Quality 2.1 Inspection The inspection programme shall be in accordance with the Managing Contractors Quality Plan and shall as a minimum include: Witness points and hold points Give minimum of one working day notice so that inspection may be made of the following: Reinforcement fixed in place Cores and embedments fixed in place Inspect the reinforcement and correct any defects prior to requesting an inspection Certification All reinforcing steel supplied shall be sourced from a steel maker that is certified in both of the following: ISO The steel making facilities where steel for the project is sourced shall have a currently valid ISO Environmental Management System (EMS) in Place. Valid ISO Environmental Management System (EMS) certificates must be provided refer to section below. World Steel Association s Climate Action Programme Any steel maker supplying steel shall be a member of the World Steel Association s (WSA) Climate Action Plan (CAP). A current CAP certificate from the WSA, confirming that the steel maker is a member of the CAP, must be provided refer to section below. 2.2 Submissions Schedules Prepare and furnish upon request, in duplicate, schedules of all steel reinforcement required under this specification Tests Certificate of compliance: Submit either the manufacturer's certificate of compliance with the relevant standard, or an independent testing authority's test certificates demonstrating compliance Recycled content Submit manufacturer s confirmation of percentage of post consumer recycled content of reinforcing steel Energy Reducing Processes Submit manufacturer s confirmation that at least 60% of reinforcing steel is produced using energyreducing processes in it s manufacture (measured by average mass by steel maker annually). 8 To determine compliance a lifecycle assessment must be made in accordance with Protocol for Demonstrating Equivalency in Energy Reduction provided by the Green Building Council of Australia Offsite Fabrication Techniques Submit confirmation of total percentage of steel (by mass) fabricated using an optimal offsite fabrication technique as defined by the Green Building Council of Australia and details of the optimal offsite fabrication technique used Execution Changes: Submit proposed changes, if any, in the reinforcement shown on the drawings, including additional splicing. Mechanical splices: If mechanical bar splices are proposed or required submit details and test certificates for each size and type of bar to be spliced. Damaged galvanizing: If repair to AS 1650 Appendix F is intended, submit proposals Steel Suppliers Accreditation Submit confirmation from the steel manufacturer of their ISO certification in the form of ISO Environmental Management System (EMS) certificate(s) for the facilities where the steel is manufactured and membership to the World Steel Associations (WSA s) Climate Action Programme (CAP) in the form of a current certificate from the WSA, confirming that the steel maker is a member of the CAP. 9 3. Reinforcement 3.1 General Extent: Provide reinforcement, including tie wires, support chairs, tophats, spacers and accessories. Identification: Supply reinforcement which is readily identifiable as to grade and origin. Site bending: Bending of bars shall be in accordance with AS 3600:2009. If heated, the temperature of the bar shall not exceed 450 o C. Submit details of the proposed monitoring technique (heat crayons would be acceptable), and provide written confirmation upon completion of the works that this temperature has not been exceeded. Splicing: All splices shall comply with AS 3600:2009 and the drawings. Submit for approval details of proposed splicing not shown on the drawings. Surface Condition: Reinforcement shall be supplied and maintained free from loose mill scale, loose rust, mud, oil, grease and other coatings which would reduce the bond. Where there is a delay in depositing concrete after placement of reinforcement, the reinforcement shall be restored to a satisfactory condition. Reinforcement which has become pitted with rust may be rejected. Pullout Bars: Pullout bars to be Tempcore only. No microalloy bar to be used for pullout bars. 3.2 Reinforcement Grade Unless otherwise noted within this specification or on drawings all reinforcement shall be Grade 500N. 3.3 Energy Reducing Processes At least 60% of reinforcing steel supplied shall be produced using energy-reducing processes in it s manufacture (measured by average mass by steel maker annually). Energy reduction arising from energy-reducing processes must equate to at least 40 MJ/tonne. To determine compliance a lifecycle assessment must be made in accordance with Protocol for demonstrating Equivalency in Energy Reduction provided by the Green Building Council of Australia 3.4 Dowels Standard: To AS 1302 grade 250R. General: Provide each dowel in one piece, straight, with square cut ends free from burrs. Apply two coats of bitumen emulsion to half the length of the dowel at one end. Embed the unpainted half of the dowels in the concrete placed first. Tolerances: Location: ± half the diameter of the dowel Alignment: 2 mm in 300 mm 3.5 Welding General: Give notice before welding reinforcement. Do not weld reinforcement within 75 mm of a section which has been affected by bending or re-bending. No welding will be permitted on hot rolled high strength deformed bars without written acceptance. Standard: To AS and AS 3600:2009. Stainless steel reinforcement shall not be welded. 10 3.6 Recycled content of steel All reinforcing steel shall have minimum post consumer recycled content as follows: Reinforcing Bar 80% Reinforcing Mesh 60% The Subcontractor shall provide written confirmation of the content of post consumer recycled content of all reinforcing steel to the Managing Contractor. 3.7 Fabrication tolerances Position of reinforcement: Unless shown otherwise, the reinforcement shall be cut, bent, and fabricated to the dimensional tolerances allowed by AS 3600: Off Site Optimal Fabrication of Reinforcing Steel A minimum of 15% of the reinforcing steel (by mass) shall be assembled using off sire optimal fabrication techniques as detailed below. The off sire optimal fabrication of reinforcing steel used in the building structure shall include any combination of the techniques in Table 3.7 which optimise laps in mesh and spacing between bars thereby reducing material and wastage associated with reinforcing steel fabrication and use. Note that off site cutting and bending of bars to be hand laid on site is not considered an optimal fabrication technique. Optimisation Technique Engineered Reinforcing Bar Carpet Engineered/Custom Mesh Prefabricated Reinforcing Cages Description Reinforcing bars fabricated off site for rolling out on site Run-to-length meshes, tailored meshes, high ductility meshes, special size meshes, engineered meshes, variable diameter and spacing meshes Prefabricated reinforcing cages for concrete elements such as slabs, walls, cores, columns and piles. Table 3.7 Off Site Optimal Fabrication Techniques for Reinforcing Steels. 3.9 Protective coated reinforcement Extent For concrete elements containing protective coated reinforcement, provide the same coating type to all that element's reinforcement and embedded ferrous metal items, including tie wires, stools, spacers, stirrups, plates and ferrules, and protect other embedded metals with a suitable coating Galvanising Coating (minimum): 700 g/m 2. Preparation: Pickling to AS Passivation: After galvanising, passivate the coating by immersion in a bath of chromate solution. Bars shall be galvanised before bending. Damaged surfaces or welded areas shall be made good with an approved organic zinc rich paint applied strictly in accordance with the manufacturer s recommendations. 11 3.9.3 Unencased reinforcement General: Provide protection for "starter bars" and other items projecting from cast concrete for future additions, and exposed to the weather. Fixing reinforcement 4.1 Fixing requirements General: Reinforcement shall be as shown on the contract drawings and shall be securely tied and held in position within the tolerances specified in AS 3600:2009. Fixing Requirements: Reinforcement shall be secured against displacement by tying at intersections with 1.6 mm diameter annealed iron wire or approved clips or ties. Bend ends of wire ties away from the formed faces so that the wire does not project into the cover. Protection in Hot Weather: Reinforcement shall be sprayed with water to keep the temperature of the steel below 32 o C immediately prior to pouring concrete. During concrete pouring, a reinforcing steelfixer shall be available to correct any damaged or displaced reinforcement. Mats: For bar reinforcement in the form of a mat, secure each bar at alternate intersections, and at other points as required. Beams: Tie ligatures to bars in each corner of each ligature. Fix other longitudinal bars to ligatures at 1 m maximum intervals. Columns: Secure longitudinal column reinforcement to all ligatures at every intersection. Bundled bars: Tie bundled bars together so that the bars are in closest possible contact. Provide tie wire at least 2.5 mm diameter at centres 24 times the diameter of the smallest bar in the bundle. 13 4.2 Concrete cover Minimum cover (mm) to all reinforcement shall be as follows, unless noted otherwise on the drawings: Bored piers Element Formed and not exposed to weather Formed and exposed to ground water and weather (Note 1) Contractor Designed Not formed, cast against ground etc. Footings Slab on ground Retaining walls Suspended slab and bands Beams Columns Walls Note 1: Includes all elements with membrane Table 4.2 Minimum Concrete Covers Structures for retaining liquids: To AS Provision for concrete placement Notice: If spacing or cover of reinforcement does not comply give notice. 4.4 Reinforcement supports Support types General: Provide purpose-made concrete, metal or plastic supports. Obtain approval for methods to be used for off-form finish areas and areas specified to have colour control. Allow for the use of either white, grey or black plastic bar chairs to such areas. Colour to be approved following construction of prototype panel. Refer to INSITU CONCRETE specification. Exposure classification A1: Provide a protective coating to ferrous metal supports which extend to the surface of the concrete. Exposure classifications more severe than A1: Provide: plastic supports of adequate strength and of a shape appropriate to the location concrete supports of the same concrete mix as the concrete element Supports over membranes Prevent damage to waterproofing membranes or vapour barriers. Place a metal or plastic plate under each support to prevent puncturing Support spacing Bars: Fabric: 60 diameters. maximum of 750 mm. 14 4.5 Facade construction joints All horizontal reinforcement bars to the externally exposed facade elements are to be stopped, short of vertical construction joints. Each bar is to be lapped with a galvanised reinforcement bar of the same size as the curtailed bar. The galvanised lap bar shall cross the construction joint and lap with the curtailed bars over a length as specified on the structural drawings. 4.6 Earthing and lightning conductors At locations as specified on the Electrical drawings, connect a minimum of 4 column reinforcement bars in a manner suitable for them to act as lightning down conductors, in accordance with AS Refer Lightning Protection System Specification Project File Specification for Reinforcement_R2.doc 18 March 2011 Revision 2 Aurecon Page 9
