6 3. Development challenges The exhaustion of natural resources due to rapid economic growth based on natural resources. Some issues of S&T Strategy (1) The S&T strategy focuses : 1.To ensure a scientific base for the Vietnam s socio-economic development strategy with the orientation of sustainability and international integration; 2.To contribute to a decisive part to raising quality of economic growth and competitiveness of national economy; (the value of high-tech products to reached 45% of GDP in 2020) 3.To enhance the S&T capability to be reached high level of the ASEAN region.

To focus research on scientific and objective aspects of the globalisation and regionalisation process; 3.
