2 IALA-AISM Is an International Technical Organization, created in 1957 Membership National Associate Industrial Honorary Competency : all types of AtoN, physical AtoN, radio AtoN, VTS, AIS, brings together services and organisations that deal with marine aids to navigation provides a forum to share expertise 2

3 IALA-AISM Today, IALA is an NGO ( a charity under the French law). A new status is in preparation to make IALA an IGO, as IHO. The decision to start the procedure of changing the status was adopted at the General Assembly held in A Coruña (Spain) from 26 to 31 May A letter was sent several months ago to all IALA National Members to inform them and give the reasons and the advantages of the change. Detail explanations are also on the IALA website. 3

6 IALA World-Wide Academy making rules and recommendations is one aspect but delivering knowledge and experience is also essential. 6

7 The IALA WWA The Academy has started its activity in January 2012 with a status, a budget, a Board, a staff and a definition: The IALA World-Wide Academy (WWA) is the vehicle by which IALA delivers training and capacity building. 7

8 The IALA WWA Status The IALA World-Wide Academy (WWA) is part of the IALA Secretariat, but it is independently funded. It relies only on sponsorship, in cash or in kind. Under the Authority of the Council, it is governed by a Board, chair by the Dean. 8

11 IALA WWA - Training activity The aim of The Academy is not to deliver training itself, but to propose harmonized curriculum and to encourage the use of model courses, developed by the Committees, through the implementation of an accreditation process by National Members. However, The Academy has also started to organize courses, or training seminars, on specific matters, such as risk management. 11

12 IALA WWA - Training activity Since January 2012, the IALA WWA has: Worked with the Committees to develop Model Courses on AtoN training (Rec. E.141): 4 Model Courses level 1 (Managers) 33 Model Courses level 2 (Technicians) in addition of the Model Courses for VTS personnel (Rec. V.103) Encouraged National Authorities to develop and accredit training organisations: the IALA list of accredited training organisations delivering approved courses (see the IALA WWA website), now includes 23 names for VTS training, and 2 for AtoN training. Developed a list of 19 IALA experts ready to assist The Academy when necessary. Prepared a dedicated website. 12

13 IALA WWA - Training activity Since January 2012, the IALA WWA has also delivered training: On an annual basis, a training seminar on the use of the IALA Risk Management Tools (Oman, Sydney, Madrid). On training of AtoN Managers: Two modules of the AtoN Managers training course were delivered in Papua New Guinea for the benefit of Pacific Island countries (with the sponsorship of Australia and PNG) One month course for AtoN Managers was organised at the IALA HQ (4 of the 10 participants were sponsored by IMO and the IALA WWA) On training of VTS Operators: The Academy participated to the training of Indonesian VTS Operators, organised and sponsored by Japan. 13

14 IALA WWA - Training activity For the near future it is planned to hold The annual training seminar on the use of the IALA Risk Management Tools in Istanbul (September 2014). A first two-day training seminar on e-navigation (November 2014) On training of AtoN Managers: One month course for AtoN Managers in French is organised by France which offers the registration fee for 4 participants (September 2014), and complete the training for Pacific Islands with the support of Australia and PNG. On training of VTS Operators: The Academy will continue to participate to the training of Indonesian VTS Operators, organised by Japan. 14

15 Joint Capacity Building In June 2012, The Academy was introduced to the IMO Technical Cooperation Committee. IMO commended IALA on the establishment of the IALA World-Wide Academy, and requested that it be kept updated on the work carried out jointly between the IHO, IALA and IMO in the area of capacity-building under the Delivering as One UN initiative. The IALA WWA strategy on Capacity Building has been established with the help of IHB, for which The Academy is very grateful. 15

20 Southern African Regional Co-Operation Group on Safety of Navigation and Marine Environment Protection (SAGNEP4 - Mombassa) SAGNEP is unique in the field of maritime safety, being the only regional group, anywhere, addressing issues related to aids to navigation and other matters of safety of navigation in the South, Central and East African region. During the deliberations at the meeting it was decided that a way be found to get the message of SAGNEP to the various national authorities in order for them to appreciate the importance of maritime safety issues, to embrace the objectives of SAGNEP, to allocate the necessary funding to improve Safety of Navigation and to support their staff attending future SAGNEP meetings. 20

21 Stage 1 Awareness Seminars- January April 2014 The Awareness regional seminars in Bangkok, in Nouakchott and in Accra were organised and co-sponsored by IALA, IHO and IMO. They were related to Safety of Navigation (SOLAS V/1-14). ( Delivering as One initiative.) Two regional awareness forums on VTS were organised in Singapore (co-sponsored by IALA, IMO and Singapore) and in India (co-sponsored by IALA and India) The Pre-Conference Seminar organised by Spain on training the 24 th May, with 56 participants from 26 countries. One of the 7 regions has not yet benefited from an Awareness Seminar on Safety of Navigation: the Meso-American and Carribean Region. 21

22 Stage 2 Technical Visits Need Assessment/Gap Analysis Mauritius Cameroon Fiji Comoros Candidates are welcomed. The request starts with an e- mail from the National Authority to the IALA WWA. Then ToR and dates are agreed, and experts selected. It is free of charge for the country. 22
