1 BOARD OF DIRECTORS WESTLAKE CHARTER SCHOOL Board Meeting Minutes 1985 Pebblewood Drive, Sacramento, CA September 8, :30 pm INSTRUCTIONS FOR PRESENTATIONS TO THE BOARD BY PARENTS AND CITIZENS The Westlake Charter School ( School ) welcomes your participation at the School s Board meetings. The purpose of a public meeting of the Board of Directors ( Board ) is to conduct the affairs of the School in public. We are pleased that you are in attendance and hope that you will visit these meetings often. Your participation assures us of continuing community interest in our School. To assist you in the ease of speaking/participating in our meetings, the following guidelines are provided. 1. Agendas are available to all audience members at the door to the meeting. 2. Request to Speak forms are available to all audience members who wish to speak on any agenda items or under the general category of Public Comments. All comments shall be limited to three (3) minutes per person.. 3. Public Comments is set aside for members of the audience to raise issues that are not specifically on the agenda. However, due to public meeting laws, the Board can only listen to your issue, not respond or take action. The Board may give direction to staff to respond to your concern or you may be offered the option of returning with a citizen- -requested item. 4. With regard to items that are on the agenda, you may specify that agenda item on your request form and you will be given an opportunity to speak when the Board discusses that item. 5. Members of the public may request that a topic related to school business be placed on a future agenda by making a request to the Board President. Once such an item is properly agendized and publicly noticed, the Board can respond, interact, and act upon the item. 6. In compliance with the Americans with Disabilities Act (ADA) and upon request, the Charter School may furnish reasonable auxiliary aids and services to qualified individuals with disabilities. Individuals who require appropriate alternative modification of the agenda in order to participate in Board meetings are invited to contact the Board President. 2 PUBLIC SESSION A. BOARD COMMENTS : KH - great focus on whole child but also whole adult. HG - toured both campuses last Friday, great opportunity to see Westlake, great to see how what we do here is implemented in the classroom. Both BTSN went really well, parent feedback was positive. Smooth events KH - The teachers felt encouraged at the parent participation for BTSN AC - Taking a leadership class and everything I m learning is something happening here, we are fortunate to have great leaders at Westlake B. PUBLIC COMMENTS: This portion of the meeting is set aside for the audience to make comments or raise issues that are not specifically on the agenda. Comments are limited to three (3) minutes per person. Members of the public may speak on agenda items during the time when the item is addressed by the Board. This agenda item is included for the purpose of giving anyone in attendance an opportunity to ask questions or discuss non-agenda items with the Board of Directors. If visitors have a complaint about a specific employee of the school, they will be asked to submit an oral or written complaint to the employee's immediate supervisor as required by Board Policy #08-03 (Please note that the public portion of all meetings is recorded in the minutes.) in Paul Newton - Sad & disappointed at the decision to eliminate parent elected board members. Parents deserve to have a voice on the board, they have a vested interest the school. Strongly encourage the board to add one or two parent elected board members back to the board. Parents should have their stake on the board much like the teachers do. Mitra Ajdari - Concerned about specific 7th grade class. Feels there is a preference. There are some students who are advanced in Math & Science. They have an 8th grade teacher. Why are some students allowed to have 4 teachers and some are forced to have 2. HG - Directs JE to follow up with parent.

3 I. ITEMS SCHEDULED FOR REVIEW: A. BOARD REPORTS Copies of board reports on file at 1985 Pebblewood Drive, Sacramento, CA Executive Director Report J. Eick JC - can find maybe 10 people in our district on twitter and WCS has 62. Awesome KH - Great to see internally. I feel like I m part of their day. Love to feel connected to other grade levels. HG - 1st grade what does a pioneer need? and know that they will continue that in 4th grade with pioneer studies. JC - Question about talents and gifts and special needs - survey question is vague Bully education - thinks that is parent education on bullying. AC - Do these same things come up during coffee talks MS - Bully prevention month, website with resources MS - asks about traffic plan for new site JE - Reviews current work with NUSD, NNTMA, City of Sac and community at new campus site 1. Principal Report - E. Battin 2. WAVE Report - A. Hustead II. Consent Agenda - All matters listed under the Consent Agenda are to be considered routine and will be enacted by one motion followed by a roll call vote. There will be no separate discussion of these items unless the Board of Directors, audience, or staff request specific items to be removed from the Consent Agenda for separate action. Any items removed will be considered after the motion to approve the Consent Agenda. 1. Accept and approve minutes from August board meeting(s) 2. Accept and approve monetary donations 3. 4 III. Items Scheduled For Action September 8, 2016 A. Accept and approve WCS Board Goal(s) - H. Gawlick, Governance Committee Chair HG - Governance brainstormed some ideas Board Composition - 3 appointments coming up in June. Backwards mapped what needs to happen prior. Mission/Vision Review MS - Are the notes in the minutes so we can refer back to them? HG - Yes JC - The days of a board member coming to a board member voting on a few things and leaving are over. There are directives given to staff that should be done by a committee. A board should be a doer we don t want to just survive as a board, we want to thrive. AC - Can you give an example of something that JC - Finance committee - could help with some of the functions that Steve is currently doing HG - Last meeting Finance created a timeline of things that need to happen each year. KH - Development of program, fundraising. Looking at 1 year, 3 year, 5 years and beyond. JC - Board is oversight, but there is a lot of work. JE - Board to define what is it that we are trying to accomplish at the highest level and recruit board member to help us get there. Governance will go back and work on the details. 5 IV. Discussion Items Committee Member Recruitment, Skills Inventory and Committee Development: What future committee work is needed and who might we recruit to do this work? HG - Replication, another K-8 or high school Community relationships, understanding our current FUA, Agreements with authorizer, somebody who has opened a high school before, somebody who has written a new charter. Financial development - corporate donors, fundraising at the next level, not relying on WAVE. JC - Global perspective, capstone trip. Immersion trips AC - Stewardship, service learning JC - Leadership development, community partnerships, school partnerships MS - Mentoring coaching program, underprivileged schools outreach JC - K-14 program, extended day program JE - Impact keeps coming up, what does that look like for WCS. Focus on our students, reach out to other schools, second school? JC - Replicate vs. K-12. Board needs to roll up their sleeves and have the conversation. JE - Great committee work.
