1 How to submit your application to sign up the Register of Credit Intermediaries Special Section: Payment Service Agents Guidance to Natural Persons 1) Following successful attendance of the Training Course and attaining the relevant Certificate (See OAM Circular n. 12/13), applicants shall be enrolled in the Register of Credit Intermediaries Special Section, dedicated to Payment Service Agents, held by OAM Organismo degli Agenti e dei Mediatori 2) To be registered in the List, applicants are required to: be equipped with: o an Italian certified box (Posta Elettronica Certificata PEC) o a digital signature 3) Applicants shall enter the OAM website ( (Image 1) Image 1 OAM Organismo per la gestione degli elenchi degli Agenti in attività finanziaria e dei Mediatori creditizi Piazza Borghese, Roma tel fax web: am.it info@organismo am.it C.F

2 4) OAM Home Page illustrates (right side) the procedure to apply for signing up the Register or to book the exam session (Iter da seguire per presentare l istanza di iscrizione negli elenchi o per prenotare la prova d esame) - (Image 2) Payment Service Agents are only required to be enrolled in the relevant Register Image 2

3 Payment Service Agents shall first sign in the Portal: 1) Enter the Sign in section (Registrazione) in the Home Page menu (Image 3) Image 3 2) Enter the information required - (Image 4), the CAPTCHA code (a set of digits and/or figures to be read and typed in the ad-hoc field on the page) and click on Sign in (Registrati) Image 4

4 3) Wait for the system to send, to the PEC e-address indicated in your application form, a message containing a confirmation link, on which applicants shall click to confirm their registration by h 24:00 of the day following the receipt of the message. After such date, please repeat your application for registration 4) Enter your own User Area (Area Privata) section (in OAM Home Page) (Image 5) Image 5 5) Enter your own User area section (Area Privata), by typing, in the User Name (Nome Utente) field, your own tax number (Codice Fiscale) and the password selected at the time you signed in, and the Services Section (Sezione Servizi), clicking on Services (Servizi), where you can find sign up forms for enrolling the Register of Credit Intermediaries Special Section, dedicated to registration of Payment Service Agents (Elenco degli Agenti in attività finanziaria - Sezione speciale, prevista per l iscrizione degli Agenti nei servizi di pagamento) (Image 6) Image 6

5 6) Select Sign up the List of Payment Service Agents (Iscrizione Elenco Agenti Servizi di Pagamento) - (Images 7 and 8) Image 7 Image 8 7) The application form is a web form - (Images 9 and 10) partially compiled with the information/details related to users already in the system. Applicants shall therefore compile the remaining empty fields.

6 In particular, in the Possible Company Name field (Eventuale denominazione della ditta) applicants shall indicate please indicate their possible individual firm (Image 9) N.B. Amended tax numbers (Codici Fiscali): possible changes in the tax number (Codice Fiscale) occurred after the enrollment in the Register of Credit Intermediaries held by the Bank of Italy shall be notified, without delay, to indicating both the old tax number (Codice Fiscale) and the new one. N.B. Telephone contact: please indicate a telephone number to be contacted for possible urgent communications. Image 9 Image 10

7 8) The good repute requirement (Onorabilità) field is pre-established - (Image 11), hence no intervention is required. With regard to the statements made: Applicants shall have attended the training course held by the mandating intermediary Image 11 Applicants shall perform the agency activity exclusively in the field of payment services (Image 12) Image 12

8 9) The fee shall have been paid. Please, indicate: CRO number, IBAN, and amount - (Image 13) N.B. The reason of the wire transfer shall indicate the name and tax number (Codice Fiscale) of the applicant. The beneficial current account shall be: OAM ASSOCIAZIONE - IBAN n. IT 04 L Cumulative payments are also allowed, whereby they include the registration fee of more than one subject. Each wire transfer shall correspond to the sole applicant. Image 13

9 10) In the Principal Intermediaries (Intermediari preponenti) field, please indicate the details of the mandating intermediary - Image 14 N. B. Please indicate the Payment Institution, NOT the possible reference agent. Image 14 In particular, the following data shall be provided: Name (Nome) Tax number (Codice Fiscale) ABI Code (Codice ABI) Collaboration start date (Data di inizio della collaborazione) as communicated by the mandating payment institution The product to be distributed (Il prodotto da distribuire) (Money Transfer Credit Cards, Debit Cards and Fidelity Cards Fund collection and transfer and other payment services) Please do not flag the Group membership (Appartenenza ad un gruppo) option.

10 11) In the Reference agent (Agente di riferimento) field, please indicate the possible Agent or Network to which the Payment Service Agent makes reference (Image 15) Please flag None (Nessuno), whereby there is no reference Agent. 11 In particular, the following details shall be indicated: Tax number (Codice Fiscale) of the natural person (Persona fisica) Surname (Cognome) Name (Nome) Registration number (Numero Iscrizione) i.e. AOM registration number. The reference Agent shall, indeed, be already enrolled in OAM Register Collaboration start date (Data di inizio dell incarico) Whereby you are the employee or staff unit of another legal person Agent - (Image 17), please flag legal person (Persona giuridica), and enter the following details: Tax number (Codice Fiscale) of the legal person (Persona giuridica) Name of the legal person (Nome della persona giuridica) Registration number (Numero Iscrizione) i.e. OAM registration number Image 17

12 11) In the Employees and staffs (Dipendenti e Collaboratori) field, applicants shall enter the names of their employees and staff units that attended the training course as per the relevant Circular n. 12/13, whom the Payment Service Agents applying for registration avail themselves of for contact with the public - (Image 18) Image 18 For each staff unit, the following information shall be entered: Tax number (Codice Fiscale) Surname (Cognome) Name (Nome) Province of birth (Provincia di nascita) Italian Municipality or foreign State of birth (Comune italiano o Stato estero di nascita) Date of birth (Data di nascita) Sex (Sesso) Collaboration start date (Data di inizio della collaborazione)

13 12) To upload any attachments: Before signing the PDF form, please upload the following attachments: Receipt of the wire transfer paid for the registration fee (obligatory) Any document proving the payment of Italy s government concession tax (Tassa di Concessione Governativa EUR ) made onto postal current account n Beneficiary: Agenzia delle Entrate Centro Operativo di Pescara Tasse Concessioni Governative Reason: Tassa iscrizione negli Elenchi degli Agenti in attività finanziaria e dei Mediatori creditizi Tariff Code: 8617 Copy of your temporary residence permit (permesso di soggiorno), whereby you are non-eu resident 13) Please upload files in the dedicated section, by clicking on Browse (Sfoglia), to select the files stored, and then on Upload file (Carica file) 14) Once the compilation has been terminated, please click on Preview Signature Anteprima firma - (Image 19) Image 19

14 15) After correcting possible irregularities identified in the system, the Sign Up Form (Modulo di Iscrizione) will be displayed (PDF format) 16) Please save the PDF form in your PC and sign it via your digital signature software 17) Please upload, on the OAM system, the signed web form saved in your PC by clicking on Browse (Sfoglia), to select the file saved, and then on Upload file (Carica File) 18) To complete your signing up, click on Send application (Invia richiesta)
