1 Advanced Specialized Narcotics Interdiction Seminar April 26 to 30, 2004 El Paso, Texas Presented by Narcotics Training Specialists Interdiction has become the pro-active method of attacking the narcotics trafficking problems facing most law enforcement agencies. This course is designed to provide detailed instructions on conducting Interdiction Programs regarding Hotel/Motel, Bus, Air/Ground Parcel and freight, Stash House, Highway, and Rental Storage Lockers. Whereas other courses only touch on these types of interdiction programs, this course will give the attendee details on how to start and sell the program, and how to maintain and staff the interdiction teams. The latest case law dealing with interdiction investigations will also be presented. This is the most comprehensive Interdiction seminar currently being offered in the entire country that addresses all levels of interdiction, benefiting all local, state and federal law enforcement officers. All of the courses are presented with an emphasis on officer safety, and racial profiling is also addressed. Who Should Attend This seminar is a must for law enforcement officers of all ranks, including uniformed patrol officers, investigators, canine handlers, first-line supervisors, commanders, and administrators. 3 SEMINAR INSTRUCTORS Robert Almonte Deputy Chief (Ret.) El Paso Police Department, was the commander of the narcotics section and implemented the El Paso Police Department s Hotel/Motel unit and Stash House Unit. Robert has 25 years experience with the El Paso Police Department, including 13 years in narcotics investigations as a Detective, Sergeant, and Commander. Robert holds a B.S. in Criminal Justice Administration and an instructor s license from the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE). He has also instructed peace officer courses at the El Paso Community College. Robert was the and President of the Texas Narcotic Officers Association and has also provided narcotics training throughout the country for many officers at Jetway, Skynarc and State NOA conferences. He received national recognition as the 1999 Outstanding HIDTA Task Force Commander by The White House Office of National Drug Control Policy. Michael D. Connell (Ret.) Chief Patrol Agent, Operation Alliance/Border Patrol Coordination Center, El Paso, Texas. Chief Connell joined the Border Patrol in 1974 and had a variety of assignments throughout the United States. In 1988 he was promoted to Assistant Chief Patrol Agent and transferred to the El Paso, Texas sector. He entered on duty in his last position of Chief Patrol Agent, Operation Alliance/Border Patrol Coordination Center in March of Mr. Connell has an Associate of Science degree in Administration of Justice, a Bachelor of Arts degree in Criminology and a Masters of Science degree in Organizational Behavior, Human Resource Management. Thomas R. Lawrence Detective, El Paso Police Department, is a 23-year veteran of the El Paso Police Department and has been assigned to the narcotics section for nine years. He was involved in the implementation of the Hotel/Motel Unit. Detective Lawrence has a B.S. in Criminal Justice and has provided training on Hotel/Motel narcotics investigations to officers from throughout the country. Samuel M. Candelaria- Detective, (Ret.) Albuquerque Police Department, is a 20-year veteran and has 16 years of narcotics investigative experience to include undercover work, and narcotics interdiction involving trains, buses, hotels, motels, and airports. He has provided narcotics interdiction training to many officers throughout the nation, including DEA s Jetway and Skynarc Schools. Kevin Shannon Attorney, was an assistant and then First Assistant District Attorney for the 34 th Judicial District, as well as an Assistant and then First Assistant Federal Public Defender for the El Paso Division of the Western District of Texas. Through these positions, Kevin gained a tremendous amount of experience in the prosecution and defense of numerous Drug traffickers. He is a Lecturer for the El Paso Police Department Training Academy as well as the University of Texas at El Paso. Manny Marquez Deputy, El Paso County Sheriff s dept. Manny is a 20-year veteran and has been working highway interdiction for the past 6 years. He is an associate staff instructor/mentor for DIAP and EPIC. Manny s involvement in highway interdiction has resulted in the seizure of several million dollars in drugs and currency. Manny was recognized for his efforts by being named the Operation Pipeline/Convoy Instructor of the year for Sal Vargas Canine Officer, El Paso Police Department, is a 17 year veteran of the El Paso Police Department and has 11 years of canine narcotics experience. Sal spent 8 years in the narcotics unit where he was involved in the implementation of the Storage Locker Drug Interdiction Program. Sal has spent the past 3 years in the Airport Task Force where he has focused on parcel, freight and ground shipping interdiction. Sal is a two-time winner of the Texas Narcotic Officers Association s State Canine Handler of the Year Award.

5 PROGRAM OVERVIEW Hotel/Motel Narcotics Interdiction The instructors will present an overview of how to select investigators, meet and sell to hotel/motel managers, presentation to hotel/motel staff, conduct background investigations on suspects, surveillance techniques, conduct knock and talks, asset forfeiture methods and procedures, how to conduct room searches (practical exercise), and testifying in court. Hotel rooms will be set up so that students can practice how to obtain consent to search and practice searching the room. Stash House Interdiction This presentation will address the use of houses for the concealment of larger quantities of narcotics. Instruction will be provided in identifying stash houses and providing training to different sources throughout the community on recognizing and reporting stash houses. Investigative techniques and tactics to be covered include conducting knock and talks and knock and sniffs with a drug dog. Rental Storage Locker Interdiction The instructor will provide training on setting up and maintaining a storage locker interdiction program. This class is a must for narcotics canine handlers. Air/Ground Parcel Interdiction The instructor will provide training in the areas of determining the need for a parcel interdiction program, developing parcel interdiction program, developing a freight company and law enforcement relationship, how to recognize indicators of parcels containing contraband, establishing controlled deliveries of parcels containing contraband and case law regarding parcel interdiction. Bus Interdiction Training will be provided on how to implement a bus interdiction program, recognizing indicators of narcotics trafficking by bus, and how to safely and lawfully conduct consensual encounters. Students will go through practical exercises on an actual bus at the training site. El Paso Intelligence Center (E.P.I.C.) and U.S. / Mexico Border Tour Experience a first hand look at the El Paso Intelligence Center (EPIC) and the U.S./Mexico border. This includes a tour and briefing at EPIC as well as a bus tour of the border from the U.S. side of the border. Attendees will be provided with a unique guided tour of the border where the instructor will highlight the many different locations where drug traffickers smuggle drugs across the border, as well as the various methods of drug trafficking used by the drug smugglers. You will return to your city with a different perspective on the challenges that the border has for law enforcement officers addressing drug trafficking. The tour includes a lunch at a historical restaurant located near the border, in El Paso. Concealment Methods/Hidden Compartments Drug traffickers are constantly changing their methods of concealing drugs, as the drugs are transported across the border in different types of vehicles to cities across the United States. Learn the latest concealment methods used by drug traffickers, as well as ways to discover these hidden compartments. Legal Issues Pertaining to Drug Interdiction This course will be taught by a former Prosecutor and Defense attorney who will provide valuable information to officers involved in drug interdiction cases. The course will cover a variety of legal issues related to drug interdiction cases, to include search and seizure, evidence and courtroom testimony Highway Interdiction Attendees will receive instruction on how to conduct successful highway interdiction operations in a safe manner. The course will address indicators of drug trafficking involving the vehicle and the driver. Hidden and natural compartments in the vehicle will be covered, and racial profiling is also addressed.
