3 I. Introduction The Seattle School District No.1 (District) is requesting Statements of Qualifications for the following Miscellaneous Consultants and categories: 1. Acousticians 2. Construction Inspection and Testing 11. Construction Management 12. Educational Planning Consultants 13. Electrical Engineers 14. Geotechnical Consultants 15. Historical Landmarks Specialists 16. Interior Designers 17. Land Surveying 18. Land Use Consultants 19. Landscape Architects 20. Mechanical Engineers 21. Regulated Hazardous Materials Survey/Testing 22. Roofing and Building Envelope Inspections 23. Space Planners 24. Structural Engineers 25. Sustainability and Energy Consultants 26. Traffic Consultants 27. Value Engineering The District is authorized by RCW to maintain a Consulting Services Roster and intends to pre-qualify firms from each discipline in order to create a Miscellaneous Consultants and Professional Services Roster, and subsequently select pre-qualified firms as needed for projects at the time they become available. Firms will be required to submit proof of State eligibility requirements. The roster will be in effect beginning September 1, 2015 and will be advertised annually. The Request for Qualifications (RFQ) describes the selection process and documentation required for submitting qualifications for this roster. Contracts awarded from this roster shall not exceed $75,000. Any firm failing to submit their qualifications in accordance with the procedures set forth will not be prequalified. Page 3 of 11

4 The selection of the firms for the Roster will proceed in the following manner: Qualifications shall be received by Seattle Public Schools via at Please use the following format for the Subject Line: [Name of Firm] SPS Roster The District will accept qualifications submitted any time, but review and acceptance may take up to a month after submitted. Selection will be made solely on qualifications submitted. The Roster will be posted publically on our How To Do Business page under Miscellaneous Consultants and Roster. Please check here to see if your firm has been qualified. If you have questions regarding the Roster, please contracting services at: contractingservices@seattleschools.org PLEASE NOTE: The District does not guarantee any specific amount of work as a result of a firm being placed on this roster, and in fact may not award any work at all to a firm placed on the roster. II. Method of Selection Page 4 of The following general selection criteria will be used in determining qualification: Qualifications necessary for satisfactory performance of required services; General, or specialized experience and technical competence in educational facilities or similar building types; Provide State eligibility requirements: WA Business License Number WA Unified Business Identifier Number (UBI) Federal Tax ID number Commercial General Liability Insurance Professional License number Errors and Omissions Insurance Not be disqualified from bidding on any public works contract 2. Below are descriptions of each category to be included on the Roster. In addition to the above general qualifications, a firm must: (1) Indicate on Attachment 1 all categories the firm would like to be considered for, and (2) Include a summary of qualifications that indicate how the firm meets the following requirements and qualifications for each category the firm would like to be considered for. a. Acoustician Experience in analyzing and designing building systems to reduce noise and vibration in K-12 facilities

5 Experience in analyzing noise and vibration problems in K-12 facilities and recommending appropriate mitigation measures. Membership in National Council of Acoustical Consultants or Acoustical Society of America. b. Arborist Registered with the American Society of Consulting Arborists or certified by the International Society of Arboriculture. Minimum five (5) years of experience in urban horticulture planning. Minimum two (2) years of arboricultural services in the Seattle area. Duties include, but are not limited to: Provide arboricultural appraisals, inventories, vegetation management plans, and risk assessments as requested by the District. c. Archeologist Minimum five (5) years of experience in field Education background and training to be qualified in field. Experience developing detailed archeological site reports within the City of Seattle or surrounding area Experience on construction projects, providing guidance and direction. d. Architects Licensed and registered in the State in Washington under RCW and WAC Minimum five (5) years of experience design and planning of K-12 facilities or similar projects. e. Child Care Consulting Update capital construction childcare educational specifications. Revise existing or develop new typical specifications and details. Provide assistance to existing District providers of costs and advantages/disadvantages of using modular structures versus remodeled or renovated spaces. Participate in capital levy funded school projects that include licensed child care facilities. Provide preliminary design and cost estimating for updating existing school space for use as a preschool or school age program. Minimum of five (5) years of experience in design and planning of all types of child care, including infant and toddler, preschool, and before and after school care; experience must include school-based facilities. f. Civil Engineers Licensed and registered in the State of Washington under RCW and WAC Minimum five (5) years of experience in design and planning of underground Page 5 of 11

6 Page 6 of 11 supply and waste water systems, site work, roadways, site retaining walls and other structures. g. Commissioning Consultant Ability to write and implement Commissioning Plans. Review in progress design documents to provide suggestions for obtaining client design objectives. Provide energy conservation recommendations to Owner. Perform commissioning procedures in the field to verify systems operation and performance, particularly mechanical systems. Provide services that comply with WAC h. Constructability Reviews Minimum five (5) years of experience providing Constructability Reviews for Washington State K-12 educational projects. Include civil, architectural, structural, mechanical and electrical expertise in team makeup. Provide services that comply with WAC i. Construction Cost Consultant Minimum five (5) years of experience in estimating K-12 educational projects, both new and renovation. Experience in preparing conceptual level construction and project cost estimates for K-12 projects. Experience in preparing schematic and construction document phase construction cost estimates for K-12 projects in the Western Washington area. Experience reconciling construction cost estimates with GC/CM contractors during project design. Experience evaluating contractor claim costs. j. Construction Inspection & Testing Washington Association of Building Officials (WABO) certification. International Congress Building Officials (ICBO) licensed inspectors for concrete and steel. American Welding Society (AWS) licensed inspectors for welding. In-house lab capable of concrete analysis and reporting. In-house quality control program. Participation in recent third-party evaluations. Duties include, but are not limited to: testing of reinforced concrete, structural steel, reinforced masonry, grouting, structural steel embedment in concrete, expansion anchors, post-tensioned concrete slabs, light gauge steel framing, wood framing, soil and asphalt. k. Construction Management Education background and training to be qualified in field

7 Minimum five (5) years of experience managing large construction projects, including all phases from design through closeout. Experience being the owner s representative on K-12 or similar projects and working with school districts in Washington State. Experience with alternative delivery methods. l. Educational Planning Consultant Minimum five (5) years of experience planning of K-12 facilities or similar projects. Experience developing educational specifications with compliance with OSPI requirements. Experience working with public schools in Washington State. Experience developing school building assessment and condition reports. Experience developing conceptual space layouts. m. Electrical Engineers Licensed and registered in the State of Washington under RCW and WAC 196. Minimum five (5) years of experience planning and design of building service power and electrical systems, controls, and low-voltage systems, for K-12 educational, institutional, governmental or similar projects. Minimum five (5) years of experience planning and design of data systems. Experience with alternative energy systems, ie; photo-voltaic. Member of any recognized organization in field. n. Geotechnical Consulting Washington State licensed Professional Engineer under RCW and WAC Trained/qualified field personnel for inspection of soils. Minimum five (5) years of experience. Member of any recognized organizations in field. o. Historical Landmarks Specialist Minimum of five (5) years of experience in the documentation and preservation of historic buildings, including conducting research on architects, architectural styles, history of the buildings, other people or events associated with the buildings. Minimum of five (5) years of experience in preparation of detailed nomination reports that meet the Seattle Landmarks Preservation Board requirements with clear understanding of the landmark designation criteria and process. Experience with applying criteria used for historical determination. Ability to photograph and document historical features of buildings. Page 7 of 11

8 p. Interior Design Minimum five (5) years of experience in field with three (3) years of experience in design and planning K-12 schools or similar facilities. Experience selecting and specifying interior finishes. Experience with furniture selections and layout. Experience with developing FF & E specifications. q. Land Surveying Licensed and registered in the State of Washington under RCW and WAC Building construction experience. City lot experience. Computer-aided drafting capability (AutoCAD current release -compatible format). Practice in accordance with American Land Title Association (ALTA) and American Congress of surveying & Mapping (ACSM) guidelines. r. Land Use Consultant Familiar with Environmental Impact Statement development and approval processes. Five (5) years of experience preparing SEPA checklist process/authorship, land use reports and reports City of Seattle critical environment s policies and ordinances, and landmark preservation ordinances. City of Seattle DPD environmental ordinances, processes and procedures. Ability to provide necessary analysis either in-house or with sub-consultants for major environmental elements such as: o Historic resources. o Air, water, plants and animals including soils analysis, and wetland delineation. o Traffic and parking. s. Landscape Architect Licensed and registered in the State in Washington under RCW and WAC Minimum five (5) years of experience in design and planning on K-12 facilities or similar projects. t. Mechanical Engineers Licensed and registered in the State of Washington under RCW and WAC 196. Minimum five (5) years of experience planning and design of building HVAC, air handling systems and controls, for educational, institutional or governmental projects. Minimum five (5) years of experience planning and design of building plumbing Page 8 of 11

9 supply and waste water systems for educational, institutional or governmental projects. Experience with alternative energy systems, ie; geothermal, solar hot water, etc. Member of any recognized organization in field. u. Regulated Hazardous Materials Survey/Testing Familiar with EPA hazardous materials policies and procedures. Familiarity and knowledge of State laws and procedures including Department of Labor and Industries, and Department of Ecology. Availability of an Industrial Hygienist in evaluation of air quality issues. Availability of laboratory testing. v. Roofing and Building Envelope Consultants Readily available for continuous or intermittent on-site inspections as determined by the District. Perform diagnostics and testing to locate leaks and voids in weatherproof membranes and offer repair suggestions once leaks are identified. Inspection of rot and deterioration in structural deck and support members. Testing, core sampling, and inspections as necessary to determine compliance with specifications. Consultation reviews of plans & specifications for owner. Availability of building envelope testing. w. Space Planner Minimum five (5) years of experience planning and design of interior layouts, with three (3) years of experience in K-12 or similar projects. Experience working with and compliance with all applicable codes. Experience developing plans and details from conception though construction documents. Experience assisting owner in bidding, construction administration and project closeout. x. Structural Engineers Licensed and registered in the State of Washington under RCW and WAC Minimum five (5) years of experience design and planning of new construction projects. Minimum five (5) years of experience in retrofit or renovation projects, identifying any historical structures. Experience in seismic and structural evaluation reports. y. Sustainability and Energy Consultant Education background and training to be qualified in field. Minimum five (5) years of experience in field, experience with K-12 facilities. Experience working with Washington State Sustainable Schools Protocol and Page 9 of 11

10 LEED. Any certifications or member of recognized organizations. z. Traffic Consultant Minimum five (5) years preforming surveys and developing traffic impact reports and studies. Experience with parking demand and supply studies. Education background or training to be qualified in field. aa. Value Engineering Firm and staff with minimum five (5) years of experience providing VE services for Washington State K-12 educational projects. VE team leader qualified Society of American Value Engineers (SAVE) individual. Compliance with Washington State School VE experience per WAC , available here: 3. Though not used for qualification for the Roster, submittals should also include the following to be considered on future projects where estimated contract thresholds do not require a RFP or RFQ be issued: Firm s office location in relation to the services to be performed and the Seattle School District s general geographical area. Three references from past contracts. III. Submittal Requirements Page 10 of 11 A. The submittal requirements shall be as follows: The proposing firm ( firm ) shall submit one (1) electronic copy of the qualifications to the District via to: contractingservices@seattleschools.org Please use the following format for the Subject Line: [Name of Firm] SPS Roster The submittal shall be limited to the pages identified below, (8-1/2 x 11 ) single sided, and not smaller than 12 point type. Proposals exceeding page limits will not be considered. B. Proposal Contents 1. Cover Letter (maximum 1 page). 2. Signed Qualifications Certification Form (page 2 this does not count towards the page limit.) 3. Separate section: Roster Categories. Include completed Attachment 1 Category Listing Form (This does not count towards the page limit). 4. Separate section: General Business Information. Provide proof of State eligibility requirements:

(Provide a statement in your qualifications). 5. Separate section: Insurance. (Maximum 3 pages, unless length of Certificate includes added pages.) Provide a copy of firm s certificate of insurance with endorsements that includes: Commercial General Liability Insurance Errors and Omissions Insurance Please note: Professional liability errors and omissions insurance and general liability insurance will be required with limits based on the size and complexity of each project. 6. Separate section: Summary of Qualifications. (Maximum three (3) pages for each category separately or ten (10) pages if the qualifications for all proposing categories are summarized together.) Provide a summary of Qualifications for how the firm meets the requirements and qualifications for each category listed in Section II, 2.,(2) that the firm is proposing for. 7. Separate section: Office Location & References. (Maximum 1 Page) as stated in Section II, 3. Provide the following information: Firm s office location in relation to the services to be performed and the Seattle School District s general geographical area.
