Administration Manuals Coordinators must become familiar with the contents of the Handbook for Assessment Coordinators and the Directions for Administration Manuals. Additional information for online testing can be found at 2. Key Dates SMS and OMS By December 13, 2015 and PHS-By November 18, Notify Parents of Exam Information, Exam Dates Cell phones and Code of Conduct for Test Takers. *Ignore Dates for Online Testing District Exam Schedule PHS Testing Dates Dec 2 and 3 Dec 8 and 9 Jan 12 and 13 Biology Literature Algebra I MS Testing Dates Jan 12 and 13 Algebra I Materials Arrive By Nov 4 Request Additional Materials Nov 18 Dec 15, 2015 WAVE 1 Dec 2 16 WAVE 2 Jan 6 20 Deadline to Return Materials for DRC Processing June 1, Materials Receipt Notice Enter the date materials arrived on DRC s website Additional Materials a. 2 5. School Assessment Coordinator Training Include the Following Topics a. District Exam Schedule b. Directions in the Handbook Student participation Requirements for completing demographic and accommodation info for all students Barcode labels PA secure IDs Test Security Certification c. Procedures for Distribution and Collection of Exam Materials, including Test Tickets for online testers d. Test Administrator Training- Schedule Training session at least one week prior to testing e. School Assessment Coordinator Responsibility f. Distribution of Parent Information g. A complete Review of Test Security 6. Test Administrator Training All Test Administrators must complete Online Training Course minutes 10 question test 80% is the proficiency score for passing Coordinators have online access to view scores Conduct Training Sessions for Test Administrators by November 25, 2015 (MS-Jan 5, 2016) 1. Exam Schedule-provide a copy for TA 2. Administration Preparation Provide the Administration Manuals tell test administrators to read thoroughly TA s and proctors must receive Ethical Standards of Test Administration-Appendix B prior to training. 3. Students with Special Needs Discuss which students receive accommodations. The IEP Team must make assessment and accommodation decisions for students based on individual need. The IEP Team includes the student, parents, the special education teacher, the LEA representative as well as others who are knowledgeable about the educational needs of the student. Decisions regarding assessment and accommodations are not made by individuals outside of the IEP Team See Accommodation Guidelines for Students with IEPs and Students with 504 Plans 4. Exam Conditions Remove/cover materials, extra sharpened pencils, sign on door, quiet room and a positive approach 5. Cell Phones Inform parents and students before testing that cell phones are not permitted. Collect all such devices including cameras Consequences include: i. DO NOT SCORE LABEL on book, must retake exam same window ii. Device is confiscated and viewed in the presence of a parent iii. Discipline depending on the test material compromised iv. Parent/Student responsible for the cost of compromised items 2

3 6. Use of Calculators Appendix C No Programs stored in memory, no QWERTY keyboards, no cell phone, no CAS, no shared calculators Clear memories before testing 7. Use of Dictionaries, Thesaurus Not permitted (Word to Word Dictionaries are an exception as an accommodation for ELLs) Permitted for Alg1 and Bio, but not for Lit. 8. Classroom Displays Scoring Guidelines Permitted Covered or removed if info is related to testing material No vocabulary or definitions No examples or problems or answers No calculator instructions No tips on how to write responses No drawings of geometric shapes, equations, graphs or number lines 9. Special Instructions #2 Pencils only, no pens 10. Barcode Labels-See page Make-ups Sessions- Resume assessment with the rest of the group upon return 12. Scratch Paper Collect after each testing session Return to Building Coordinator Destroy 13. Response Space Stay within the space provided, no additional pages will be scored 14. Security Recommended that teachers do not test their own students. Proctors are recommended if classroom teacher is the Test Administrator STRESS that no one should check documents for content, accuracy, completeness or stray marks All test materials must be secure at all times prior to during and after the assessment Monitor students during Bathroom Breaks during the testing session 7. 4 Part II Student Participation (Pages 6-9) For student with assessments from another state, contact PDE to learn if they will be accepted Participation with Accommodations Braille Audio Color Chooser Accommodations 2. Non-Assessed First Year ELL Students Students who enrolled in US schools after January 21, 2015 are not required to participate in the Literature Exam. See Accommodation Guidelines for ELL students 3. Procedures for Non-Assessed Students If a student attempts at least 5 items that module will receive a score. Concussions-Medical Documentation with 2 weeks of the start of the testing window that states the student may not participate in standardized test must be on file to use the Recent Medical Emergency code Parent Request for Exclusion-Must be announced two weeks prior to testing date Parents must request two weeks prior to testing, sign a confidentiality statement, view with no recording device, and provide a written statement of objection to the Superintendent to have their child exempt. 4. Other Assessment Information Court or agency placed students must be listed on Page 2 or in the DRC Test Set up information online 5. Student Withdrawal During Testing Window 6. Testing of Suspended and Expelled Students 7. Home Education Students 4

5 Part III Labeling Answer Books Ignore for Online Testing (Pages 10-11) 1. Overview of Barcode Labels 2. Student Pre-code Label Instructions Refer to Items 8-11on Page 3, of answer booklet for items to be completed by school personnel o Every used book must have a barcode label applied to front cover o Use a District / School Label for students without a pre-code label o Destroy pre-code labels for: PASA students labels with inaccurate information students who moved away 3. District/School Label Instructions Refer to Pages 1-3 for bubbling booklets without a school pre-code label. Do not use labels from another school 4. Do Not Score Label Instructions 5

6 Part IV Completing Student Information (Pages 13-19) 1. Paper Pencil Testing Name and Grade Paper/Pencil-All student must complete Name and Grade grid on Page 1 Online users-info comes from PIMS. All Online students default to YES for Enrollment in a Keystone Related Course. If an online tester in Not enrolled in a Keystone related course, school personnel must update the data using the Edit Student function in edirect. Provide for students without PIMS data on e-direct Course Completion School Personnel must complete grid on Page 1 which distinguishes between which students are enrolled in a Keystone course For Online test takers the default is YES for enrollment in Keystone related course. School Personnel must edit if student is not currently enrolled in a Keystone course. Birthdate and PA Secure ID Demographics Gender Race/Ethnicity Enrollment Status IEP, ED, Home School, Title I ELL Title III 2. Online Testing For new students enter demographic info online through edirect 3. Accommodations The Accommodations Section must be completed whenever an accommodation is used for a student. 1. Presentation 2. Setting 3. Response 4. Timing 4. Transcribing Word for Word, Letter for Letter, Mark for Mark 6

7 Part V Test Security (Pages 20-21) Report any testing irregularities to SAC and DAC Any deviation from procedures meant to ensure validity and security is strictly prohibited. Any action by a professional employee or commissioned officer that is willfully designed to divulge test questions falsify student scores or compromise the integrity of the state assessment will be subject to disciplinary action under the Professional Educator Discipline Act. Including a private reprimand, a public reprimand, suspension of their teaching certificate or a revocation of their teaching certificate. Act 24 P.S Secure Storage Secure materials must be kept lock at all times when in storage including online test tickets Secure materials must never be left unattended or in open areas during use. Test Administrators must not be given access to test materials before the test administration day, instead materials should be given the morning of test administration. DIRECTIONS for ADMINISTRATION MANUALS are not secure materials. All testing materials must be returned immediately to the predetermined secure locked area after testing is completed for the day. 2. Test Security Certifications Must be signed after the exams have been administered and maintained for 3 years Appendix E- District Coordinator, Principal, Test Administrator/Proctor, General Test Security ** Test Security Certifications a) Certificates must be signed AFTER the exam has been administered b) Found in Appendix E c) Anyone who does not sign a certificate must be reported, immediately to the building principal, then to Mrs. Marjorie Evans, who will then report it to Mr. Richard Sniscak. It will then be reported to the state with a written explanation within 5 days of the refusal to sign. d) Keep on file in Guidance Office for 3 years e) Make Copies of ALL Certificates and send to Marge Troxell District Assessment Coordinator School Assessment Coordinator Principal Test Administrator Proctor 7

PA Secure ID List for both online and paper testing a) A list must be generated of students by PA Secure ID. b) Required PAsecureID lists must include: a. School Name b. Administration Date i.e. (Winter 2013/2014) c. PAsecureID d. Test Administrator s Name e. Grade f. Subject g. Year h. Retain for 3 years i. 9 Part VII Preparation and Management of the Exams (Pages 26-29) 1. Scheduling the Exams Each exam consists of two modules per subject Each module should be scheduled as one testing session Each module must be completed in one day One a.m. one p.m. session if on the same day Must administer in sequence 2. Parent/Guardian Notification of the Exams Information in Appendix A Must be sent approximately 2 weeks prior to the exam (December 13, 2015 and PHS-By November 18, 2015) 3. Preparing Student for the Exams Inform student BEFORE Testing of the locally determined ramification for cheating/sharing test content. Discuss Code of Conduct for Test Takers with all students-appendix D 4. Preparing the Classroom Prior to the Exams a) Sign on the door b) Students should not sharpen pencils during test-extra sharpened pencils c) Cover or remove content materials on walls 5. Managing Extended Testing Sessions Do not allow: a) Students to attend lunch with others between the original testing session and the extended session b) Students to attend Classes with others between the original testing session and the extended session c) Overnight extensions d) Students to return to a module after the completion of that module e) Unmonitored exams 6. Managing Damaged Answer Books paper testing a) Write DEFECTIVE on the damaged booklet and apply DO NOT SCORE Label over existing label 7. Make-up sessions a) A student should begin the exam in the same module as the rest of the testing population upon return. The module that was missed can be made up in a separate session. 9

10 Paper Testing Part VIII Return of Materials (Pages 30-34) 1.
