1 Illinois State Board of Education (ISBE) End of the 2016 School Year and Planning for the 2017 School Year Student Information System (SIS) (Webinar Date: 04/27/2016) # Question Answer The critical warnings that appear in PAN from earlier are still there. Are we to leave those because they were data not populated earlier? So I can enter the exact date a pre-k student was screened for Kindergarten even though they were screened in 2016 school year? DLM CORRECTION: Do we need to enter a reason not tested if a student missed a testlet or only if a student took no portion of DLM at all? What about clarification for students who are foreign exchange students and using the EL status? If we already provided reasons in WIDA-AMS for not testing, do we need to repeat that step in SIS? What reason code for no valid test should we use for newcomers (ELL) who are exempt from taking PARCC Reading? Should we indicate on the parent report that goes home that the student score might be invalid because they only took a partial test? Can Superintendent give me access to the Data Quality Dashboard? Critical warnings in PAN may be left alone, as they do not affect testing. Yes For DLM-AA, enter a RNVTA if a student did not take all content area tests they should have taken. When score data are posted, the RNVTA will apply only to the content tests with no performance level. Foreign Exchange students who speak languages other than English should be screened and provided EL services if the screener identifies the student requires the services. Yes. No reason code will be required, identify the student as First Year in U.S. School as Yes and it will not reflect as an error on the SIS reports. If a student did not take all units of a content area PARCC test but did take enough to earn a score, do communicate this fact to parents/guardians when score data are shared. Yes. The Data Quality Dashboard can be accessed via IWAS and once signed up the superintendent can provide you access.

2 9 Is the attendance in Student Course Assignment mandatory? No I am confused by something I see on our Enrollment Summary report. For each Serving School, there's a box that shows the number of students for that Serving Provider (which is the same as the Serving School), but within that same box there's also students listed next to Service Provider: None. What does that mean? Why are you "encouraging" us to use the Web Service more often? Will this be mandatory? In my experience, our automatic technology has caused more problems than it has solved. I would rather send it myself and have it correct than have to go back and fix it later. Service Provider is defaulted to the Serving RCDTS code for all IEP students when enrolled. Outside entities such as Special Education Cooperatives run the programs from within school district buildings. The serving school would be the physical location where the Student is being educated. Since the Special Education Cooperative is providing the services (Teacher and Students) the Service Provider is changed to reflect the Special Education Cooperative. This enables the same access to the student in SIS as the Serving school. We are encouraging you to have the ability to use the web service. How often and what is sent using the web service is up to you and your district. 12 We are k-8 and will give pass or retained for grades. On exit our software puts N or W if student leaves before the end of the year long course in student course assignment. Do we need to be consistent and only use either all W or all N in this situation? Either is fine. 13 What is istar? IEP Special education tracking and reporting (I-Star) system 14 Its P for pass Promotion

3 15 I was told by SIS previously that removing the exit date, when a student is for testing, will destroy that student's scores. Is this true? I'm concerned now that we are able to remove an exit date on our end. No, removing an exit date will not destroy a student s test scores. 16 Can you give us "any" information regarding the ISA Test Window? No. 17 Was the date for ACCESS scores March 4th or May 4th?? I tried to go in and all my reports are blank. May 9-27, Where do we sign up for summer training? 19 Noticed today that address for IEP students not editable...? The address can be edited if you have the student actively enrolled. 20 Is IPEDS being added to the Student Course Assignment, or does the IPEDS mandatory for dual credit only apply to the College Course Assignment? College Course Assignment. 21 What should be put for final grade if our entire district (K-8) is standard based grading? P = Promotion 22 Language - SIS asks for Home & Native Language but when completing an IEP it is indicated as the student language - this causes a conflict with language between SIS & ISTAR will the NEW language surveys resolve this issue? It would be the Native Language of the student.

4 23 Can you please go over the PARCC correction report one more time? I have it pulled up, but I'm not sure what I'm looking at - thanks! Where can we find documentation on that? When will 2016 Report Card form be available to view? Will Highly Qualified/Non-Highly Qualified Teachers be reported on this year's Report Card? So, from what I gathered, for PARCC correction if we have a student who left our district during testing and completed some units, we can change their "enrolled on/before May 1st" to "no"? That seems very unintuitive. For pre-k students screened in the spring for K the following fallwould the screener used be the Pre-IPT Oral? So would a kindergarten student or pre-k student that is EL be considered first year in US school if they did not attend a public school? Though they may have attended a private preschool. A student has a different home then serving school. Within the serving school he receives services from a third provider and from the serving school. Should he or she have two enrollments, one with the serving school and one with the provider. Possibly 0.5 for The documentation should be available by late May or early June. Please refer to the Q&A posted on the ISBE Web site at: Information on FitnessGram can be found in question #3. The 2016 Report Card will be available by May 13 th. The Highly Qualified/Non-Highly Qualified Teachers will not be on this year s report card. This is allowed when students completed enough of the test to earn a score but moved before taking all units. The student no longer has "continuous enrollment" through the end of the test window, and changing these indicators to "no" allows the low score not to affect performance calculations. All students from a home where languages other than English is spoken must be screened using MODEL when entering K. Years in US school include years in a private school. First Question, is the student spending the day in different schools? If they are then it would require two enrollments. Both enrollments when created would default the Service Providers to Serving. If the Service Provider is different it

5 30 31 each school? When will the Early Intervention to Early Childhood Special Transition report be available? Where can I find the sis summer training? I cannot find it on the ISBE site must be updated for each enrollment individually. If the student is only in one school the student would have one enrollment with an FTE of 1.0. the Service Provider would be defaulted to the Serving school and would need to be updated to the Special education Coop or whoever is providing the services. It is available now in SIS under the reports link in SIS. Expand the Early Learning Category and Select the Early Intervention to Early Childhood Special Education Report Can the Home School be corrected online? Only by exiting the enrollment and re-enrolling them in the correct home school. 33 Has ISBE considered extending the July 31 due date as that is Sunday? No, the school year ends on July 31, Home Language Survey question: Is the HL survey completed only once upon entering the district, or is it/can it be updated each year? HLS is only required when enrolling a student in a district for the first time. District should NOT administer/update the HLS each year. 35 Will the ISA scores and corrections be posted on SIS? TBD 36 Are ACCESS scores going to be posted on May 4th or May 9th? SIS shows two different dates. May 9 th, IF we are giving a full credit each semester will that change the calculation? For example we give 1.0 credit per semester not.5. Yes. Please inform ISBE if you give 1 credit per semester. For consistency ISBE makes adjustments to reports/metrics when they are used to compare to other districts.

6 38 What happens if a student has a PARCC score but there was no SIS enrollment during the window? What happens to the score if we don't get the SIS enrollment updated on time? SIS Assessment Correction will allow you to add a record for the student or the record will be added automatically. 39 When do ACCESS corrections have to be in by? May 27, 2016 at 4:00 p.m For clarity regarding mobility...if we have students who first enrolled in our district say, Sept. 14, 2015, we can mark them as "No" on the PARCC Assessment Correction? And their scores will not count? Correct. 41 Is the web service compatible with PowerSchool? Contact PowerSchool. 42 is algebra required for 8th grade students No, Algebra is not required for 8 th graders. 43 How do we go about exiting the student that is in prevention initiative when a school is taking over for screenings? If the enrollment is changing the enrollment is exited. If the home or serving either one is not changing the students Early Childhood information could be updated to reflect the change. 44 If I want to start the data transfer web service, what do I do? Talk to your vendor Is there an opportunity to assign IAA credit for SIS Summer Training? I work in a serving school. Are we responsible for exiting the students or is that the home school? Have Student data venders been informed of the changes in ELL data requirements? No Home school is responsible for exiting but the Serving school must work with the home school to ensure they have the necessary information needed to exit the student. They are informed via the webinar as well.

7 Why is the service provider changed to the school attended? What about students that are served by a special ED co-op? The service PROVIDER should be the co-op, and SERVING location should be where the student is sitting. Can you please explain the change? Could we have the excel option for other reports that would be great. If PARCC was done by May 13, 2016 we were told we will get early access to scores, where do we get early access? If the special Education Coop has a physical building with an RCDTS code and the students physically attend that building then the Serving RCDTS code should be set to the coop and the Service Provider would be defaulted to the same. If the location where the student physically attends is a district school and they are providing the coop a classroom, then the Serving should be the school where the student is physically located and the Service Provider should be changed to the Special Education Cooperative. Yes ISBE is looking into doing this on other reports too. Early access to score data will be in PearsonAccessNext. Student Assessment will communicate details when available. 51 ISTAR access? Call the Help Desk for more information, Option 3 52 If the student takes less than two ELA or Less than two math units they must be tested correct? Refer to the attemptedness criteria posted in the administration manual on the assessment website? 53 Why is SIS sending data back to PAN in July? To update the responsible school (Home School). 54 If I do my corrections now will I need to go back and check them again in July? Yes. 55 Is the Data Quality Dashboard optional? Yes, the Data Quality Dashboard is optional but is a valuable tool to use to assess the accuracy of your data. It is view only and requires entry only if a reasonability check needs to be overridden. The scores will be checked and districts with low grades will be contacted in an effort to validate the data before it is reported on the Report Card.

8 56 Are there going to be any changes for Birth to 3? No, as we know currently there will be no changes for school year If we had exited a student prior to the testing window to PARCC we do not need to put in a not testing code? Correct if they are not enrolled in the testing window they will not be included in the PARCC Correction and a Reason for No Valid Test Attempt would not be required. 58 Does SIS import the Reason for Not Testing from Pearson? No. Reason for No Valid Test Attempt can only be entered in SIS. 59 Steps 2 and three cannot be completed until after June 20 th for PARCC correct? Correct-unassigned test results and duplicate results will not be available until score data are loaded Is IPEDS being added to Student Course Assignment or is it entered using College Course Assignment. We have gone to standards based fro grade reporting this year, how is that reported in SIS. When entering via batch, the College Course Assignment format must be used. The final Letter grades that can be used for Standards based are: 24 Promoted Student was promoted at end of term. (Grades K-8 only) 25 Retained Student was retained at end of term. (Grades K-8 only) 26 Not Reported Student did not complete the term. (Grades K-8 only) 27 Exceptional (Exceeds expectations) Student demonstrates the skill or understands the concepts at a level exceeding expectations for the reporting period. 28 Meets Standard 29 Approaching Standard 30 Below Standard (Developing Appropriately) Student usually demonstrates the skill or understands the concepts and meets expectations for the reporting period. (Beginning to develop) Student sometimes demonstrates the skill or understands the concepts and meets some expectations for the reporting period. (Needs to Develop) Student seldom demonstrates the skill or understands

9 the concepts and is not meeting expectations for the reporting period 62 When will the new formats be released for the vendors? Within a few weeks of this webinar. 63 First Year in U.S. if a student transfers from another district and the other district has provided the data do we need to submit that. ISBE will work with ISBE to make sure the definition of First Year IN U.S. School covers all scenarios. 64 Students with Gender identification, how do we handle this? Refer to the SIS Data Elements for definitions. If the SID is provided upon upload it will enroll the student and change the gender.
