10 An example: The Multi-year programme on economic development The Programme defines the regional strategy for industrial and economic development (Main sectors of action: enterprises access to finance; research and technology transfer; entrepreneurship; internationalisation of enterprises; innovative infrastructures; information society) The Programme defines the key actions: 1) Initiatives at international level to promote investment opportunities in the region (in particular, initiatives towards priority markets: US, Japan, China ) 2) Support to internationalisation of companies as a tool for promoting economic development and attractiveness of the territory 3) Support to innovative infrastructures and services to attract t innovative local l and foreign (in particular, in those sectors where a comparative advantage can be spotted) 4) Promotion of initiatives to attract qualified human capital and talents 5) Development of a communication strategy
11 Implementation phase A UNITY OF PROGRAMMING THROUGH DUP Why? To guarantee a 7 years unity of programming How? Integrating funds: EU (EFRD, ROP, ESF), national (FAS) and regional funds (sectoral resources) through an effective governance What? Bringing together the priorities of regional policy such as territorial cohesion, Knowledge based society, regional system based on strong networks, sustainable development, solidarity. Where? International exposure : increasing FDI, further internationalisation of SMEs and dynamic promotion and networking in strategic markets Communication: awarness raising, participation, website and information services
15 Emilia-Romagna and the LS: looking ahead At local level: results brought by a more constructed advantaged economy (economic development through governance, knowledge infrastructures, culture, and human capital, sustainability, welfare, solidarity), consistently with the Lisbon Strategy and the Climate and Energy Agenda. At national level: regional contributions to the PICOs still too limited; need for more policies addressed to the knowledge based society, research, employment, sustainability and welfare. at European level: need for more European political and institutional leadership, importance of benchmarking and benchlearning with those regions that invest in innovation, technology transfer, talents but also in solidarity i and welfare at international level: invest in international cooperation rather that t international ti delocalization li
16 The LISBON REGIONS NETWORK: Achievements A unique network: still the only EU regional policy network on the LS (coordination of Emilia-Romagna till July 2009) improved the regional dimension of the LS Promoted exchange of experience and best practice Participated in the EU policy development through position papers, consultations and a EU project Organised conferences, seminars and training courses Has become a reliable platform as a counterpart of the EU institutions
17 Lessons learnt from the LRN Be aware that t regions potentials ti can create a new economy, the right mentoring and a true incubator space Through networking, knowledge and innovation regions can boost processes to link local actors but also policies and funds The experience of the LRN can be opportunity to accelerate the modernization process in our respective regions
18 Final considerations: towards effective innovation systems? Regions and LA together can be the change and create effective innovation systems (70% of public Investment are under regional/local Authorities budget; 80% of EU GDP produced by cities) The LS will be sustainable if it can be shared (so let s move toward a European territorial approach rather that a sectorial one) Regions should not just focus on innovation but social inclusion (employment, aging of the population and immigration!) Respond and interpret local/regional needs/create ownership
