12 Legal framework for S&T is established In 2000, the National Assembly promulgated the Law on S&T Fundamental legal framework for S&T activities of Vietnam Law on Intellectual Properties (2005) and Law on Amendments of and Additions to some articles of Law on Intellectual Properties (2009) Law on Standardization and Technical Regulations (2006); Law on Technology Transfer (2006), Law on Good and Product Quality (2007). Law on High Technology (2008), Law on Nuclear Energy (2008).
13 Human resources Potential resouces for S&T: 2.7 million with bachelor or higher degree (in 2009), 0.94 million with college degree 2.3 million with vocational degree R&D human resources: 60,000 R&D personnel working in R&D institutions. 71,500 lecturers are working in universities and colleges 16,000 with PhD degree and 38,000 with master degree Most of R&D personel are located at R&D institutes and higher education institutions In 2010, 2.04 million were enronled and 289,900 students were graduated from universities and colleges in 2010
14 Institutional framework >1,500 R&D institutions. Three academies on S&T were established in Vietnam: Vietnam Academy on Science and Technology (VAST), Vietnam Academy on Social Sciences (VASS), and Vietnam Academy on Agricultural Sciences (VAAS). 414 colleges and universities 334 are public ones and 80 are non-public 17 national key laboratories were established during high technology parks (in Hanoi and Ho Chi Minh City)

16 S&T expenditures Govement allocated 2.0% of total Gov. budget for S&T (varied from 0.44% to 0.52% GDP). The Gov. budget allocated for S&T in 2010 is three fold higher than that in 2003 Gross national S&T expenditure is about 1% of GDP. No official figures on GERD, BERD, HERD,... BERD is estimated of about 0.2 % GDP

22 Objectives of socio-economic development strategy The overall objectives of the strategy are: Vietnam to be a modernized, industrialized country by 2020 Life of Vietnamese people will remarkable improved; To build the basis for development to higher level.
23 S&T orientations towards implementation of national development strategy S&T development is considered key driving forces of the Country's industrialization, modernization, rapid and sustainable development S&T activities must ensure sustainable, quality development, establishment of knowledge economy. Some of main orientations are: Encouraging technology innovation investment and activities; Focusing on development of national products; Developing and applying high technology in production; Developing technology market.
24 National Technology Innovation Program to 2020 Approved by PM on 10th May 2011 The goals that are expected to achieve in 2020 are: Number of enterprises carrying out innovation activities will increase 15% annually, of them about 5% are high-tech applying enterprises; About 80,000 engineers, researchers, managers from SMEs are trained in technology management and new technology acquisition; Some R&D groups capable of developing and utilizing technologies that are suitable for various ecological areas will have been established; several models on sustainable agricultural production applying advanced technologies will be developed at each ecological region.
25 Program on National Products Development to 2020 Approved by PM on 31/12/2010 What is national product? "a product from sectors of priority, the production of which is based on the R&D results, new technological principles and designing ideas, increasing remarkably its effectiveness and features"
26 National Program on High Technology Development to 2020 Approved by PM on 31/12/2010 The Program aims at achieving following targets in 2020: To master high technologies reaching the advanced level in the region; To increase the share of high technology industries in of total industrial production values to about 40%; To form and develop about 500 enterprises that produce high technology products or provide high technology services; to create about 200 agricultural enterprises applying high technology in key economic areas. To create and develop technology incubators, high technology enterprises incubators; form strong high technology R&D teams; To develop about 20 education and training institutions for high technology human resource development.
27 Action Program in implementation of Strategy for Socio-economic Development Approved by Minister of S&T in 2011 Overall objectives of Action Program: S&T development becomes a premise for knowledge economy development and key driving forces of the Country's industrialization, modernization, rapid and sustainable development; contributes greatly to the increase of productivity, quality, effectiveness and competitiveness of the national economy, rapid increase of the share of high technology products, products applying high technology as well as the contribution of TFP in the GDP growth
28 Action Program in implementation of Strategy for Socio-economic Development Concrete targets: - 12 R&D personnel per 10,000 inhabitants; - The national expenditures for S&T will be 2% of GDP in 2020; - The ratio of contribution of S&T in TFP in GDP growth will be about 35% for period ; - The share of industries applying high technologies in total industrial production will be 30% in 2015 and 40% in 2020; - International cooperation in S&T with world leading S&T institutions will be strengthened, directed and focused in solving practical issues of Vietnam; - Attracting resources and knowledge through S&T cooperation policies and national priorities; - National R&D capability in nuclear energy, technical support, nuclear supervision is enhanced;

30 Project on International Integration in S&T to 2020 Decision of PM, signed on 18th May 2011 The overall objectives: Vietnam being a nation strong in some S&T fields in 2020 to serve the modernization and industrialization of the country, reducing the gap in S&T between Vietnam and region as well as between Vietnam and the World
31 Project on International Integration in S&T to 2020 Target set for 2015: To develop national S&T human resources to a status of being capable to participate in R&D activities of the region and the world in some priority and key research fields. The targets for 2020 are: Vietnamese R&D institutions and enterprises in some priority and key R&D fields being able to cooperate with foreign partners, absorb, master, innovate and create technologies; Some R&D results in priority and key research fields will be appreciated by regional and world market.
32 Main tasks for international cooperation and integration in S&T (1) Cooperation to improve the quality of S&T human resources Strengthening information resources to effectively serve international integration in S&T Promoting innovation process, especially in fields of high technology industries in order to improve the competitiveness of some national products
33 Main tasks for international cooperation and integration in S&T (2) Promoting commercialization of R&D results Strengthening international integration activities in areas of intellectual property protection, standardization-metrologyquality International cooperation in preparation of S&T resources for construction and safe operation of nuclear energy plant
34 CONCLUSION S&T development has been identified as key factor for socioeconomic development The Government has identified that technology innovation, high technology development and application in production of national products of priority, technology market development, etc. are important measures to ensure the role of S&T The areas of international cooperation for Vietnam could be oriented in improving the quality of S&T human resources, strengthening information resources, promoting innovation process, especially in fields of high technology industries in order to improve the competitiveness of some national products, promoting commercialization of R&D results, strengthening international integration activities in areas of intellectual property protection, standardization-metrology-quality, preparing S&T resources for construction and safe operation of nuclear energy plant.
