Employee Category: Senior Manager (HM 2-1) 02. (a) Broad definition of the nature of functions assigned to the employees of the category: Director General ( DG ) as the Chief Executive Officer of the Institute is responsible for all activities, administration and financial affairs where he will exercise, perform and discharge his duties under the general directions and control of the Board of Directors. DG will motivate and provide leadership to the staff to excel in their activities and to achieve quantitative and qualitative goals set by the institute. Further to provide necessary advice and assistance on technological matters to the relevant Ministry and to assist on formulation of national level policies and programmes in developing the Textile and Apparel sector of Sri Lanka. (b) Posts falling within this service category Director General (c) Job Description i. Leading the team and drive the institute to achieve the corporate goals and objectives specified in the Corporate plan. ii. Explore market opportunities and formulate strategies to capture the potential market for training and technical services in the textile, apparel and allied industries. iii. Prepare and execute the Corporate Plan in consultation with the Board of Governors and to review the progress at regular intervals and to revise it if necessary. 1

2 iv. Formulate the strategic plans in consultation with the Directors for achieving the short and long term objectives of the institute and to ensure the plans are implemented as scheduled. v. Ensure that adequate authority is delegated to the Directors and other subordinates so that they are able to manage their functions independently by taking appropriate decisions. vi. vii. viii. ix. Attend to Board meetings of the Institute and any other duties assigned by the Board of Governors. Ensure that all relevant management information regarding physical and financial performance and administrative matters are forwarded at the Board meetings for necessary approvals. Negotiate with Government and Donor agencies to obtain funding, technical assistance and prepare project proposals while adhering to the procedures laid down by the Government. Plan for future capital investments, replacement of plant and equipment and timely action is taken for securing the funds. x. Formulation of proper Human Resource Development plans to develop all staff members and especially faculty members in order to keep them abreast with the new development in technology and such plans are effectively carried out. xi. xii. xiii. Maintaining high level of professionalism within the institute and for maximize performance through the process of motivation and maintain effective communication among all levels. Liaise with the line Ministry regarding implementation of Government policies, regulations, obtaining funds and other necessary approvals as required by regulations stipulated for statutory bodies. Provide guidelines on financial policies of the institute to the Accountant and ensure that finances are managed properly in order to run as a viable entity, ensure that all accounting records are properly maintained and reports are forwarded to Ministry, Treasury and Auditors etc, as per the requirement. 2

[ 44, x 1,310 59,750] 3.2 In every letter of appointment salary code and salary scale should be mentioned. 3.3 Cadre : Total - 01 Director General 04. Recruitment to the Post of Director General 4.1 Qualifications: External Candidates (1 or 2 below) 1. A Bachelor s degree in Science/Business Administration or any other relevant field which is recognized by the U.G.C. WITH Postgraduate Degree in Science/Business Administration or any other relevant field or Corporate Membership of a recognized professional institution in Management. AND At least 20 years experience in Managerial Level out of which 05 years of experience should be at Senior Managerial Level with a proven track record in a Corporation, Statutory Board/Institution or a reputed Mercantile Establishment after obtaining first degree. 2. A Bachelor s degree in Science/Business Administration or any other relevant field which is recognized by the U.G.C. WITH 3

4 PhD Degree in Science/Business Administration or any other relevant field. AND At least 05 years experience at Senior Managerial Level with a proven track record and management experience in a Corporation, Statutory Board/Institution or a reputed Mercantile Establishment after obtaining first degree. Internal Candidates (1 or 2 below) 1. Having obtained the qualifications required by the external candidates above. 2. A Minimum of five (5) years satisfactory service in a post in the Senior Manager Category (HM 1-3) in the subject area relevant to the post in Sri Lanka Institute of Textile and Apparel AND A proven ability to lead and direct multi-disciplinary teams. Experience in proper deployment and efficient management of human and other resources. 4.2 Age : Age should be not less than 35 years and not more than 55 years. The upper age limit will not apply to the internal candidates. 4.3 Other: Every applicant, i. Should be a citizen of Sri Lanka. ii. iii. Should be physically and mentally fit to discharge the duties of the post well and to serve in any part of the Island. Should be of excellent moral character. 4.4 Recruitment Procedure: As determined by the Board of Governors recruitment will be done after calling applications through a public advertisement or a newspaper advertisement followed by a structured interview conducted by a panel appointed by the Appointing Authority 4

5 i. All recruitments to this category should be strictly in compliance with the provision of this Scheme of Recruitment ii. iii. The Manual of Procedures (M.O.P) of the Institution shall be applicable to terms of employment after recruitment and all matters pertaining to that The provision in this Scheme of Recruitment shall supersede the provision in the M.O.P in respect of all matters provided in this Scheme of Recruitment 4.5 Interview Marks allocated for the interview are as follows: i. Relevant additional experience - 30 Marks ii. Relevant additional Educational/ professional qualifications - 30 Marks iii. Other achievements - 15 Marks iv. Performance at the interview - 25 Marks Marks ======== Appointments will be made purely in the order of merit at the interview. 4.6 Qualifying Date The applicant can be treated as qualified only if he/she has completed the necessary qualifications specified under 4.1, 4.2 and 4.3 before the closing date of applications. 4.7 Salary at recruitment Persons recruited externally will be placed at the initial step of the salary scale. The salary of persons recruited internally will be determined in terms of the provision in Chapter VII of the Establishment Code 05. Absorption of Incumbent Employees: (Applicable only to employees who are in service by the date on which this Scheme of Recruitment comes into effect.) 5.1 The holder of the post of Director in the cadre of Sri Lanka Institute of Textile and Apparel in the employee category of Senior Manager to which the salary scale coded HM 1 3 was applicable under the M.S.D. Circular No. 30, will be absorbed in to the employee category of Senior Manager and the salary scale coded HM 2-1, in terms of Clause 4 5

6 Chapter VII of the Government Establishment Code with effect from the date on which this Scheme of Recruitment comes into effect. 5.2 However, the date of increment applicable to the respective employee will remain as it was before the absorption. Likewise, on the grounds that the salary step of the respective employee is drawing currently is similar to the new salary step, he / she should not be placed on the next higher salary step in terms of Clause 4.4 Chapter VII of the Government Establishment Code. 5.3 The period of service will have to be counted with effect from the date of appointment to the respective category 06. Appointing authority will be the Board of Governors of the Institute. 07. Definition: 07.1 For all purposes arising out of this Scheme of Recruitment "Satisfactory Period of Service" means, a period of service during which all the due salary increments during the period immediately preceding the date of application for promotion, have been earned and not subjected to any punishment (other than a warning or a severe warning) for any offence committed by the officer during the period. 6

(a) Broad definition of the nature of functions assigned to the employees of the category: Management Functions, relating to the role conferred upon the Organization specifically assigned to the post, by the Board of Directors of the organization, to facilitate / support the role of the Chief Executive Officer. (b) Posts following within this service category. Director (Operation) Director (Training) (c) Job Description: Director (Operation) i. Accountable for achieving the objectives of the assigned areas by leading the team. ii. iii. iv. Ensure that the work of the Director General is covered in his absence, appropriate decisions are taken for smooth functioning of the Institute and convey important decisions taken to the Director General at the immediate opportunity. Ensure that all administration and finance regulations are adhered to by all departments and to provide sufficient directions to the Administration and Finance divisions in this regard. Ensure active participation of the relevant team members for the compilation of data on the Corporate plan and assist the Director General in preparation/updating of the same. 8

Co-operate with the Director General on formulation of strategic plans for achieving the short and long term objectives of the institute and to ensure that the plans are implemented. vi. vii. viii. ix. Assist the Director General in preparation of project proposals for obtaining funding from Government, Donor Agencies and other special project proposals. Ensure that the future capital investments, replacement of plant and equipment are planned and timely action is taken for placing of orders. Co-ordinate the activities of functional departments, provide advice and guidance, monitor performance and take appropriate actions to resolve issues of poor performance. Ensure that high level of professionalism is maintained within the institute, maximize performance through the process of motivation and maintain effective communication among all levels. x. Ensure that the progress and achievement of all departments are assessed on monthly basis and to organize management review meetings to be presided by the Director General, the Directors and the Heads of the Departments of the Institute as attendees. xi. xii. Ensure that all administrative, personnel and financial functions are properly attended provide guidance to the Administration and Finance divisions and closely monitor the activities to ensure smooth functioning of the institute. Any other duties assigned by the Director General relevant to the post. Director (Training) i. Accountable for achieving the objectives of the assigned areas, in Textile and Clothing by leading the team. ii. Ensure that the work of the Director General is covered in his absence, appropriate decisions are taken for smooth functioning of the institute, conveys important decisions taken to the Director General at the immediate opportunity. 9

Explore market opportunities, assist the Director General in formulating appropriate strategies to capture the potential market for training, technical services in Textile, Apparel and allied industries. Analysis of training needs of the Textile and Apparel sector, organize teams to carry out surveys, plan and organize the training function to meet the industry needs. Ensure that the needs of the industry in terms of training and technical services are constantly monitored and appropriate changes in the curricula and services are carried out to meet the customer requirement. x. Delegate work to subordinates to conduct training and consultancy services and closely monitor the performance. xi. xii. Ensure continual promotion of training and technical services offered by the institute. Assist the Director General in identification of training/ development needs of the faculty members and draw up plans in order to develop their skills to meet the technological changes and to be on par with the industrial reality. 10

Recruitment to Senior Manager Category: 4.1 Qualifications: Director (Operation) External Candidates A Bachelor s Degree in Management, Finance, Human Resource Management, Law or Science which is recognized by the U.G.C. WITH A Postgraduate Degree qualification (Master s) in the relevant field AND Minimum of fifteen (15) years experience in Managerial Level in a Corporation, Statutory Board/Institution or a reputed private Institution. Internal Candidates: (1 or 2 below) 1. Having obtained the qualifications required by the external candidates above. 2. Completion of minimum of five (05) years satisfactory service in the relevant field in a post in the Manager Category (MM 1-1) Grade I in Sri Lanka Institute of Textile and Apparel Director (Training) External Candidates A Bachelor s Degree in Textile and/or Clothing or Science or Management which is recognized by the UGC OR Associate Membership from a recognized professional institutions in the relevant field. WITH A Postgraduate Degree qualification (Master s) in the relevant field 12

13 AND Minimum of fifteen (15) years experience in Managerial Level in a Corporation, Statutory Board/Institution or a reputed private Institution. Internal Candidates: (1 or 2 below) 1. Having obtained the qualifications required by the external candidates above. 2. Completion of minimum of three (03) years satisfactory service in the relevant field in a post in the Manager Category (HM 1-1) in Sri Lanka Institute of Textile and Apparel. 4.2 Age: Age should be not less than 35 years and not more than 55 years. He/She will be confirmed at the end of this period provided that his / her performance and conduct have been satisfactory during the above period. The employees selected internally who are already confirmed in the previous post will be subjected to an acting period of one year. 4.7 Salary at Recruitment : Persons recruited externally will be placed at the initial step of the salary scale. (b) Posts following within this service category Chief Technologist Chief Engineer (c) Job Description Chief Technologist i. Accountable for leading the team to achieve the physical and financial targets of the Department and to manage the Department effectively. ii. iii. Carry out training needs analysis of the relevant sector and design appropriate training programmes and schedule the annual training programms ahead of the coming year. Ensure that planned training programmes are effectively carried out as per the schedule to ensure financial targets are achieved on a quarterly basis and to obtain assistance from other departments whenever necessary. 17

18 iv. Continuously monitor the training needs of the relevant sector, revise the curricula to meet the technological developments of the industry and introduce new programmes. v. Discuss with the Director (Training) to design general programmes. Further delegate work to the immediate subordinates in deploying staff members to conduct lectures, practical work any other assignments in the relevant areas. vi. vii. viii. ix. Maintain all relevant details regarding the training courses and services carried out. Provide necessary details timely to the Programme Administration, Examination & Evaluation Division for central recording and monitoring purposes. Market training, consultancy and technical services by frequently contacting the customers, visiting factories and through advertisements. Ensure that a good rapport is maintained throughout with all the customers. Explore opportunities for offering technical services, trouble shooting and related new services to the industry. Co-operate with the Director (Training) in formulation of strategic plans for achieving the short and long term objectives of the institute. x. Ensure that all relevant management information regarding physical and financial performance of the assigned area are maintained and forwarded to the Director (Training) on demand and on a regular basis. xi. xii. xiii. Ensure that the future capital investments and replacement of plant & equipment are planned and timely action is taken for placing orders. Assist the Director General and the two Directors in identifying the training & development needs of the staff members of the department in order to keep them abreast with the new development in technology and provide opportunities for training wherever possible. Maintain records of staff performances, achievements etc. to facilitate the process of staff promotions and annual appraisals. 18

Ensure that all training programmes are properly organized, including curricula development, drawing of time tables, allocation of lecturers and other resources, maintenance of record of attendance, conducting examinations and monitor all relevant activities until the course is completed and certificates are issued. xviii. WITH A Postgraduate Degree qualification (Masters ) in the relevant field WITH Twelve (12) years experience in Managerial Level in a Corporation, Statutory Board/Institution or a reputed private Institution. Internal Candidates: (1 or 2 below) 1. Having obtained the qualifications required by the external candidates above. 2. Completion of minimum two (02) years satisfactory service in a post in the Manager Category (MM 1-1) Grade I Senior Technologist in Sri Lanka Institute of Textile and Apparel. Chief Engineer External Candidates A Bachelor s degree in Engineering specialized in Mechanical/ Electrical/Electronic/Civil which is recognized by the U.G.C OR Associate Membership from Institute of Engineers of Sri Lanka 22 WITH

When promoting from one grade to another within each category it is not necessary to issue a fresh letter of appointment and issuing, a letter of promotion is sufficient. Grade I - Senior Technologist/Senior Engineer Deputy Director/Accountant/ Internal Auditor Grade II - Technologist/IT Engineer/Engineer Assistant Director/Accountant/Internal Auditor 4.3 Cadre : Total - 30 Senior Technologist/Technologist - 24 Senior Engineer/Engineer/IT Engineer - 03 Asst./Deputy Director (Administration) - 01 Accountant - 01 Internal Auditor - 01 For the purpose of promotion from grade to grade within the employee category, all grades will be considered to be within a combined cadre. The cadre here means the total approved cadre for all grades under the employee category. 4.4 Efficiency Bar: The Efficiency Bar Examination is a Written Examination. All employees in this category, should pass the 1 st Efficiency Bar Test within three (03) years from the date of appointment to the Grade II should pass the 2 nd Efficiency Bar Test within five (05) years from the date of promotion to the Grade I. 33

34 4.4.3 Relevant syllabus is given in paragraph 8. If an officer fails to get through the efficiency bar test during the prescribed period, he/she shall be dealt with in terms of provisions of the Establishment Code and the Manual of Procedure of the Institute Efficiency Bar Examinations will be held once a year or as and when necessary. 4.5 In addition to the above efficiency bar requirements, all employees should acquire proficiencies and competencies which will be prescribed by the Government from time to time. 05. Recruitment to the Manager Category: 5.1 Qualifications: Technologist External Candidates (1 or 2 or 3 below) 1. A Bachelor s degree in Textile and/or Clothing or Science or Management which is recognized by the UGC OR Associate Membership from a recognized professional institutions in the relevant field. AND A minimum of one (01) year post qualification experience in the relevant area in Public Service, Corporation, Statutory Board/Institution or a reputed private Institute. 2. Having obtained a certificate of proficiency in Textiles and/or Clothing not below the National Vocational Qualification Level 7 issued by a Technical/Vocational Training Institute accepted by Tertiary & Vocational Education Commission 34 AND

National Diploma in Technology (NDT) in Textiles and/or Clothing AND A minimum of six (06) years post qualification experience in relevant area in Public Service, Corporation, Statutory Board/Institution or a reputed private Institute. Internal Candidates (1 or 2 below) 1. Having obtained the qualifications required by the external candidates above. 2. Completion of minimum five (05) years satisfactory service in the Assistant Technologist post (JM 1-2) in Sri Lanka Institute of Textile and Apparel.
