4 1 - La Duchère : key facts and figures 4 A district built in the early 1960s to remedy the insanitary habitat and to rebuild the homes destroyed during the war 5,300 homes, including 80% public housing and a population of 12,500 A 120-hectare plateau above the city centre Limit of parishes in the west of Lyon Included in the national policy of Social District Development since 1985
5 2 - An ambitious urban renewal project 5 An urban project initiated in 2001, formalised in 2003, agreed in May 2005 with the Agence Nationale de Renouvellement Urbain (the French state's National Urban Renewal Agency) A general district upgrade project to : - sustainably improve the living conditions of the people of La Duchère - make La Duchère an attractive district of Lyon A diversification of habitat by the demolition / reconstruction of 1,700 homes to the share of public rented housing from 80% to 55% and to allow residential flows A human project, with major campaigns in the social, economic, educational and cultural areas A integrated project structuring centred on the 9 priorities of the Urban Social Cohesion Contract More than 16 public partners, plus some private partners, are involved in its implementation ( 750 million investment including 500 million public finance)

7 3 - The urban objectives achieved by early The founding principles of the urban project have been respected (achievements completed or in progress) Which has allowed the following : Creation of an irreversible opening of the district to the parishes in the west of Lyon Establishment of centrality at the intersection of 2 founding axes Creation of a strong dynamic of achievement in a relatively short time (mobilisation of private developers) Making the project credible in the eyes of the local population

9 4 In 2009 new approaches in the context of a sustainable urban development award A continuous process of review of the environmental Challenges The Grand Lyon Project team pursues the implementation of the project with even greater attention paid to the environmental challenges and to this end has arranged : A sustainable development Project Management Assistance, entrusted to Tribu responsible for the following : analysis (of the type AEU) of development proposals by the designers of the urban project, consideration of certain indicators such as the biodiversity coefficient, the run-off coefficient, the reflection coefficient (indicator measuring the phenomenon of urban heat island),
10 4 In 2009 new approaches in the context of a sustainable urban development award A continuous process of review of the environmental Challenges evaluation of access to sunshine before and after the project the definition of objectives and action to be taken in the area of sustainable development, the writing of framework papers: a charter of objectives and an action plan, the monitoring of the phases of design / implementation of propertyprogrammes and the development of public spaces in phase 2 of the PRU ( )
11 4 - In 2009 new approaches in the context of a sustainable urban development award Analysis (of the type AEU) of development proposals by the designers of the urban project Multi-criteria evaluation of the urban, ecological, hydrological and climatic conditions of this territory, in order to help define an eco-responsible strategy for it. Strategy based first and foremost on a "broadened bioclimatic" approach, i.e. an approach in which the sector being studied : first draws on its resources in its climatic, physical and urban environment, its bio-territory protects itself against any nuisances from this environment

14 5 In 2011 the Lyon la Duchère project selected in the écoquartier call for projects The main axes of sustainable development of the La Duchère project : The fact that the PRU of La Duchère is given precedence demonstrates that an eco-district is not necessarily : - an urban extension project but a PRU, - a project in which the environmental aspect is over-developed in favour of other pillars, The La Duchère PRU promotes a balanced district, in which the 4 pillars of sustainable development are taken into account With participatory democratic approaches throughout the project
15 5 In 2011 the Lyon la Duchère project selected in the écoquartier call for projects The main axes of sustainable development of the La Duchère project : 1 - Nature in the City and the environmental aspect Approaches taken in favour of the preservation of biodiversity and eco-systems, The preservation of ecological corridors and in fact even a part of the urban make-up, Phase 1 of La Duchère aims to integrate measures for the differentiated management of green spaces, Phase 2 of La Duchère has formed the subject of an AEU (see above).
16 5 In 2011 the Lyon la Duchère project selected in the écoquartier call for projects An analysis of the project on the basis of topics and indicators Example: the biodiversity coefficient The biodiversity coefficient expresses the degree of biodiversity of a space where 0 is a totally mineral space and 1 a plant space (park). With it, the value of a given space can be assessed in terms of biodiversity. In the district, a major improvement in biodiversity is noted on the plateau with the exception of a few zones where more urban developments are envisaged.
17 5 In 2011 the Lyon la Duchère project selected in the écoquartier call for projects The main axes of sustainable development of the La Duchère project : 1 - Nature in the City and the environmental aspect The central heating plant in La Duchère (created in the 60s, running on coal and oil), was completely renovated in It now runs on biomass (saving of 25,000 tonnes of CO2 per year). It meets the double challenge of reducing costs to families and respect for the environment The new structures, all connected to the heat network (for heating and for DHW production), also perform well environmentally, such as natural light in stairwells, external insulation, green roofs (La Duchère has 1 ha of green roofs on apartment buildings and some new public installations), photovoltac panels for some etc. One drawback: the collective heating control does not currently allow individual eco-responsibility
18 5.1 An environmental axis Objectives: "To reduce pollution and nuisances" ISO accredited since 2005, the Green Spaces department of the City of Lyon has been managing the district's green spaces in an exemplary manner : It does not use any herbicide, fungicide or insecticide Natural solutions are preferred over chemicals: Re-introduction of ladybirds which eat aphids) ; the 700 m3 of dead leaves in the district enrich the soils every year, sprinkler timing is geared to the weather conditions, unoccupied spaces between two building sites are planted for example with alfalfa (used as animal feed at the Tête d Or Park), the spaces are sheared rather than mowed
19 5.1 An environmental axis Objectives : "To take account of nature in the city" The urban project has set itself as an objective for phase 2 to take account of nature in the city, in order to: Protect sites which are cores of biodiversity: conservation of existing trees Re-establish links between ecological corridor sites: green spaces shall not be designed as pockets or plots but as networks of spaces Maintain the equilibrium of eco-systems Make a multi-criteria choice of local species which are non-allergenic and non-invasive, habitats for fauna etc. Make the landscape an eco-system Create refuge zones for local wild species ZAC developments also include a requirement in the area of sustainable urban development. With regard to the issue of water, the separation of rainwater and sewage has been achieved, the Ruisseau des Gorges has been uncovered and holding basins for rainwater are to be built in Le Vallon

21 5 In 2011 the Lyon la Duchère project selected in the écoquartier call for projects The main axes of sustainable development of the La Duchère project : 2 - The social aspect : Urban and social requalification challenges are the basis for the La Duchère project: the will to combat exclusion and promote equality of opportunity, The majority of eco-districts identified to date did not focus on these aspects and did not develop any programme of action. To date, eco-districts have tended to be designed from an environmentalist viewpoint. The ministry can be estimated to have wanted to correct its aim by giving precedence to urban renewal districts (Nancy and Mulhouse in addition to La Duchère).
22 5 In 2011 the Lyon la Duchère project selected in the écoquartier call for projects The main axes of sustainable development of the La Duchère project : 3 - The economic aspect : The La Duchère project manifests a stated desire for a functional mix while developing relationships between economic development and the reduction in economic insecurity in order to improve conditions of access to work and training. The development of activity (urban animation around buildings, ZFU, high-quality medical and commercial services)
23 5 - In 2011 the Lyon la Duchère project selected in the écoquartier call for projects The main axes of sustainable development of the La Duchère project : 4 - Elimination of social exclusion and accessibility Challenges in eliminating social exclusion : - The creation of a major bus line with bus lanes continues between Ecully Le Pérollier and the multimodal pole of the Gare de Vaise and connected to a park-and-ride at the west entrance to the district - Provision of alternative transport options (3 cycle hire stations) helped by the creation of cycle lanes
24 5 In 2011 the Lyon la Duchère project selected in the écoquartier call for projects The main axes of sustainable development of the La Duchère project 5 - Ongoing consultation Review This is a project which, in its implementation, has built on the basis of a concerted participatory approach involving the local population, With a long-term governance process complying with the GL participation charter: continuous assessment by a tripartite participatory monitoring committee (bringing together elected officials, technicians and local people), which meets four times a year, and which produces the consultation strategy
25 5.2 - Ongoing consultation Objectives : As in 2004 at the launch of the 1st phase of the Project, there is a need to do the following in 2011: Collect the expectations of the local population for the future of their district Take into account the challenges of sustainable development following on from the GPV Assert the political direction of the project: a global project for the sustainable development of La Duchère Announce the work to be achieved in the 2 nd phase of the GPV Raise the awareness of the local population about the management of this sustainable district Use and encourage citizens' initiatives and good practices, oriented towards the sustainable development of the district Mobilise broadly, beyond the usual local participants (youngsters, the most vulnerable, parents of schoolchildren etc.). Meet expectations via a programme of actions which will help update the Development Plan Try out new modes of expression and participation by testing new tools (focus groups; vox pop; workshops; action about the ecological footprint, blog etc.) Meet expectations via a programme of action which will help with updating the General Development Plan
26 5.2 - Ongoing consultation THE CONSULTATION STAGES Collection of expectations, awareness-raising, discussion From January to March 2012 Sustainable city workshops : looking ahead, awareness-raising, discussion Topic 1: Imagining the city of tomorrow Topic 2: What is a sustainable habitat? Topic 3: How invent more of Nature in the City? Topic 4: Mobility - does that mean the car? Topic 5: How can we live together better? + 1 lecture and discussion dedicated to the issue of urban heating These workshops will be followed in June and July 2012 by 4 workshops for a more in-depth consideration of proposals.
27 6 - Conclusions Collect The development of this eco-district is designed in a perspective of general and sustainable urban renewal, This is an opportunity to renew modes of association of the local population in the urban project by the awareness-raising of ecoresponsibility and economic benefit An engineering maintenance need in these areas and working methods beyond the development phase in order to have long-term projects New modes of management to be worked out A still sector-based logic different actors and actors not always mobilised And so close interaction, action by citizens and associations developing in the district - exciting avenues for further work
