions in reference to vessels to ensure compliance with regulations. Monitor and change vessel movement schedules and communicate changes to all Port internal and external customers. Maintain a regular contact with Port Terminals and general stevedores as required. Be polite and courteous in all dealings with stakeholders by telephone, VHF, or in person. Liaise with pilots, tug and linesman companies to ascertain their resource availability. Provide information to Port users, service providers and occasionally Government Agencies by provision of reports and answering phone enquiries. Liaise with HM / Duty Pilot for instructions and information associated with all operations involving harbour traffic and vessel movements. Initiate the appropriate callout of personnel for in port and out of port incidents. 2 Customer Service/Continuous Improvement Organise and monitor work programme to meet set goals, International Maritime Organisation (IMO), environmental and safety standards and the needs of internal and external customers. Ensure continuous improvement by: Assisting the Marine Operations Manager and HM/Pilots in implementing systems and adjusting performance when necessary.

8 Page 8 of 10 Identifying and bringing to the Marine Operations Manager s and the HM/Pilots attention opportunities to enhance productivity and work practices using benchmarks of best practice. Performing work in such a manner as to be consistent with any obligations under agreements, PKPC policies and procedures and employment conditions. Contributing to achievement of VTIC Section s outcomes by providing input and innovative ideas. 3 Communication Incident/Oil-Chemical Spill Response Provide a communication/co-ordination point for response to incident and oil spills within the Port, maintaining records as appropriate to support reports and any legal action that may result from the incident. 4 Policies and Legislative Requirements Perform duties in compliance with PKPC Quality Assurance and Environmental standards in order to meet PKPC requirements under the Port Operating Safety Licence. Demonstrate a commitment to safety ensuring work is performed in a safe manner and in accordance with PKPC OHS&R and legislative requirements. Ensure compliance with EEO and cultural diversity principles, PKPC policies and be committed to ethical practices as set out in the PKPC Code of Conduct & Ethics. 5 Administrative Support Provide information and/or documentation to the Harbour Master, Duty Pilots and Marine Operations Manager as required. 5. KNOWLEDGE, SKILLS AND EXPERIENCE It must be noted that completion of the IALA V-103/1 VTS Operators Course is critical to the success in fulfilling this role. In so doing position holders will demonstrate their technical knowledge/practical skills and their personal skills, including decision making, interpersonal skills, customer service ability/focus and team skills. The position may be required to attend and successfully complete an approved Dangerous Goods course.

9 Page 9 of 10 The position requires the ability to work in a highly electronic environment using computer applications (Port Management computer system, AIS, desktop PCs and their applications, automatic weather computer system, wave rider system and current meter system), CCTV equipment, radar systems, radio communications equipment. These systems are provided with an emergency electrical back-up system with which the incumbent must be familiar with this system and capable of starting and maintaining the equipment. Experience in basic level electronic faultfinding and ability to carrying out basic level maintenance on the electronic equipment used in/by the VTIC. Demonstrated effective written skills (e.g. report writing, logs). Demonstrated high level of oral communication skills, including effective and clear communication, ability to remain calm and clear in stressful circumstances (customer issues or vessel not understanding message being passed), understanding of the international phonetic alphabet. Demonstrate analytical, problem solving and planning ability allowing the position to organise and disseminate information, make independent decisions, administer correct response action, to prioritise duties and meet deadlines. Well developed interpersonal and team skills. Knowledge of all relevant Acts, Regulations, Codes and plans. This includes, but is not limited to, the Ports Corporatisation and Waterways Management Act, NSW Dangerous Goods Act, International Maritime Dangerous Goods Code, Port Kembla Oil and Chemical Spill Response Plan, Transfer of Dangerous Goods forms, Uniform Shipping Laws Code, EEO, WH&S Act, etc. Demonstrated understanding of the approving or denying of vessels to undertake oil transfers, transfer of hazardous and/or noxious cargoes in bulk, handling of dangerous goods, bunker or sludge operations, vessel immobilisations and hot work. Ability to use computer applications, including word processing and spreadsheets, electronic messaging and electronic information retrieval. Demonstrated commitment to implement EEO policies, WH&S regulations, PKPC's Environmental Management policy, and Quality Improvement principles and procedures. Knowledge of the Port and the operations of PKPC.
