1 CENTER FOR STRATEGIC DEFENSE STUDIES DIRECTOR S REPORT TO THE VII MEETING OF THE EXECUTIVE BODY OF THE SOUTH AMERICAN DEFENSE COUNCIL (CDS) Lima, November 27, 2012 This report covers the activities and products developed by the CEED for the CEED-CDS 2012 WORK PLAN, approved by the Executive Body at the Extraordinary Meeting held in Buenos Aires on November 29, 2011, corresponding to: A. CEED Work areas. B. South American Register of Defense Expenditures. C. Operation, management and infrastructure. A. CEED WORK AREAS AREA 1. Defense policy, risks and threats to regional security 1. Report on concepts and institutionality of security and defense, threats, risk factors and challenges of the. From the recommendations contained in the preliminary report of CEED to the about the terms of reference for security and defense concepts in the South American region, approved by the Executive Body on November 29, 2011, the CEED continued its work relating the contents and recommendations of other official documents of UNASUR and the CDS, as well as information provided by the countries in the Matrixes distributed by the CEED and information provided by the Ministries of Defense within the Application Process of Confidence and security building measures in order to identify concepts and contents of regional scope. It has been performed the codification and systematization of the information included in countries matrixes in order to make a particularized review of each, 1
2 and subsequently to advance on their harmonization with the documents approved by UNASUR, through a review work with the Ministries of Defense of each country. The analysis has also integrated, at the regional level, the information about threats and risks provided by the countries in consultation arrays distributed by the CEED, those provided by the Ministries of Defense within the Application Process of Confidence and security building measures for the identification of common definitions and processing of the present differences between countries in the region. Information was received from Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, Suriname, Uruguay, Venezuela, Guyana's still pending. The product of this activity is incorporated in the CONCEPT DOCUMENT: "Progress Report to December 2012 on concepts and institutionality of security and defense, threats, risk factors and challenges of the South American Defense Council", to knowledge of the CDS and the Ministries of Defense of the member countries (ANNEX 1). This document covers three aspects for the CEED s Work plan: I. Elements for the development of the concepts of security and defense of the. II. Concepts of risks, threats and challenges to regional security and defense. III. Institutionality of National Defense Systems. 2. CEED s Report on Transnational Organized Crime and other new threats to regional security 2
3 It was incorporated into CEED s Work Plan with the aim of supporting the Meeting of Ministers of Defense, Justice and Home Affairs held in Cartagena de Indias, Republic of Colombia at the request of the III Meeting of Ministers of Defense and the Extraordinary Meeting of Foreign Ministers of UNASUR, on August 24, 2011 in Buenos Aires. The report was prepared from the perspective of Regional Security and Defense, with an analysis of the situation and regional cooperation in public security and the UNASUR s fight against transnational organized crime, and conclude with the recommendation of the establishment of a South American Public Security Council. This document, entitled "UNASUR and the cooperation in the fight against transnational organized crime and cross-border crimes", was presented by the CEED in the Preparatory Meeting of the Conference of Ministers of Defense, Justice, Home and Foreign Affairs, held in Bogota on February 16, Its contents were used as an input for the Meeting of Ministers of Defense, Justice, Home and Foreign Affairs of UNASUR held in Cartagena, Colombia, 3 and 4 of May, 2012, where they decided to: "Raise a recommendation to the Council of Heads of State and Government of UNASUR, through the Council of Ministers of Foreign Affairs, the creation of a Council with the aim of strengthening cooperation on Citizen Security, Justice and coordination of actions against Transnational Organized Crime, taking care to avoid duplication with other instances on UNASUR". AREA 2. Institutionality of national defense systems 3
4 The CEED has advanced in the development of a Database about defense institutions in the region from information provided by countries and also from information contained in the Application Process of Confidence and security building measures procedure. At the moment, delegates are completing this information for registration, systematization and inclusion in the database and physical file of the national documents. The CEED has also undertaken the development of an Institutional Information Matrix of Ministries of Defense, with common criteria for regional consolidation. At the time this array is being completed by the countries. A first analysis of regional-level institutionality is part of the CONCEPT DOCUMENT "Progress Report to December 2012 on concepts and institutionality of security and defense, threats, risk factors and challenges of the ", which includes a registration of institutional information matrix model for a study of the defense sector in the member countries of CDS that can be homologated to the regional level (ANNEX 1. Title III). AREA 3. Strategic Foresight As a preparatory activity for the development of the Prospective Study South America 2025", the CEED has been conducting a survey of secondary sources: researches, research centers and organizations, specialized information as a basis for drawing up the terms of reference for the multidisciplinary specialized studies that are required for this work of regional scope. The results of this initial work aimed to establish the terms of reference for the Prospective Study South America 2025, are contained in the document "Draft 4
5 of the terms of reference for the study of strategic resources - South America 2025", for knowledge of the CDS. (APPENDIX 2) As part of this preliminary report is included the consultation matrix developed by the CEED about strategic resources, to be answered by countries for its further registration and consolidation of information at the regional level. This prior information may be used for the study, when CEED s budget enters in execution. Documentation and Information Center The CEED s Database has the purpose of systematizatice and organice information received from countries and that of specialized databases and secondary sources: bibliographic, researches, scientific broadcasting, and reports of research centers. Currently, the CEED Database is shaped and is nurtured progressively with official information from member countries. Moreover, the gathering of secondary sources and survey information related to regional and international security and defense has begun. Website The CEED has completed the design and construction of the website. Its activation is scheduled for December 2012 to coincide with the public release of the South American Register of Defense Expenditures. B. SOUTH AMERICAN REGISTER OF DEFENSE EXPENDITURES 5
6 The CEED, as technical instance, has fulfilled the reception, consolidation, publication, analysis and storage of official country information and has carried out the review and/or update of the Register s methodology and format, for which CEED has opened a line of study and research in this area and delivers the final version of the South American Register of Defense Expenditures. A preliminary version of the South American Register of Defense Expenditures was delivered to CDS in the Defense Ministers Meeting in Asuncion - Paraguay on June 6, 2012, in which was resolved to give 30 days to the countries in delivering observations to CEED, for the preparation of the final version for its publication and placement on the institutional website. The final version of the Register incorporates the responses received from Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Peru, Suriname, Uruguay, and Venezuela, with ratifications and observations that have been processed in accordance with the Methodology. The final version of the South American Register of Defense Expenditure is supplied separately with this report. C. OPERATION, MANAGEMENT AND INFRASTRUCTURE The activities in the CEED s Work Plan have been fully developed, with the participation of delegates from most of the member countries through a continuous operation with a wide coverage of topics embodied in the products reported to CDS in specific documents (Appendices 1 and 2, South American Register of Defense Expenditures). 6
7 Countries with delegates at the CEED are Argentina (2), Bolivia (1), Brazil (2), Chile (2), Colombia (1), Ecuador (1), Peru (1), Uruguay (1), Venezuela (1), and Suriname (1 to be early included). Delegates from Brazil, Colombia, Chile and Ecuador were renewed. It is suspended the participation of the Paraguay s delegate. It s pending the appointment of the delegate from Guyana. The management of the Executive Directorate, administration, and production of the CEED are funded, until the budget execution, with contributions from Argentina and Ecuador, ratified at the Extraordinary Meeting of the Executive Body, of November 29, 2011 and in communications submitted by the Ministries of these countries to the Directorate of the Centre. Argentina has covered the costs of human resources, infrastructure and administrative expenses for the CEED Headquarter operation at the Casa Patria Grande building; for its part, Ecuador has made effective its contribution with the salary of the Deputy-Director. Currently, the Ministry of Defense of Argentina has undertaken the procurement of furniture and technology equipment for CEED with an approximate value of $ argentine pesos (USD 700,000), including: the Executive Directorate Office, Conference Room and Regional Situation Room, Administrative Secretariat, Offices for countries delegates and administrative staff. In formulating the CEED work plan for 2013, it is considered the continuity of the thematic areas in which the Center has been working, broaden with the proposals of the countries and that one from the "Workshop to assess and identify the research issues and guidelines of the Center for Strategic Defense Studies", held in Bogotá on 24 and 25 October, 2012, and the III South 7
8 American Seminar "Vision of Conceptual Approaches of Defense, Risks and Threats to the Region", held during the days 01 and 02 of November, 2012 in the city of Caracas - Bolivarian Republic of Venezuela. The update and scope of the CEED s Work Plan depends on budget execution of UNASUR for Therefore, its approval and monitoring as well as the conceptual documents generated by the Center ("Report on concepts and institutionality of security and defense, threats, risk factors and challenges of the " and "Preliminary report on the terms of reference for the study of strategic resources - South America 2025) are proposed to be subject to the CEED s Directive Council Meeting, suggested to be held in the first quarter of
