1 Cuyahoga Community College Carl Perkins Grant Mini-Grant Application Process FY 2016 The Carl D. Perkins Career and Technical Education Act is the Federal law that funds Career and Technical Education (CTE). The purpose of this Act is to more fully develop the academic, career, and technical skills of secondary education students and postsecondary education students who elect to enroll in career and technical programs by; Developing challenging academic and technical standards and assisting students in meeting these standards, including preparation for high skill, high wage or high demand occupations; Promoting the development of services and activities that integrate rigorous and challenging instruction, and link secondary education with postsecondary education; Increasing state and local flexibility to provide services and activities designed to develop, implement and improve career and technical education; Conducting national research and sharing best practices that improve career and technical education programs, services and activities; Providing technical assistance that (A) promotes leadership, initial preparation and professional development at the state and local levels; and (B) improves the quality of career and technical education teachers, faculty, administrators and counselors; Supporting partnerships among secondary schools, post-secondary institutions, baccalaureate degree granting institutions, area career and technical education schools, local workforce investment boards, business and industry and intermediaries; and Providing individuals with opportunities throughout their lifetimes to develop the knowledge and skills needed to keep the United States competitive.

2 CRITERIA Continuing in Fiscal Year 2016, Cuyahoga Community College will provide a mini grant application process to award funding to college departments and/or academic programs. Funds will be awarded to those that develop the best innovative strategies to serve career technical education (CTE) students according to the goals of the Carl Perkin Act. The selected departments/academic programs will effectively demonstrate how the proposed activity will successfully achieve one or more of the following objectives in serving CTE students (this is a requirement): 1. Identify and communicate with a population of CTE students to provide success strategies. 2. Strengthen a particular aspect of an existing program or service. 3. Implement a new program or service to promote success among students. 4. Provide a referral service to link students to success strategies. 5. Provide a program or process to prepare students for CTE careers. 6. Provide a structured pipeline and coordinated efforts to connect the proposed strategy with CTE jobs in high demand in the Cleveland metropolitan area. Note: Perkins funds cannot be used to replace funding for a project or service that is already established. Only new projects or services will be considered. Note: Perkins funds cannot be used for developmental education.

3 Perkins Basic Grant -- Allowable/Unallowable Costs Below is a list of costs that can be utilized for the mini-grant application. This is not a complete list of allowable/unallowable costs as it relates to Perkins. Cost should be determined by considering the grant's purpose, Carl D. Perkins requirements, institutional guidelines, and any pertinent Federal cost guidelines. All costs must be related to the program as approved in the local application. Allowable Costs Advertising and Public Relation costs Advisory Council Career Guidance and counseling Communication Cost (Telephone and Postage) *Compensation for personal services(salaries, wages, and fringe benefits) Contracted services Curriculum development Displays, demonstrations, and exhibits Equipment approved Food cost (travel, meeting) *Fringe benefits Indirect costs Instructional materials and supplies Meeting Conferences Unit memberships, subscriptions, and professional activity costs Professional services costs (consultants) Program evaluation Publication and printing costs Unallowable Costs Alumni/ activities Child care Commencement and convocation costs Construction, renovation, and/or remodeling of facilities Contingency provisions Entertainment--amusement and social activities (sports tickets) **Expenditures that supplant Fines and penalties Fundraising, Gifts Goods or services for personal use Items retained by student (supplies, clothing/uniform, tools, PDAs, Meetings and conferences calculators) Lobbying Monetary awards Political activities (contributions, fund raising, lobbying) Promotional materials (T-shirts, pens, cups, key chains, book bags) Scholarships Student expenses/direct assistance to students (tuition, fees, insurance, Teacher in-service other expenses) Vehicles *Mini grants will only be awarded to non-personnel expenses. No payroll costs will be awarded. ** Activities currently being funded by other federal resources do not qualify for Perkins IV funding ** Supplanting occurs when federal dollars replace what is typically paid for by local/state dollars to support career education programs and activities Note: Policy guidance from the Office of Management and Budget (OMB) Circular A-87. The Circular establishes principles and standards for determining costs for Federal awards carried out through grants, cost reimbursement contracts, and other agreements with State and local governments and federally recognized Indian tribal governments (governmental units).

5 PROPOSAL SUBMISSION Cuyahoga Community College is awarded a grant for one 12-month period. The funding period runs according to the Fiscal year, July 1, June 30, The college must submit a Comprehensive Continuous Improvement Plan (CCIP) report every 12-month cycle. The CCIP is a unified grants application and verification system that consists of two parts: the Planning Tool and the Funding Application. The Planning Tool contains the goals, strategies, action steps, and district goal amounts for all grants in the CCIP. The selected mini-grant will be accountable for the same guidelines of the CCIP. Submission Rules Each mini-grant will be awarded one time up to $20,000. A new application must be submitted every year. Perkins awards do not roll over, nor does being selected guarantee multi-year mini-grant awards. No personnel expenses will be awarded. The due date for the mini-grant application is Monday, May 4, If awarded, the entire award must be exhausted by Friday, April 15, If awarded, funds must be spent as exactly outlined in the application budget. There will be mandatory periodic meetings to discuss fulfillment of program activities and budget balances of mini-grant recipients.. Submission Process 1. Project Concept Form and Preliminary Budget Developed a. Interested Program Managers/Administrators will complete the Project Concept Form and Preliminary Budget and forward documents to the Perkins Director by the advertised deadline. 2. Project Review and Selection a. The Perkins Director and a selection committee will review submissions and make the determination of which projects will be funded. 3. Proposal Preparation a. The Perkins Coordinator will follow up with the project submitter to confirm that the proposed project was either selected or denied for funding. b. The Perkins Coordinator will work with the internal Project / Program Director to develop a timeline, establish a tracking system and meet specific proposal criteria and budget requirements 4. Follow-up a. There will be periodic meetings to discuss the progress of proposed activities and budget tracking.
