Sustainable urban development vision and projects in Strasbourg 13 th October 2011 Indian official Delegation
I. Local context and mains development objectives
Strasbourg, the european metropolis A metropolitan area, in the middle of the dynamic Upper-Rhine Region Key-figures Area: 316 sq. km Municipalities: 28 (= CUS) Inhabitants: (CUS) for Strasbourg - centre city Few keywords European capital A transboundary district 2 d most important French river-harbour 1 st French University A recognized tradition of innovation
Territory structuring specifities 3 structuring networks : assets for a development project Water heritage Density of water resources and its constraints is a structuring element for conception of the city Nature heritage Quality for urban life. Building landscape identity. Support for biodiversity Support for local agriculture Organize ecological continuities Public transport network Constituting an efficient alternative to the individual car up to the outer limits of the innerrings suburbs
Socio-economic and other heritages context Strasbourg = dynamic situation, in comparison with others big cities from the North-East of France. Expected demographic growth within 2030: inhab. This demographic trend has been accompanied by a sociodemographic specialisation : the city concentrates younger populations, as well as the most deprived and the richest ones. Stakes : diversification and balance of the housing offer A city focused on creativity and innovation Generalist economy relatively protected due to its diversity, but at the same time, exposed to its dependent relationships to neighbouring economies. A strong tertiary sector, centred on financial activities. Stake : comfort economic balance Historical centre belongs to UNESCO world heritage ( ha) «Frozen» area justifying necessity to enlarge actual city centre.
Build a city across the Rhine, not only back to the River 3 axes of strategy Strengthen the metropolitan heartland open to the Rhine : with development of a metropolitan belt including all major international and regional amenities and functions (using opportunities offered by the historical military open landscape around historical centre). Structure secondary district s poles and centres to promote social and functional mix. In fixing intense development here: ensure preservation nature and a high quality of public spaces.
II. Implementation of mains sustainable urban development principles in Strasbourg
3 «actions strategies» Public information, people involvment Working to build a common culture Exhibitions, publication of guides, conferences cycles, European symposium of ecological districts. Involve future project s inhabitants From simple public meetings to regular workshops Develop specific tools and partnerships Focusing traditional professional stakeholders Define / promote a sustainable urban strategy using a Charta engaging property developer (real estate promoter) to respect more ambitious specifications Experimentation with projects Develop urban projects according to sustainable, development. Like ecological district (i.e: Danube)
Ecological districts = experimentation laboratories Regarding to energetic and climatic stakes, we need to redefine the way of building the city Strasbourg = a strong political will to develop ecological districts which aims to become real experimentation laboratories of the sustainable city These experimentations mustn't be reserved for ecological districts but has vocation to be spread to the scale of all the city. Ecological districts could thus be seen as bricks to build a sustainable city. Exemplar experimentation + Transposability to short / medium term All urban projects - urban development - urban renewal
Topics experimented in ecological districts Space conciliate density and life quality Limit urban sprawl Biodiversity Preserve green «living heritage»
Topics experimented in ecological districts Mix and diversity Promote a new living together model social and intergenerational diversity Prefer district composed of a functional mix instead of mono-functionnal district. Sustainable mobility Reduce dependence to the car Offer a better and peaceful public spaces quality promote soft transports dense urbanisation around public transportation network
Topics experimented in ecological districts Energetic efficiency React to the energetic challenge Support inhabitants to the energetic burden (30 % renewable energy) Resources and wastes Limit ecological footprint Compose with grey energy concept Building methods Prefer ecological and healthy materials Beyond the price, think to the health
Topics experimented in ecological districts Participative approaches Do and live together «... because ecological districts don t make eco-citizen»
III. Main stake areas for urbain development a zoom on the metropolitan heartland
Metropolitan heartland: Two-banks projects Train station area Wacken EU institutions A large-scale project 250 hectares 1 million sq. meters to be build housings inhabitants jobs «Two-banks project» Develop the city towards the Rhine Consolidate the European dimension
