1 Tool BR 04 SWOT Template Objective A SWOT (Strengths ) analysis shall be done by the sustainability co-ordinator in order to understand the situation of your city. This section gives an overview of the analysis method applied for the implementation of the assessment of the local situation, the SWOT analysis). The idea of the SWOT analysis - concept: 1. The SWOT Analysis shall summarise the strengths, weaknesses, opportunities and threats of the City with regard to performing the respective element of the IMS. 2. The project co-ordinator shall compile results for all elements of the IMS and the state of affairs with regard to implementing sustainable development resp. climate change response. Focus of the SWOT is on the city s potential to perform the entire management cycle and thus better co-ordinate existing instruments. An example of how the SWOT Analysis has been performed by the City of Pehcevo in Macedonia, is also included in this tool. Aim of SWOT The SWOT-Analysis constitutes a significant part of the sustainability assessment (and is e.g. - also required by EMAS). In this regard, the SWOT-Analysis is an approved method for conducting a qualitative evaluation of data on relevant environmental/sustainability issues. It establishes the initial position of the impact the organisation / municipality has on the environment (performance audit) with regard to all related IMS elements. The following figure graphically describes the idea of the SWOT concept. The idea is to describe / list the current situation within each element of the EMS in the upper row, i.e. in terms of strengths or weaknesses and to list the expected conditions for further development in the lower row in terms of opportunities or threats. The two arrows then provide guidance for evaluation purposes. The procedure is to evaluate strengths with reference to threats or dangers and to approach weaknesses on the basis of opportunities.

You may as well involve colleagues in order to develop a picture less subjective. For this it may be wise to initiate a SWOT workshop to provide a platform for discussion. The best approach in conducting the analysis is with the following questions in mind: What exists today? What works today? What could be better? What is missing? What does not work? Why? What does the municipality need? When is it needed? Immediately? First, list all relevant information and data available with regard to your perception in terms of whether this aspect is perceived a Strength, Weakness, Opportunity or Threat. Next, evaluate any perceived strengths from a perspective of potential threats to prevent a strong point turning into a weakness. Vice versa any issues perceived as weakness should be looked at and approached from a perspective of opportunity to turn it into strength. To help you with the SWOT analysis of the elements the template provides a separate form that you may duplicate for this purpose. For example: SWOT for the IMS Element Target Setting : 2

No quantitative time-related targets available. No standardised target setting process. No explicit strategy or action plan to implement targets. High effort to co-ordinate measures due to scattered, cross-sectorial responsibilities. Potential for conflicts between different objectives (due to missing coordination of target setting process) Potential for hindrances to implement targets due to lack of direct responsibility for objectives agreed Objectives can easily be transferred into time-related (manageable) targets. Current reorganisation of administrative procedures, organisational set up, etc due to new public management. 3
