2 2 Milano Ristorazione is the company that the municipality of Milan has entrusted with the full management of the school meals service, including: 1 registration for the school meals service in the state and council-run schools (scuole comunali) of all types and levels 2 application and collection of charges to be paid by the families 3 checking payment 4 collecting missing payments (unpaid bills)

3 3 REGISTRATION FOR THE SCHOOL MEALS SERVICE AT COUNCIL-RUN AND STATE NURSERIES, PRIMARY AND LOWER SECONDARY SCHOOLS Registration for the school meals service (except in exceptional circumstances which will be assessed jointly by the Head Teacher, the City Council and the Company Milano Ristorazione) occurs upon enrolment of the child for the first year at school and remains valid for the whole period of schooling at nursery school and at the state or council-run primary school and is closely linked to the educational services provided by the School. For lower secondary schools, registration for the school meals service occurs upon request. For children at the council-run nursery who have enrolled for the first year of the cycle (from 2015/16 to 2017/18), registration for the school meals service must be carried out online. To register, it is necessary to follow the following web page: click on the link Iscrizioni/pagamenti rette on line (Online registration/charge payment). To complete the registration, you must log in with: user: Tax code number of the parent who made the enrolment for the nursery; password: application n (on the confirmation notice issued by the Milan city council children s services sector). For those already in possession of the credentials to access the Milano Ristorazione web site, these will remain the same. For more information, consult Iscrizioni/pagamenti rette on line by clicking on the link on the Milano Ristorazione home page. Registration for the first year must be completed between 01/07/2015 and 02/08/2015. Those without an Internet connection must contact the Municipality of Milan infoline service from 15 June 2015 to 30 June 2015 and arrange an appointment to register directly at the offices. The infoline service operators will provide all the information relating to the place and time of the appointment. For the council-run nursery schools, all personal details relating to children registering for school meals for the first time and to those already registered and confirmed, are dealt with directly by the Education Department offices, whose list can be consulted in the Moduli (forms) section of the website or on and by the company Milano Ristorazione S.p.A. (Ufficio Rette - Via Carlo Matteucci, Milan). For the state nursery, primary and lower secondary schools and the two civic schools (primary in Via San Giusto 65 and secondary in Piazza XXV Aprile 8), all personal details relating to those registered with the school meals service are dealt with directly by the state school offices through the School Registry Service (Anagrafe Scolastica). When registering for the school year, the families of the pupils already attending school (confirmed) and of new registrants must check and if necessary update their personal details. In the case of change of address during the year, families must inform the school and the Ufficio Rette of Milano Ristorazione S.p.A. The charge is put under the name of the Parent/Guardian indicated by the school office during registration and cannot be changed during the year except in cases of variations to the family unit as resulting from the records at the Milan Civic Registry Office. Information relating to the number of family members for the right to 50% discount on the annual charge in the event of more than one child using the service is provided directly by the Milan Civic Registry Office.

4 4 CHARGES FOR THE SCHOOL MEALS SERVICE FOR USERS RESIDENT IN THE MUNICIPALITY OF MILAN The annual charge for the school meals service is set forth by the Milan City Council. It is a contribution from families to partially cover the overall cost of the service provided. As a result, families must pay the whole annual charge, which is not affected by variations in the pupil s actual presence and attendance at school. The charge may be reimbursed in part due to lack of use of the service only if the child does not use the meals service for 30 consecutive calendar days or for multiples of 30 days. In this case the annual charge will be reduced for each period of 30 days of absence by an amount equal to 1/10th of the annual charge for Nurseries and by an amount equal to 1/9th of the charge for other types of school. If the service is not used for the indicated period, this must be duly documented by the child s school. (See: Charge reimbursement methods). By presenting valid I.S.E.E. certification for 2013 income, issued in accordance with the Prime Minister s Decree no. 159 dated 15/12/2013 in force from 01/01/2015, families of pupils resident in the municipality of Milan may benefit from reduced school meal rates on the basis of the family income. 6 6 CHARGES FOR THE SCHOOL MEALS SERVICE FOR USERS NOT RESIDENT IN THE MUNICIPALITY OF MILAN Pupils attending any of the schools and who are not resident in the Municipality of Milan cannot benefit from the reduced school meal charges or from any other reduction reserved for resident taxpaying families. Non-resident families must pay a charge for the school meals service equal to the cost of the meal paid by Milan City Council to Milano Ristorazione. At present, this cost is 5.63 for council-run nursery schools and 4.43 for state nursery, primary and lower secondary schools. In the event of a change of residency to the municipality of Milan during the school year, families may access the reduced rates reserved for residents only from the month following submission to the meal services charges office (Ufficio Rette) of the document certifying initiation of the procedure issued by the Milan Civic Registry Office. 7 7 PAYMENT METHODS Families will be informed of the amount of the charge owed for the service, including if it is free, by the following means: post office account bills issued by Milano Ristorazione for payment; summary notice of the charges payable by SDD (Sepa Direct Debit); letter informing that the family will not be charged. Payments may only be made by way of: SDD (Sepa Direct Debit) post office account payment slip provided by Milano Ristorazione Sisal points of sale (also payments effected by Debit and Credit cards) credit card on the Milano Ristorazione web site under the Meal Service Charge Payments (Pagamenti Rette online) tab. 8 INSTALMENTS FOR CHARGES 2015/2016 In the case of a genuine temporary difficulty and upon the request of the user, in accordance with municipal regulations governing the collection of council revenues approved by the City Council with deliberation no. 21 of 07/07/2014 and in force since 01 October 2014, a greater spread of payment instalments for the amounts owed can be requested. The company Milano Ristorazione together with Milan City council will agree upon the criteria for allowing users extended payment terms, based on that set forth by municipal regulations governing the collection of council revenues. CHARGE REIMBURSEMENT METHODS In the event of total payment of the annual charge, a partial reimbursement may be made of the instalment for the periods in which the service was not used. Should the family be entitled to a reimbursement, the Milano Ristorazione meal service charges office will provide the necessary forms for the application. The reimbursement shall be made by bank transfer. In the event that monies are owed by the family, this amount will be withheld from the reimbursement so that the different amounts balance out. Said amount shall also be withheld in the event of monies owed for other children belonging to the same family. If the annual charge has been paid in part, the company, following a letter from the school, shall send out the instalments again taking into account a 1/10th reduction of the annual charge for nurseries and 1/9th reduction of the charge for other types of schools, for each 30-day period of absence.

9 9 REQUEST FOR REDUCED SCHOOL MEAL CHARGES Entitlement to reduced rates is as follows: 1. For children in care with other families, in communities and/or associations. The minimum charge is set at for pupils at the council-run nursery schools and for pupils at the state nursery, primary and lower secondary schools. In order to make use of the minimum rate, the families and communities/associations must send Milano Ristorazione special documentation issued by the competent body certifying the care status. 2. Families with more than one child at the nursery, primary and lower secondary schools using the school meals service during the same school year can benefit from a 50% reduction in the charge for all their children, except the youngest child, for whom the full rate must be paid. Information relating to the composition of the family unit in order to claim 50% discount on the annual charge in the event of more than one child using the service is provided directly by the Milan Civic Registry Office. It is underlined that the 50% reduction only concerns pupils using the school meals service at the state and council-run nursery, primary and lower secondary schools. Brothers/sisters who attend crèche cannot be counted. Furthermore, it is highlighted that pupils attending the last year of the lower secondary school during the school year 2014/2015 are not considered in terms of the 50% reduction for the school year 2015/ On the basis of ISEE family means testing. Those who intend to use or have already used the reduced rates in the previous school year must present valid ISEE certification for 2013 income, issued pursuant to Prime Minister s Decree no. 159 dated 15/12/2013 in force from 01/01/2015. Useful information: I.S.E.E. certification (Equivalent Economic Situation Indicator) can be requested from CAF Tax Assistance Centres, INPS national insurance offices and Milan local council offices. It is the only documentation valid in order to obtain the reduced rates. Please note that to avail of social security benefits for children, parents not living in the family home and/or not married to the other parent but who have legally recognised their child, must be considered part of the family unit for the purpose of ISEE certification. Failure to present ISEE certification will automatically lead to application of the maximum annual charge of regardless of income.

10 10 Below are the situations in which the family unit can be composed exclusively by the child and one parent only, which must be verified by the ISEE certification issued by CAF Tax Assistance Centres: a. when the parent is married to a person other than the other parent; b. when the parent has children with a person other than the other parent; c. when the court has ordered regular child support payments; d. when custody of the children has been denied or a removal order from the family home has been adopted; e. when the court or the social services have established a situation of economic and emotional estrangement; f. when the non-cohabitating parent is not in any of the previous situations. In the cases referred to in letters a) b) and f), the ISEE certification to be submitted, issued in accordance with the Prime Minister s Decree no. 159 dated 15/12/2013 in force from 01/01/2015, is integrated by an additional element of the non-cohabitating parent s ISEE certification (foglio componente) or the details of the DSU declaration of the cohabitating parent must be indicated together with the ISEE certification. I.S.E.E. certification relating to 2013 income and valid for the school year must be handed in from 15 June 2015 until no later than 30/09/2015, in the following manner: delivery by hand to Milano Ristorazione S.p.A. Ufficio Rette - Via Carlo Matteucci, by registered letter with return receipt to the address Milano Ristorazione S.p.A. Ufficio Rette - Via Carlo Matteucci, Milan by to the address isee@milanoristorazione.it. If the ISEE certificate is presented after the set deadline, the reduced rate will only be applied from the month following presentation and cannot be backdated. Should there be more than one child in a family (the term family means the family as registered at the Milan Civic Registry Office) registered with the meals service in more than one school (nursery, primary and lower secondary schools), it is sufficient to send one ISEE certification for all the children. The company Milano Ristorazione in collaboration with Milan City Council may make random checks on the certificates presented to obtain reduced rates.

11 11 REVIEW OF CHARGES FOR THE CURRENT YEAR The City Council decision no. 2565/2014 regarding Guidelines for reviewing the charge for services: Crèches, Sezioni Primavera and School Meals services which modified/integrated City Council decision no. 3202/2008 regarding the regulations governing the evaluation committee and the review of school meal charges, provides, for families resident in the Municipality of Milan with documented difficult socio-economic situations, for the option of presenting an application for the review of the charge assigned for the current year, for the reasons specified below: a. permanent employee whose work contract has been terminated, suspended or reduced; b. fixed-term employee, that is, with a flexible work contract, who is not employed on the date of submission of the DSU declaration and who can prove he/she worked for at least 120 days during the twelve months before the termination of the most recent employment contract; c. self-employed worker, not working on the date of submission of the DSU declaration, who has discontinued his/her business, having carried out the same business in an ongoing manner for at least twelve months; Requests for review referred to in letters a), b), c) must be accompanied by a VALID ISEE certificate issued by CAF Tax Assistance Centres in accordance with the Prime Minister s Decree no. 159 dated 15/12/2013 in force from 01/01/2015, which reveals a variation in the family s total income 25% higher than that identified in the regular ISEE certificate. d. a difficult socio-economic situation certified by the Milan Municipal social services; e. another difficult socio-economic situation, even past, not dealt with by the social services, and duly documented; f. change to the family unit, registered at the civic registry office and not regarding one of the two parents leaving the family home (this request can be submitted at any time of the year and must be accompanied by a new DSU ISEE issued by the CAF tax assistance centres in accordance with the Prime Minister s Decree no. 159 dated 15/12/2013 in force from 01/01/2015 Changes to the family unit does not include the case of one of the parents leaving the family home, and will not, therefore, be taken into account for the purposes of redefining the charge); In the cases referred to in letters d), e), f), requests for reviews must be accompanied by a new DSU ISEE issued by CAF tax assistance centres in accordance with the Prime Minister s Decree no. 159 dated 15/12/2013 in force from 01/01/2015. g. assignment of the charge affected by material and/or compilation errors; h. assignment of the charge affected by clear anomalies or unlawfulness; Families (managed or not by the Milan municipal social services) with particularly difficult even past socio-economic situations may submit a request for free school meals services for the current year, by submitting ISEE certification regarding income for 2013, valid at the time of making the request and issued in accordance with the Prime Minister s Decree no. 159 dated 15/12/2013 in force from 01/01/2015, with a value no higher than Euro 2,000.00, with the same, plus the documentation supporting the economic difficulty. The city administration reserves the right to request a copy of the documentation certifying the actions, events or situations referred to in points a) to h), also in the case in which a CURRENT ISEE certification or a new DSU ISEE has been submitted.

12 12 CASES EXCLUDED FROM REVIEW OF CHARGES Requests following only temporary changes in income, resulting from temporary changes to working hours (including optional leave); requests based on income variations resulting from changes in working hours freely chosen by the applicant (voluntary transition from full time to part time etc.); requests based on income variations due to the intrinsic irregular nature of the work cycle for the self-employed. Applications are examined by a special evaluation Committee upon verification by the municipal office responsible for checking the truth and/or accuracy of the DSU ISEE certificates submitted with the request. The committee s decision will be communicated to the interested party and in the case of approval, a reduction or cancellation of the charge may be applied, otherwise the rejection of the application due to lack of the necessary requirements will be communicated to the applicant. DUE DATES AND EFFECTIVENESS OF THE NEWLY ASSIGNED CHARGE To request a review of the charge (no charge and/or reduction of the charge) for the current year, applicants must: submit the request by signing the special form available from Milano Ristorazione Offices and published on the Milan City Council website and deliver it to the desks of Milano Ristorazione S.p.A. - Ufficio Rette - Via Carlo Matteucci, Milan; submit the required documents with the request, and where required, ISEE certification valid and issued in accordance with the Prime Minister s Decree no. 159 dated 15/12/2013 in force from 01/01/2015. While awaiting the outcome of the application, the family is obliged to pay the already assigned rate. The administration will carry out the legal controls to verify the accuracy of data and self-certified information, even after the benefit has been approved, according to that set forth by the Italian Presidential Decree 445/2000. The company reserves the right to inform of any further integrations considered necessary during the school year. Requests for reviews of charges can be presented from the start of the school year and until 30 April In the case of approval of requests for review of charges, the new charge will be valid from the month of presentation of the application and cannot be backdated.

13 13 LACK OF PAYMENT (UNPAID BILLS) Failure to pay the meals service charge will result in Milano Ristorazione issuing a payment reminder. The amount for payment will also include the cost of the postal and administrative charges borne for the collection procedures, as well as legal interest for late payment and default interest of 5% of the amount owed, should the debt not have been paid within 30 days of the reminder and/or the payment expiry date. If the debt continues, an order for payment shall be made, and if it still remains unpaid, proceedings will initiated for the enforced recovery of the debt plus all of the additional costs set forth by current laws. Proof of payment of the charges for the school meals service should be preserved for at least five years. FOR INFORMATION DATA PROCESSING INFORMATION IN ACCORDANCE WITH ART. 13 OF THE ITALIAN LEGISLATIVE DECREE 196/2003 PERSONAL DETAILS PROTECTION CODE In accordance with art. 13 of the Italian Legislative Decree no. 196/2003, Personal details protection code, (hereinafter the Code ), the Municipality of Milan in the capacity of data controller, informs the party concerned that personal details and any sensitive data that they may provide shall be processed for the sole purpose of the correct execution, also pursuant to art. 73 of the Code, of the tasks connected to performing the School Meals Service management activity. The said data will be processed, also through the use of electronic means, by the Data Controller and by the company Società Milano Ristorazione S.p.A., formally designated by Milan City Council, the external Data Processor for School Meals Services management. Personal data provided can be communicated, exclusively in the cases and within the limits provided for by law, to other public or private entities. The provision of personal data and any sensitive data by the interested party is obligatory, and in the absence of such, the Data Controller may not provide the School meals service.
