General Information There totally had 13,600 vocational colleges in China with the enrollment of 10,167 million students and 29,338 million students at school in There had nearly 80 million graduates of vocational colleges, occupying 60% of the new added employment population. Vocational college graduates majoring in processing and manufacturing, high speed railway, etc. occupyed over 70%.

9 To vigorously promote the reform, innovation and development of vocational education. To actively construct the modern vocational education system of embodying the lifelong education concept, the combination of industry with education, the schoolenterprise cooperation, the connection of secondary vocational education with higher vocational education and the continuous reinforcement of connotative construction by taking high moral values establishment and people cultivation as the fundamental task, improving school-running level as the goal, promoting employment as the orientation, improving the quality as the core and running school openly as the dynamic.

Main Achievements (I) The integral Promotion of school-running level, and the prominent achievements in major and course construction Guangzhou has made fruitful achievements by enhancing the connotative construction, implementing high-leveled college construction projects, industriously promoting schooling level of municipal vocational colleges and developing 14 basic construction projects of education in city level around the target localization of the construction of Guangzhou National Center City and World Famous Historic and Cultural City.

The carrying out of reforms in enrollment and training models --- The carrying out of reforms in independent recruitment system 4 higher vocational colleges in Guangzhou have developed the independent enrollment system that is oriented towards all general high school graduates and takes the academic level test and interview as the main forms. Meanwhile, they also have developed the independent enrollment system that is oriented towards the fresh graduates in the exact majors at the secondary vocational colleges as well as the social personnel graduating in relevant majors at secondary vocational colleges and with over two years' practical experience. The carrying out of reforms in enrollment and training models --- The development of experimental units of higher vocational education at undergraduate level or above Guangzhou City Polytechnic and Shaoguan University developed the experimental units of higher vocational education at the undergraduate level in foodstuff major. Guangzhou Panyu Polytechnic and Britain De Montfort University planned to conduct cooperation of developing vocational education at undergraduate, master even doctor levels.

The development of teaching and course standards of the secondaryhigher vocational connected majors Six secondary and higher vocational colleges including Guangzhou Traffic and Transportation Vocational School, Guangzhou Panyu Polytechnic, etc. took part in the development work of teaching and course standards of secondaryhigher vocational connected majors, such as automobile operation and maintenance, computer networking technology, tourism service and management, accounting and preschool education and so on.

The abundant school-running categories in vocational education and the promotion of schooling level of vocational education It constructed College of Health Science, Guangzhou with independent equipment by vigorously separating College of Health Science, Guangzhou Medical University from Guangzhou Medical University; and planned to integrate the current teaching resources of Guangzhou Normal School of Preschool Education to prepare to build Kindergarten Teachers College.

19 III. Main Achievements (III) The construction of college-enterprise cooperative mechanism has made new progress under the promotion of government

20 The co-operative construction mechanism by government, enterprise and college The joint construction of Guangzhou Institute of Railway Technology by the Municipal Government of Guangzhou and Guangzhou Railway (Group) Company; Vice mayor Wang Dong, on behalf of the Municipal Government of Guangzhou, ratified an accord of jointly constructing Guangzhou Institute of Railway Technology with Guangzhou Railway (Group) Company The joint construction of Huadu work and learning-integrated demonstrative zone by Guangzhou Municipal Education Bureau, government of Huadu District and Guangzhou Institute of Railway Technology to build the cooperative school-running mechanism of multiparties participation of government, college and enterprise.

22 The establishment of the cooperative college by college and enterprise Many secondary and higher vocational colleges in Guangzhou cooperated with enterprises to establish the cooperative colleges with two subjects, cocultavation of talents, the shared responsibility and achievements.

24 The organizaiton of secondary vocational specialized committee in Guangzhou It organized the Specialized Committee of Guangzhou Secondary Vocational Education with 15 subordinate specialized guiding committees of major categories and 362 members. Among it, there had 21 representatives from government functinal department, 14 representatives from teaching, scientific and research organizations, 155 representatives form industry and enterprises, 172 representatives from secondary and higher vocational colleges and other education and training organizations. At present, relevant industries and enterprises set up 95 training centers (bases) in secondary vocational colleges in Guangzhou, and college and enterprise cooperated to open 178 "Ordered Training Class" with the ordered cultivation of nearly 10,000 students annually.

Main Achievements (IV) The full integration and optimization of educational resources and specialty distribution of vocational education by taking the construction of Guangzhou Educaiton City as an opportunity Located in the Zhucun village, Zhengcheng city, Guangzhou, Guangzhou Education City, holding the concepts of "low-carbon, wisdom and flower city, green city and water city", strives to create a landscapetyped one with Lingnan characteristics. Each of the first-stage and secondstage of Guangzhou Education City occupys 10 square kilometers. Mayor Chen Jianhua and Vice mayor Wang Dong checked the overall planning of Education City as well as its first-stage design competition achievements

26 Guangzhou made rational distribution and integrated secondary and higher vocational colleges by taking the construction of Guanghzou Education City as a moment. On the basis of the actual requirements of industrial transformation and upgrade in Guangzhou, and the development of urban construction engineering group, transportation group, commercial manufacture and informatization group, combing the target localization of industry category, professional structure and skilled talents training, Guangzhou made moderate adjustments in majors of some colleges and reduced the resetting of majors to further improve efficiency in school management via the ways of "integration and promotion" and "the forming of groups". Main Achievements (V) The promotion of international communication and cooperation to further improve internationalization level Guangzhou vigorously developed the multilevel and wide-range international communication and cooperation in education, implementing the strategies of "One District, Two Platforms, and Three Key Fields". (One district refers to the experimental zone of international cooperation in Guangzhou education; Two platforms refer to Nansha New Area and Zhongxin Knowledge City; Three key fields refer to higher education, vocational education and basic education).

28 The internationalization of vocational education is one of the three key fields, striving to introduce superior educational resources to cooperate with in running schools, promoting the cooperative projects, such as the development of personnel training standards and courses, the communication training among teachers, highend vocational education training bases as well as vocational qualification identification, etc., and endeavoring to cultivate high-qulity skilled talents with international vision.

29 The international communication in municipal secondary and higher vocational education in Guangzhou becomes increasing rich and the internaitonal cooperation becomes gradually close. The projects including level certification, co-training programs of students, the setting up of international courses, bilateral exchange and visit, students and teachers training, etc. have been developed in the secondary vocational education. The coopearative project of LCCI English Level Certification developed by Guanghzou Municipal Education Bureau and London Industrial and Commercial Administrative Bureau Credit transfer project co-developed by Guanghzou Vocational School of Tourism & Trade and Northland Polytechnic. The co-setting up of ATU international courses for Business English majors by Guangzhou Vocational High School of Trade and America Arkansas Tech University The starting up of Language and Culture Education and Training Class organized by Overseas Chinese Office and hosted by Guangzhou Normal School of Pre school Education.

30 The municipal higher vocational colleges adhered to the pricipal of running school openly and developed colorful international communication and cooperation. The main projects were cooperation in running schools, co-cultivation of students, exchange visits by teachers, teachers training, co-cooperation by schools and enterprises, etc.. The co-construction of research and learning bases by Panyu Polytechnic and Singapore NanYang Polytechnic, and the co-setting up of "Y-Trends" International Design Class by Panyu Polytechnic and Holland Y-Trends Company and London DHD Design Company as well as the co-setting up of internation design class by Panyu Polytechnic and Britain De Monfort University. The cooperation in running schools by Guangzhou Polytechnic of Sports and Sport Business School Finland The cooperation in running schools by Guangzhou Institute of Railway Technology and quality resources of vocational education in Taiwan The cooperation in running schools by Guangzhou Institute Technology and Sweden Scania Automobile Company

31 The current international vocational education is stepping towards the development tendencies of life-long vocational education, vocational education by the whole people, internationalized vocational education cooperative network, etc.. And the future development needs our more wisdom and energy. The development of vocational education in Guanghzou requires advanced experience to support and become the impetus for the former's future taking-off.
