1 Using the Tool Save the Children Alliance Child Protection Monitoring Tool For Use by Community Service Workers, Social Animators and Community Volunteers in a Refugee Camp This is a framework of issues for children in the camp. Use your time in the camp as you work with children and the community to listen and watch for any evidence of these issues. If you find any evidence record as much information as possible and report to the child protection monitor. The method for answering these questions is watching and listening. All these questions should be answered and reported each week. This Child Protection Monitoring Instrument was developed by Jo deberry, SCF/US Pakistan/Afghanistan Field Office 1

2 Registration Separated Children Recruitment Community Actions taken to resolve issues identified Do you hear of or observe children who have not been formally registered by UNHCR? If so give Have you seen or heard of any separated children in the camp? If so give How are separated children being cared for? Do you hear and observe consistent concerns about care arrangements? Are these concerns different for boys and girls? Give Do you hear and observe that under 18 year olds are being recruited from the camp to go and fight? What view does the community have about this recruitment? Who do you observe and hear is involved in this recruitment? Are children joining militarised madrassahs? Action: If an issue is identified from the tool then - Talk with community leaders and children. Conduct focus groups with members of the camps. Observe the situation. Questions: What solutions do you observe and hear that community members give to solve this problem? What actions have they already taken to solve the problem? Security Disappearances Child Labour Participation Do you hear of or observe any security concerns for boys, girls and disabled children in the camp. Give details: Do you hear and observe that children are disappearing from the camp for long periods of time? If so give What information is there about where these children are going? Is there any evidence that disappearances are related to child trafficking? From your observations what forms of work are children involved in? How old are they? What do you hear and observe are the hazardous and exploitative aspects of this work? What support is there for and amongst working children? Do you observe or hear of any problems with participation in decision making in the camp? Give Have camp authorities and service providers taken action on the suggestion of the community? 3 Shelter/NFIs* Female Headed Households* Sexual Abuse Skills and Resources amongst Refugee Population Do you observe or hear of any Questions: problems with NFIs use and distribution for girls, boys and disabled children in the camp? What additional support do they need? Food Children Headed Households* Violence Do you hear of or observe any problems with the availability of food for girls, boys and disabled children in the camp? If so give Have you heard of or seen children headed households? If so give Who is supporting children headed households? Is this support sufficient? What action is the community taking to support children headed households? From your observations are there any issues that seem to be consistently affecting the children of children headed households? Do you hear or observe any report of sexual abuse amongst children? Give Do you hear of or observe any concerns with violence for children in the camp? Give What kind of discipline exists for children in the camp? What is the opinion of the community on this? Is drug abuse a problem in the camp? Question: From you observation and listening have the community defined any differences between their previous life and the situation in the camp? How have the community made up for the gaps in services and resources? Have children taken on new skills and roles in the camp? How are these affecting the lives of children? 4 Health Children With Special Needs* Do you observe or hear of any problems with the health and access to health services of girls, boys and Have you seen or heard of children with special needs? Give disabled children in the camp? If so give details: In what ways are children with special needs being supported? Education* Youth* Do you observe or hear of any problems with the educational activities in the camp? If so give What do you observe and hear of why some children may not be involved in these activities? Give What is your conclusion about the quality of educational opportunities in the camp? Do you observe or hear of children leaving the camp to attend other schools? If so give Water and Sanitation What problems do you hear of or observe with water and sanitation for girls, boys and disabled children in the camp? Give details: Do you observe that adolescent girls and boys are making use of provisions for them? If not why not? How are adolescent boys and girls spending their time? Do adolescent boys and girls leave the camp for significant periods of time? If so what d you observe and hear that they are doing? Do you observe or hear about concerns about the lifestyle or behaviour of adolescent boys and girls? Do you know if marriage practices in the camp have changed as compared to traditional practices? 5 Recreation Do you hear and observe reasons why children are not participating in recreational activities? Do you hear and observe that there are problems with boys, girls and disabled children accessing recreational facilities? Give Community Support Networks* Who are the community members who have most influence in the lives of the children? What kind of social groups exist amongst children in the camp? Are children able to move form group to group? How do children spend their time? With whom? Are disabled children integrated with other children?
