As part of Perkins IV accountability reporting, the California Community College Chancellor s Office examines student placement and retention in employment. Perkins core indicator four (employment) examines students who completed a degree or certificate or left an institution who did not transfer to a two- or four-year institution and were found during one of the four quarters following the last year of attendance (cohort year) in unemployment insurance (UI) covered employment, the federal government, an apprenticeship program, or the military. For some program (e.g., accounting or child development education) employment placement and retention data should be viewed with some caution since employment in these fields is frequently either self-employment or with employers who are not UI covered. Students are assigned to a program based upon: a) program area where a degree or certificate was completed; or b) in cases where an award was not conferred, the program where the highest number of units was successfully completed. In examining three-year data for the 49 4-digit code clusters that College offers and tracking employment in the year following program completion/leaving, most programs have experienced improvements in job placement rates. Among the 49 4-digit code clusters examined, 41 (83.7%) experienced job placement rates in that were equivalent to or greater than job placement rates observed in

To calculate median wages of students who earned degrees or certificates by program, the California Community College Chancellor s Office has developed Wage Tracker. Utilizing California Community College Chancellor s Office management information system (MIS) data, the Chancellor s Office identifies students who have earned a degree, Chancellor s Office approved certificate, or locally-approved certificate anytime over eight consecutive academic years ( through ). Students who transferred to two- or four-year institution are excluded from cohort groups. The Chancellor s Office then conducts a data match with the California Employment Development Department (EDD) unemployment insurance (UI) wage database and examines each matched student s median wages three years after award completion date. The eight cohorts are combined into a single group and the Chancellor s Office then calculates and reports median wages for the entire group by code, award category (degree or certificate) and college. Wages are adjusted for inflation to constant dollars using the California CPI-U. Data is only reported for programs where ten (10) or more award earners were mapped to EDD UI wage earner data. In examining programs for which data was available/reported, all programs reported at least a 60% employment rate among degree and/or certificate earners three years following attainment of award; 55.6% of award earners in the identified programs experienced 75% or higher employment rates three years after awards were earned. Median adjusted wages among individuals who were employed ranged from $19,987 (Pharmacy Technology) to $76,265 (Registered Nursing).

Recognizing this emerging skill builder population, the California Community College Chancellor s Office has recently added this metric to the Student Success Scorecard. Skill Builders are defined as students who completed at least one credit career technical education (CTE) course and successfully passed all CTE coursework in a given academic year. Cohorts were further narrowed to students who did not enrolled in the California Community College system the following year, did not earn an award (degree or certificate), and did not transfer to a four-year institution the year following enrollment at. Matching skill builders to the California Employment Development Department (EDD) unemployment insurance (UI) wage data, the Chancellor s Office then identified median inflation adjusted wages one year before and one year after the year that students were enrolled at College. It should be noted that not all career skills building students with earning wages will be found in the EDD UI wage data. EDD UI data contain wages only for those employed in an occupation covered by unemployment insurance in California. This excludes individuals employed by the military or federal government, and those self-employed, employed out of state, unemployed, or not in the workforce after enrollment. Examining the most recent skill builder cohort ( cohort; pre-enrollment and post-enrollment median wages examined), College skill builders experienced a 22.6% median wage increase prior to/after enrollment at College. In comparison, the median wage increase observed among the statewide cohort was 13.6%. Among the 44 4-digit code clusters examined, in twelve programs students more than doubled their pre-enrollment median wages.
