1 STANDARD PRACTICE NATIONAL OCCUPATIONAL SKILLS STANDARD (NOSS) FOR; CGI VIDEO EDITING MANAGEMET LEVEL 4 1. INTRODUCTION The Information and Communication Technology (ICT) sector in Malaysia is divided into five (5) sub-sectors namely Creative Multimedia, System Architecture, Analysis and Design, Service Management and Delivery and Information Security. Over the years, Malaysia has witnessed tremendous growth in the Creative Multimedia industry with increasing employment opportunities, recipient to numerous international awards and the establishment of various funds to promote the industry. The government has strengthened ICT development through Economy Transformation Program (ETP). The Entry Point Project (EPP) of the Communication, Content and Infrastructure area focuses on nurturing Malaysia s creative content industry. It aims to nurture the domestic creative content creation, services and distribution and broadcasting sectors, eventually transforming Malaysia into a regional hub for digital content. It is projected in year 2020, GNI impact in the creative content sector will be RM3.1 billion, out of which 66 percent will be generated in professional services, 22 percent in content creation, and the remaining portion in broadcasting. Within the Creative Multimedia sub-sector, there are many job areas including concept art, graphic design, 2D Production, 3D production and visual effects (VFX). The final job area is Post-production. Post-production is the final stage in creating a visual story. Typically post-production includes video editing, soundtrack editing, adding visual special effects (VFX), sound design and sound effects. CGI video editing management is the process of editing segments of video, 2D and 3D footages, special effects and sound recordings in the post-production process. The goal of video editing is to manipulate footages to bring the communication closer to the original goal or target. Footages are arranged on a timeline while audio tracks, titles and digital on-screen graphics be added. Special effects can be created, and the finished program is "rendered" into a finished video. The video may then be distributed in a variety of ways including DVD, web streaming, QuickTime Movies, ipod, CD-ROM, or videotape. i

2 Overview Film/video editors use state-of-the-art video editing software, to transform the ingredients of a film (i.e. the sound effects, the CGI, the dialogue and the action) into a refined, tasty treat that the target audience can devour on the silver screen, the internet or the television. Editors typically work alongside the director in an editing suite or studio. They amass all of the recorded material (including sound files and daily rushes), organise it, store it digitally and then arrange it, cutting parts and restructuring scenes until a rough cut can be put together. Once the right shots have been sequenced and the sound effects and dialogue have been overdubbed properly, an editor s job involves putting the finishing touches to everything. This process might involve enriching colours or adding in special effects and stylistic flourishes. Furthermore, film/video editors might work alongside music supervisors, choosing background music for certain scenes to enhance their dramatic effect. Justification and Rationale of NOSS development Information and Communication Technology (ICT) has been recognised to have the transformational ability that would drive the country from P-economy to K-economy. With this transformation, the labour market for skilled workers and professionals in the ICT sector is very demanding. Based on MSC Malaysia Phase 2 Report, with the current trend of ICT sector in Malaysia, the industry is estimated to provide 110,000 in total for jobs and RM5.5b investments by Recognizing the vast potential in the Creative Multimedia industry, Multimedia Super Corridor (MSC) Malaysia gives focus on the fundamentals of Creative Multimedia by investing in the long term prospect; namely by giving access to funding, discovering new talent, opening market opportunities and access; providing development infrastructure, policy intervention and also by forming strategic alliances with other companies. Currently, the MSC Malaysia Creative Multimedia industry comprises more than 200 companies that were mainly involved in post-production, animation, game development and e-learning as well as mobile and interactive content. According to the Occupational Analysis (OA) findings published by Department of Skills Development (JPK), Ministry of Human Resources Malaysia, one of the most critical and much needed job areas under the sub-sector of Creative Multimedia is Post-Production upon realising the significant need and potential contributions of ii

3 earnings of audio and video editing towards the Malaysian entertainment and creative multimedia industry. Authority and Regulatory/Statutory Body Related to Industry Currently, there are a number of authorities and regulators for the Creative Multimedia Industry in Malaysia as listed below: Ministry of Communications and Multimedia Malaysia Multimedia Development Corporation (MDEC) Malaysian Communication and Multimedia Commission (MCMC) National Film Development Corporation (FINAS) Malaysian Intellectual Property Organisation (MIPO) Training Programme Pre-requisite Based on the workshop findings, it was decided that the minimum requirements for those interested to enrol in this course are as follows:- SKM CGI Video Editing L3 holder; Able to read and write (in Bahasa Malaysia or English); Has passion and interest in the Video and Multimedia; and Not colour blind Reference: s_content.pdf pdf iii

4 2. OCCUPATIONAL STRUCTURE CGI Video editing management personnel called CGI Video Editors is categorised under the job-area of Audio Visual Finalising, as shown by both Figure 1 and 2. CGI video editing management personnel have to be competent in performing a broad range of complex technical or professional work activities performed in a wide variety of contexts and with a substantial degree of personal responsibility and autonomy. Responsibility for the work of others and allocation of resources is often present. ICT Sector Occupational Structure (OS) The ICT sector creates many job titles ranges from level 3 up to level 5 to serve five (5) sub sectors. Figure 1 shows the job titles that are available in the ICT sectors. CGI Video Editing Management (Level 4) comes under the sub-sector of Creative Multimedia. This sub-sector comprises of job areas that offer many job titles as shown in Figure 1. ICT Industry Occupational Area Structure (OAS) The Occupational Area Structure for the ICT sector is illustrated in Figure 2, which shows that some job areas require the same competency to perform different job functions. 7 3. DEFINITION OF COMPETENCY LEVEL The NOSS is developed for various occupational areas. Candidates for certification must be assessed and trained at certain levels to substantiate competencies. Below is a guideline of each NOSS Level as defined by the Department of Skills Development (DSD), Ministry of Human Resources, Malaysia. Level 1 : Competent in performing a range of varied work activities, most of which are routine and predictable. Level 2 : Competent in performing a significant range of varied work activities, performed in a variety of contexts. Some of the activities are non-routine and required individual responsibility and autonomy. Level 3 : Competent in performing a broad range of varied work activities, performed in a variety of contexts, most of which are complex and non-routine. There is considerable responsibility and autonomy and control or guidance of others is often required. Level 4 : Competent in performing a broad range of complex technical or professional work activities performed in a wide variety of contexts and with a substantial degree of personal responsibility and autonomy. Responsibility for the work of others and allocation of resources is often present. Level 5 : Competent in applying a significant range of fundamental principles and complex techniques across a wide and often unpredictable variety of contexts. Very substantial personal autonomy and often significant responsibility for the work of others and for the allocation of substantial resources features strongly, as do personal accountabilities for analysis, diagnosis, planning, execution and evaluation. vi

AWARD OF CERTIFICATE The Director General shall award to any person upon completing successfully the NOSS program following skills level qualifications: a) Malaysian Skills Certificate / Sijil Kemahiran Malaysia (SKM) Level 1, 2 & 3 b) Malaysian Skills Diploma / Diploma Kemahiran Malaysia (DKM) Level 4 c) Malaysian Skills Advance Diploma / Diploma Lanjutan Kemahiran Malaysia (DLKM) Level 5 d) Statement of Achievement / Penyata Pencapaian (PC) No person shall be awarded a Certificate unless he/she satisfies the requirements set by Malaysian Skills Certification System. Candidates after being assessed and verified and fulfilled Malaysian Skills Certification requirements and 3 months of on-job-training (OJT) shall be awarded with Sijil Kemahiran Malaysia in CGI Video Editing Management (Level 4). 5. OCCUPATIONAL COMPETENCIES The CGI Video Editing Management (Level 4) personnel are competent in performing the following core competencies:- Audio Visual Media Planning CGI Visual Offline Quality Evaluation CGI Online Audio Visual Editing Media Master Administration Elective Competencies Optionally, the CGI Video Editing Management (Level 4) personnel are competent in performing the following elective competency: Audio Post Production Final Editing Audio Post Production Final Mix vii

9 6. WORKING CONDITIONS CGI Video editing management personnel work in a studio or suite environment and use high-end computers and editing software. These studio environments are usually light controlled and air-conditioned. Some independent video editor may work at the client s location, remotely or from home-based businesses. CGI Video editing management personnel employed by post-production house usually work up to 18 hour shifts. However, like their freelance counterparts, evening and weekend work may be required to meet project deadlines. He/she usually works as part of a group on the same project and is likely to have regular meetings (dailies/reviews) with the other team members or departments. He/she usually works with private and confidential projects. Physically, he/she usually sits down for more than 8 hours a day and faces computer monitors that maybe stressful to the body and the eyes. Due to the demanding nature of the work, the personnel may edit the same task repetitively until all parties satisfied with the outcome. 7. EMPLOYMENT PROSPECTS Over the years, Malaysia has witnessed tremendous growth in the creative multimedia industry with increasing employment opportunities, recipient to numerous international awards and the establishment of various funds to help promote the industry. Malaysia is now seen as a significant player in the Asian region and we are poised for further growth. For the past 6 years, the industry has displayed a cumulative average growth rate between 9-10% with our companies revenues reaching RM7 billion in The possibilities are endless Creative Multimedia is not just merely entertainment. MSC Malaysia aims to produce high quality, world-class creative technology inventors who would dare to explore the industry to its full potential. For the past six years, companies under MSC Malaysia s Creative Multimedia Cluster (CMC) have displayed an encouraging cumulative average growth rate (CAGR) between 9-10% with companies revenues reaching RM6.99 billion in From 2011 to 2012, new investments by companies under CMC increased by 32%, which is equivalent to an additional RM0.3 billion to the country s GDP. This has also resulted in the creation of 1,887 new jobs. This achievement combined with the efforts in place under the National Key Economic Area Communications, Content and Infrastructure of the Economic Transformation Programme driven by PEMANDU, the industry is on track to contribute an additional RM35.7 billion to the country s GDP and create over 43,163 jobs by viii

10 A growing number of local companies are engaged for outsourced post-production work. This has subsequently elevated the standards and international awareness towards the creative industry in Malaysia. Currently, we are experiencing great prospects of growth in post-production; particularly in Malaysia and the world. Demand for creative talents far outpaces the supply to the industry s urgent needs. 11 8. CAREER ADVANCEMENT Training for advancement Advancement depends largely on job performance and the number of projects successfully undertaken or completed. Higher level positions may require them to pursue certifications from the trainings such as Diploma Lanjutan Kemahiran Malaysia (DLKM) in Video and Audio Production and relevant certified professional trainings. Industrial / Professional Recognition The professional recognition for this particular job title is given by the industry itself. No standard reference of the professional qualification for this job title is currently available. CGI Online Audio Visual Editing CGI online audio visual editing is a post-production non-linear video editing process that is performed in the final stage of a video production. It occurs after offline editing. Online editing focuses on image quality, colour grading, maintaining broadcast video specifications, detailed effects work, titles, audio levels and editing enhancement. The person who is competent in this competency shall be able to review online sequence, update online sequences, confirm online editing sequence and update production checklist. The outcome of this competency is to produce a full quality final 1. Audio Post Production Final Mix Audio post production final mix is a process to improvise the sound design so that audio track is analysed and audited for level, balancing, dynamic, effect processing, panning and automation in a calibrated control room prior to final rendering. The person who is competent in this work shall be able to verify room requirements, verify audio track pre-mix, perform audio track levelling and balancing, perform audio track equalization, sound effect processing, audio track panning and automation and finally perform the audio rendering. The outcome of the CU is to enable enhancement of audio 1. Verify studio rooms and equipments calibration requirements 2. When used to describe video, means that the video data is uncompressed A script complete with pictures representing each shot. Is to create a EDL (edit decision list) that will be used in putting together the final online version of a production. This can be done with relatively inexpensive equipment using low-resolution copies of the original footage. After an offline edit the sequence is reassembled using high resolution media for the final output, normally using an EDL as a reference. This means that only the footage used in the final output needs to be recaptured, thus saving on storage space Computer-generated imagery is the application of computer graphics to create or contribute to images in art, printed media, video games, films, television programs, commercials, videos, and simulators. The visual scenes may be dynamic or static, and may be two-dimensional (2D), though the term "CGI" is most commonly used to refer to 3D computer graphics used for creating scenes or special effects in films and television. As the name implies, a master file generally refers to a single, self-contained digital file that matches or exceeds the codec quality of the original camera acquisition. In most scenarios, the final video gets compressed or converted for multiple uses. Because of all this reformatting, it s really important that you start out with the best quality image that you can. This file should be created with a very high quality codec, rendered at very high quality settings. Raw, unedited footage shot. 38 Frame rate Colour banding Flickering Field The number of frames played every second. The standard film frame rate is 24 fps, with NTSC video at fps and PAL video at 25 fps. Shooting higher than these rates will result in slow-motion footage and shooting lower will result in fast-motion. Colour banding is a problem of inaccurate colour presentation in computer graphics. In 24 bit colour modes, 8 bits per channel is usually considered sufficient to render images in Rec. 709 or srgb. However, in some cases there is a risk of producing abrupt changes between shades of the same colour. Flicker is a visible fading between cycles displayed on video displays, especially the refresh interval on cathode ray tube (CRT) based computer screens. Flicker occurs on CRTs when they are driven at a low refresh rate, allowing the brightness to drop for time intervals sufficiently long to be noticed by a human eye. Interlaced video is split into two fields: one comprising the odd-numbered scan lines, and the other comprising the even lines. There are 60 fields for every second of NTSC video. 18
