4 Common Terms Members: UPC: Chassis Provider: Ranking: Exception or Declaration: Companies that have signed a CCM Pool Contributor and User Agreement. These can be: Contributors that use pool chassis directly Chassis providers or UPC s. Contribute equipment and their customers (UPC customers) use pool chassis Stands for Unitary Pool Concept. Is the abbreviation used for a chassis provider within a CCM pool that provides chassis that are used by its customers. This is typically a company in the chassis rental business. Same as UPC, provides chassis to its customers from within a CCM Pool Set by Motor Carriers to inform CCM of their preferred Chassis Provider. After confirming agreement with a Chassis Provider(s), Motor Carriers will prioritize the order of Chassis Providers The highest ranked Chassis Provider with which a Motor Carrier is in good standing will be assigned the usage. 5 Choice of Chassis Provider Allowing Motor Carriers to freely choose the Chassis Provider promotes competition among contributors and creates a market within a pool. Ocean Carrier s Responsibility Inform CCM of their Chassis Provision Model: Dedicated Usage is dedicated to the Ocean Carrier's On Terminal Chassis Provider No Motor Carrier Choice Open Choice Usage is assigned to Motor Carrier preferred Chassis Provider Motor Carrier chooses Provider Dedicated with Exception Motor Carrier can override the Ocean Carrier s On Terminal Chassis Provider on a per move basis Motor Carrier chooses Provider by Booking or B/L number Chassis Provider s Responsibility Inform CCM they have a valid confirmed agreement with a Motor Carrier Have the capability to put Motor Carriers on or remove a usage ban Motor Carrier s Responsibility Confirm agreements with Chassis Providers Rank their Chassis Providers nationally. 6 Guidelines for Motor Carrier Choice Motor Carriers only have to use the Chassis Provider Choice functionality in Chassis.com if they do not want usage assigned to the Line s On Terminal Provider Following a Chassis Provider registering an agreement with a Motor Carrier, if the Motor Carrier doesn t confirm the agreement they cannot steer usage to that Chassis Provider All updates must be in advance of CCM processing the gate activity No Retroactive Changes Exceptions by Booking and B/L will only work if the Booking or B/L number entered into Chassis.com is an exact match to what CCM receives in the gate move transaction 6

7 A Line designated on terminal Provider Chassis Provider Choice Model B1 Line s on terminal provider is extended off terminal usage If no exception, then Line Selected Default Usage B3 Motor carrier can choose its chassis provider at consignment level (e.g. B/L, Booking) B2 All off terminal usage is directed by motor carrier s choice of its chassis provider. MC may also provide exceptions to their standard default provider.

8 Process After the commercial terms between the Motor Carrier and the Chassis Provider are agreed to, the following process is to be followed in Chassis.com: Chassis Provider Chassis.com Motor Carrier Adds MC agreement to Chassis.com Updates MC status in Chassis.com Receives daily report indicating MC preferences Receives EDI Data indicating usage they will be billed for and posts for MC on their website Sends MC Signs into Chassis.com & confirms agreement with CP Sends CP daily report of MC Ranks Chassis Providers (National) ranking and exceptions Optionally creates exceptions to national ranking Sends MC daily report of their ranking and exceptions Sends CCM s CMS System MC ranking and exceptions CCM s CMS Receives Motor Carrier preferences from Chassis.com Receives gate activity from facility Assigns usage base on Ocean Carrier or MC preferences Sends usage to CP Remove CP Agreement Update national ranking Enter exceptions to ranking Gate Facility Releases chassis to MC Sends gate events via EDI (containing ocean carrier, booking or B/L number) to CCMs CMS 8

9 Assigning Usage CCM s Chassis Management System (CMS) uses the Ocean Carrier s provision model and the Motor Carrier s preferences to assign usage to a Chassis Provider. If Motor Carrier provided an exception and the criteria in exception (i.e. Date, Location, Line, etc.) matches move, Assign usage to Chassis Provider specified in exception 2. No Exception Assign usage to highest ranked Chassis Provider If Motor Carrier provided an exception and the Booking, B/L # in exception matches Booking, B/L # in move, Assign usage to CP specified in exception 9

10 Assigning Usage CCM s Chassis Management System (CMS) uses the Ocean Carrier s provision model and the Motor Carrier s preferences to assign usage to a Chassis Provider.
