Approval of July 11, 2014 meeting minutes Board members reviewed the Minutes of the July 11, 2014 meeting. Survey Monkey Voting: Please add to Motions Index Do you approve of the contract for the grant writer, Josefine Wolfe. 8 Responded, all in the affirmative Do you think the TxOHC should sign on the CDHP support letter to continue CHIP funding? 9 Responded, 8 in the affirmative and 1 abstained. Shirley Miranda did not vote. Grammatical and language corrections were made Sharon Dickinson moved to approve the Minutes as corrected. The motion was seconded by Cathy Blunck and passed unanimously. III. Treasurer s report The Treasurer s Report had been sent to Board members previously. Balance Sheets for July & Aug were reviewed. There were no questions. The report will be filed for audit. IV. Appointments Appointment of Maternal Child Work Group Chairs - Dr. Sherdeana Owens, DDS, MPA and Dr. Teresita Ladrillo, DMD, MPH. Dr. Owens expressed her excitement about co-chairing the Workgroup.

Committee Reports Board Governance - Nancy Cline Nominations: Beth Stewart, Chair Sharon Dickinson, Vice Chair Pam Myers, Secretary Currently there are no nominations for treasurer Nominations will be accepted from the floor at the upcoming Summit. Nancy will draft a report of nominations. Christina Murphey plans to approach people about taking apposition on the Board. She is planning on attending a couple of interdisciplinary meetings in the coming weeks. A suggestion was made to create flyers regarding the TxOHC and membership that can be handed out to nurse practitioners and faculty Planning Sharon Dickinson/Beth Stewart Beth urged members to please register for the Summit soon. Duties of BOD members: Beth requested that members please her or Sharon soon and advise where they would be able to work during the Summit, ie. Registration, etc. TxOHC is seeking sponsors and exhibitors for the Summit. Please Beth or Sharon with any suggestions. Pre-summit BOD dinner meeting 6:00pm Dinner 7:00pm, Wednesday, November 5. Summit speakers TxOHC has some really good speakers lined up for the Summit, including Dr. David Capelli, Dr. Sheridan, and Maria Wellish. Post Summit BOD Orientation - November 8th from 12-2:00pm Sarah Dirks commented that 3 non-dental stakeholders will be presenting at the Summit Budget & Finance Shirley Miranda Proposed 2015 Budget Special Committees Legislative & Policy Advocacy - Nancy Cline/Beth Stewart Legislative Proposal for 2015 Does anyone know any legislators or groups that we could contact for supporting the proposal such as the Texas Silver Haired Legislature? Beth has reached out to certain groups for comment: Texas Primary Care, Community Health Centers, Rural Health Centers, etc. Beth is still waiting on response from Community Health Centers. The deadline for response is 09/25/2014. Beth asked Sandy if she knew how many clinics or which clinics offered comprehensive care. Sandy responded in the negative to the inquiry. The legislative proposal was reviewed and suggestions Discussion

3 were made to change some language. The word resolution needs to remain at the top of the document. The Legislative Budget Board will calculate any costs associated with the proposed resolution. Nancy had no substantive changes for the document. Comments were in the affirmative such as excellent job. It was suggested that the resolution be sent to the Senate Health and Human Services Committee and the House Public Health Committee. Sandy will check with the Texas Dental Hygienist Association lobbyist to verify the chairs of these committees. Public Relations - Dan Snare/Beth Stewart Interprofessional Collaboration Christina Murphey Oral Health Literacy Michelle Landrum Sharon made a motion to approve the document as written. Nancy seconded the motion. All approved with none opposed. Decision was unanimous. VI. Work Group Reports Work Group Reports: Adult/Elder Care Oral Health Sarah Dirks Maternal Child Oral Health Sherdeana Owens and Teresita Ladrillo Sherdeana commented on an existing program that we might be able to duplicate. Beth asked if the Maternal Child Workgroup would like to have a meeting on Friday evening during the Summit from 4:30-5:30. Dr. Owens responded in the affirmative. Sandy Tesch expressed an interest in attending the Maternal Child Work group meeting. She would entertain the idea of Department State Health Services partnering with TxOHC. Sarah also requested space to have an Adult/Elder care Work group meeting on Friday November 7 th from 4:30-5:30pm. VII. Planning Grant Writer Intern Josefine Wolfe Report and prospective Grant list. 5:40pm Ms. Wolfe is excited about the opportunity to work with the TxOHC Ms. Wolfe presented a paper on the Promotoras Program, which is similar to a program in California. Promotoras would be coached or mentored by local dental hygienists. Would need a pre-test and a post-test to demonstrate measurable results. Recommend inquiring if curriculum may be borrowed from National Maternal/Child or is it copy written. May require more than 8-16 hours to administer the program. Beth asked if Discussion

4 the program would require a full time administrator and Ms. Wolfe responded possibly. Michelle stated that the evidence-based curriculum would fit nicely. Beth inquired as to whom we would contact to see if the curriculum could be loaned? Ms. Wolfe will follow up with the curriculum and report back to the group. Ms. Wolfe will write a concept paper to support a full time funding. Corrections to the concept paper are to be submitted by October 1 st. Will require 6 weeks for application. The concept paper is to be sent to Nancy for grammatical editing. When concept paper is finalized it will be sent to BOD for approval. Questions to consider: Would it apply to the entire border or only a segment? Grant List: Sandy Tesch asked Ms. Wolfe if she looked at the Promotoras program data and can we use the data. The Department of State Health Services had an epidemiologist in charge of the Promotoras program approximately 5 years ago. Funding was through Title 5. Other funding opportunities may be Maternal, Infant, and Early Childhood Home Visiting and National Centers on Health Title 5. Michelle will send the power point from National Oral Health Conference to Sandy Tesch. The San Antonio health department is a grantee and they receive funding from Maternal, Infant, and Early Childhood Home Visiting (MIECHV). Develop a Community Water Fluoridation Statewide campaign Provide Oral Health Education for Promotora s in an electronic format Promote inclusion of oral health in Maternal Child home visiting Adult Basic Screening Survey Interdisciplinary Health Homes Water Fluoridation equipment for the City of Bryan, T Aging in place sub-work group to our adult (Elder) Oral Health Work Group is developing a training module. VIII. New Business None at this time. 6:03 I. Donation Drive Beth Stewart stated that the summer donation drive did not yield the desired results. The slogan and goal was $30, in 30 days. 30K in 30 days. Plan to
