2 Implementation Status and Key Decisions * The Project was approved on May 26, 2015 by the World Bank's Board of Directors, signed by the World Bank and Government of the Republic of Haiti on July 21, 2015, and became effective on December 16, DINEPA's Project Team has launched a series of interventions, namely a number of small works (including emergency works to respond to recent cholera outbreaks), completion of designs for water supply systems in certain communities, and recruitment of consultants to support project implementation. Some delays have occurred with regards to procuring and completing technical studies, but disbursements are expected to pick up when works packages will be launched early The crisis following the passage of Hurricane Matthew will likely lead to a temporary change of focus in DINEPA's priorities and the Project's Contingent Emergency Response Component can be used to support response and reconstruction, if needed. * Component 1: Institutional Strengthening, Capacity Building and Project Management: Positive progress towards deconcentration of DINEPA to the regional level (OREPAs) has recently occurred with the transfer of a procurement specialist to the OREPA Sud. This, along with the procurement specialist already in place at OREPA Ouest, is an encouraging sign that deconcentration has effectively started. * Component 2: Water Supply and Sanitation: - Water supply. A number of activities are about to be finalized: (i) detailed engineering designs for communities in the Centre and Sud departments, as well as technical and social feasibility studies for a long list of communities in the Centre Department. - Sanitation. The "Dialogue Sectoriel sur l'assainissement" event hosted by DINEPA from May 24 to 26, 2016 was successfully brought to completion, paving the way to a clear vision and intervention principles for future sanitation activities. * Component 3: Contingent Emergency Response: Rehabilitation works of the water supply system and sanitation facilities in Anse-à-Pitres (Sud-Est) to respond to a cholera outbreak in the camps hosting Haitian returnees arriving from the Dominican Republic are almost finalized, and the process of selecting a professional operator (OP) for its management has started. 3 Value Concrete progress has been made in establishing a national inventory of water and sanitation infrastructure and services (national baseline). A mission is planned for beginning of November during which two consultants will train and accompany the TEPACs and URDs in conducting the field work to gather information for the baseline. Progress has also been made on seeking ownership and participation from DINEPA and financial/technical partners on the programmatic approach, but the baseline is the first major building block needed before discussions on how to develop the other tools (roadmap, MTEF, program budget) can be initiated. Required functions deconcentrated to targeted OREPA (Number, Custom) Value Out of the 6 required functions (see PAD for details), progress has been made on one of them, i.e. "procurement is transferred to the OREPA level". The Bank has approved the transfer of a procurement specialist to the OREPA Sud, and this will take place in the coming month. Piped water systems managed sustainably by a professional operator (OP) under the Project (Number, Custom) Value The Project is currently installing an OP in three communities, namely Boukan Lamarre and Pointe à Raquettes (La Gonave) and in Anse à Pitres (Sud-Est). OPs have been selected, but require further training before management of the water supply systems can be handed over to them.
