2 1. Current campus policies regarding procedures for students and others to report criminal actions or other emergencies occurring on campus. All personnel must be alert for possible criminal activity occurring on campus. Everyone should remain vigilant when moving about the campus, especially in the evenings and on weekends. Unusual or suspicious persons should be reported to the director, assistant director(s), and dean or evening coordinator. In the event that staff witness a crime or emergency occurring, they are to call 911 immediately and are then to immediately follow up by notifying a member of the administrative staff of the incident. In the event that a student witnesses a crime or emergency occurring, they are to call 911 immediately and are then to immediately follow up by notifying the nearest staff member who will then notify administration if necessary. a. Policies for making timely warning reports to members of the campus community regarding the occurrence of Clery Act crimes. In the event that a situation arises, either on or off campus, that, in the judgment of law enforcement, constitutes an ongoing or continuing threat, a campus wide timely warning will be issued. The warning will be issue through the intercom system, to staff via , and to staff and students via the Orange County Public School Connect Orange notification system. In an instance where the situation requires immediate notification, administration will notify staff and students via intercom and will provide verbal directions on the appropriate procedure to follow. Anyone with information warranting a timely warning should report the circumstances to the Winter Park administrative office, by phone ( ) or in person at the Administration office located in the middle of the eastern side of campus. b. Policies for preparing the annual disclosure of crime statistics. Winter Park Administration prepares this report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The full text of this report can be located on our web site at ocpstechcenters.ocps.net. A hard copy of the report is also made available by request and is located in the Administration office. This report is prepared in cooperation with the local law enforcement agency surrounding our campus. Campus crime, arrest and referral statistics include those reported to the Winter Park Police Department and designated school officials. Each year, an notification is made to all staff members that provides the web site to access this report. Students receive notification of this information through handouts given to them in their classrooms. A list of titles of each person or organization to whom students and employees should report criminal offenses described in the law for the purpose of making timely warning reports and the annual statistical disclosure. This statement must also disclose whether the institution has any institutional policies or procedures that allow victims or witnesses to report crimes on a voluntary, confidential basis for inclusion in the annual security report. To report a crime, contact the Winter Park Police Department at (non-emergencies), the Orange County Public School Police Department at or dial (emergencies only). Winter Park Campus cannot hold crimes in confidence due to the safety concerns on campus crimes hold for all students and staff members. 2. Current policies concerning: a. Security of and access to campus facilities, including campus residences. During business hours, our campus will be open to students, parents, employees, contractors, guests, and invitees. During non-business hours, access to the campus is by key, if issued, and limited only to administrative employees who have been assign Sonitrol alarm codes. Winter Park Campus does not have on campus housing. b. Security considerations used in the maintenance of campus facilities. Administration and other staff regularly report facility issues that may contribute to safety concerns. This evaluation examines security issues such as landscaping, locks, alarms, lighting, communications, parking areas, etc. The administration over facilities ensures that all issues are reported to Orange County Public Schools maintenance and/or security departments for prompt repair. Additionally, students and staff are surveyed on a consistent basis regarding safety perceptions. These results are reviewed bi-annually and adjustments are made as necessary. 3. Current policies concerning campus law enforcement: a. The law enforcement authority of campus security personnel.

4 Orange Technical College - Winter Park Campus does not have any on campus law enforcement presence. The school does employ a full time security attendant. School administration and the security attendant have the authority to ask persons for identification and to determine whether individuals have lawful business on campus. Winter Park administration maintains a highly professional relationship with the Winter Park Police Department. All crime victims and witnesses are strongly encouraged to immediately report the crime to school administration and the appropriate police agency. Prompt reporting will assure timely warning notices on-campus and timely disclosure of crime statistics. b. The working relationship of campus security personnel with state and local law enforcement agencies, including whether the institution has agreements with such agencies, such as written memoranda of understanding, for the investigation of alleged criminal offenses. Orange Technical College - Winter Park Campus recognizes that laws and rules are necessary for the safe operation of campus and supports the enforcement of law by governmental agencies and the rules that govern all Orange County Public Schools. All persons on campus are subject to these laws and rules at all times. Winter Park Campus is a public school and law enforcement officials may enter the campus to conduct business as needed. Safety officers are expected to render all possible assistance provided such assistance can be given without significantly endangering the officer or others not involved in the crime. As noted earlier in the report, the Winter Park Police Department is notified of all serious crime on campus, and is immediately notified of major crimes via telephone. c. Policies which encourage accurate and prompt reporting of all crimes to the campus police and the appropriate law enforcement agencies. Community members, students, faculty, staff, and guests are encouraged to report all crimes and public safety related incidents to the Winter Park Police Department (WPPD) in a timely manner. This publication focuses on WPPD because it patrols the Winter Park Campus. To report a crime or an emergency on the Winter Park Campus, call To report a non-emergency, security, or public safety related matter, call WPPD at Dispatchers are available at these respective telephone numbers 24 hours a day to answer your call. In response to a call, WPPD will take the required action, dispatching an officer or asking the victim to report to WPPD to file an incident report. If a sexual assault or rape should occur, staff on the scene, including WPPD, will offer the victim a wide variety of services. This publication contains information about on-campus and off campus resources. That information is made available to provide Winter Park community members with specific information about the resources that are available in the event that they become the victim of a crime. The information about resources is not provided to infer that those resources are reporting entities for Winter Park. Crimes should be reported to the Winter Park Police Department to ensure inclusion in the annual crime statistics and to aid in providing timely warning notices to the community, when appropriate.

A description of procedures, if any, that encourage pastoral counselors and professional counselors, if and when they deem it appropriate, to inform the persons they are counseling of any procedures to report crimes on a voluntary, confidential basis for inclusion in the annual disclosure of crime statistics. All reports will be investigated. Winter Park Campus does not have procedures for voluntary, confidential reporting of crime statistics. Violations of the law will be referred to law enforcement agencies and when appropriate, to Winter Park Administration for review. When a potentially dangerous threat to the campus community arises, timely reports or warnings will be issued through announcements, the intercom, Connect Orange, and/or other appropriate means. 4. Statement that describes the type and frequency of programs designed to inform students and employees about campus security procedures and practices and to encourage students and employees to be responsible for their own security and the security of others. During New Student Orientation, which occurs twice a week, every week for students new to our school, students are informed of campus safety and security practices. Slide presentations outline those practices and the facilitator verbally instructs new students in these practices. Students are also informed of the Clery and VAWA crime statistic reporting that occurs annually. In addition to the New Student Orientation, information is disseminated to students at the beginning of each school year through the Orange County Code of Student Conduct that is reviewed and updated annually. All students are required to sign an acknowledgement that they have reviewed and understand the Code of Student Conduct. This acknowledgement is scanned and upload to individual student files. Staff members receive Winter Park Campus Health, Safety, and Security Plan annually once the Safety Committee has reviewed and updated the plan. This review occurs annually and at the beginning of each school year. Following this update, the staff is also made aware of any changes in practices during a staff training. Winter Park Campus School Emergency Response Team is also made aware of the Safe School Plan and participates in a table top exercise annually where the team members discuss what they would do in the role designated roles should a crisis occur. Staff members receive notifications on where to find this report annually. 5. Description of programs designed to inform students and employees about the prevention of crimes. Orange Technical College Winter Park Campus does not offer programs designed to inform students and employees about the prevention of crimes. 6. Statement of policy concerning the monitoring and recording, through local police agencies, of criminal activity in which students engaged at off-campus locations of student organizations officially recognized by the institution, including student organizations with off campus housing facilities.

6 Orange Technical College Winter Park Campus does not have off campus locations for student organizations. 7. Statement of policy regarding the possession, use and sale of alcoholic beverages and enforcement of state underage drinking laws. 8. Statement of policy regarding the possession, use and sale of illegal drugs and enforcement of federal and state drug laws. The possession, use and sale of alcoholic beverages and/or illicit drugs on school grounds or activities is prohibited and is governed by the Orange County Code of Student Conduct and local law enforcement. As per the Code of Student Conduct, students found to be in possession of, use, transmit, sell, purchase or be under the influence of alcoholic or illicit drugs are grounds for expulsion and will result in a mandatory suspension of the student while the expulsion is under determination. Additionally, law enforcement will immediately be contacted for any students found to be participating in any of the listed scenarios. Winter Park Campus immediately notifies the Winter Park Police Department of any underage drinking incidents. 9. Description of any drug or alcohol abuse education programs as required under Section 120(a) through (d) of HEA. Orange Technical College Winter Park Campus utilizes the Orange County Public Schools drug and alcohol intervention and counseling program, Back on Track. Back on Track may be offered to students found in possession of or under the influence of drugs or alcohol. Additionally, students who self-disclose drug and/or alcohol related problems will be referred to the Center for Drug Free Living. 10. Statement that the institution will, upon written request, disclose to the alleged victim of a crime of violence (as that term is defined in section 16 of title 18, United States Code), or a non-forcible sex offense, the report on the results of any disciplinary proceeding conducted by such institution against a student who is the alleged perpetrator of such crime or offense. If the alleged victim is deceased as a result of such crime or offense, the next of kin of such victim shall be treated as the alleged victim for purposes of this paragraph. Orange Technical College Winter Park Campus will, upon written request, disclose to the alleged victim of a crime of violence, or a non-forcible sex offense, the results of any disciplinary hearing conducted by the school against the student who is the alleged perpetrator of the crime or offense. If the alleged victim is deceased as a result of the crime or offense, the school will provide the results of the disciplinary hearing to the victim s next of kin, if so requested. 11. Statement of policy regarding your institution s emergency response and evacuation procedures. The Winter Park Campus participates in monthly emergency evacuation and response drills as mandated by the OCPS Safety Department. Each drill is entered into the Emergency Evacuation Drill Reporting (EEDR) system. Additionally, the Winter Park Campus submits monthly Fire Extinguisher Reports to the OCPS Safety

7 Department to ensure that all emergency response equipment is valid and useable if needed. The emergency evacuation and response drill schedule followed by the school is as follows: August Emergency Egress Drill and Active Assailant Drill September Emergency Egress Drill October Severe Weather Drill November Active Assailant Drill December Emergency Egress Drill January Active Assailant Drill February Severe Weather Drill March Severe Weather Drill April Emergency Egress Drill May Active Assailant Drill June Emergency Egress Drill July Emergency Egress Drill To effectively perform these drills and to ensure readiness should the drill become a reality, Winter Park Campus operates under a specific duty roster for each drill where several members of the faculty and staff assume responsibility for supervising areas of campus thereby ensuring full coverage to support the safety of our staff and students. Sex Offense Policy, Procedures and Programs A. A description of educational programs to promote the awareness of rape, acquaintance rape and other forcible and non-forcible sex offenses. Winter Park Campus students have access to community outreach programs offered by the Winter Park Police Department that are designed to promote awareness of sex crimes and educate students on prevention and safety techniques. These programs include: Program S.A.F.E. Program Registered Sex Offender Information Description S.A.F.E. (an acronym for Self-defense Awareness & Familiarization Exchange) is a FREE unparalleled 2-hour educational awareness, crime-victim prevention program designed by the National Self-Defense Institute. This program encompasses Strategies, Techniques, Options, and Prevention that provides teenaged & adult women with information that may reduce their risk of exposure to violence and introduces them to the basic physical aspects of self-defense On July 25, 2005, the City of Winter Park enacted an ordinance relating to the residences of sexual offenders. B. Procedures students should follow if a sex offense occurs, including: a. Procedures concerning who should be contacted; b. The importance of preserving evidence for the proof of a criminal offense; and c. To whom the alleged offense should be reported.

8 All personnel must be alert for possible criminal activity occurring on campus. Everyone should remain vigilant when moving about the campus, especially in the evenings and on weekends. In the event that a student witnesses or is a victim to a sex crime or emergency occurring, they are to call 911 immediately and are then to immediately follow up by notifying the nearest staff member who will then notify administration if necessary. In order to assist law enforcement in their investigation, it is essential that as much evidence of the crime be preserved as possible. C. Information on a student s option to notify appropriate law enforcement authorities, including: a. On-campus and local police; and b. A statement that institutional personnel will assist the student in notifying these authorities, if the student requests the assistance of these personnel. As the Winter Park Campus does not house on-campus law enforcement, any student who is a victim of or a witness to a sexual offense crime is strongly encourage to notify the Winter Park Police Department immediately at T h e W i n t e r Park Campus will immediately comply with a student s request for assistance in notifying authorities. D. Notification to students of existing on- and off campus counseling, mental health or other student services for victims of sex offenses. The Winter Park Campus does not offer on campus or off campus counseling, mental health or other student services for victims of sex offenses. However, the Winter Park Campus may be able to help facilitate putting a student in contact with community resources that can offer the needed services at the student s request. E. Notification to students that the institution will change a victim s academic and living situations after an alleged sex offense, and the options for those changes if those changes are requested by the victim and are reasonably available. Any student who is an alleged victim of a sex offense and who requests academic situation changes due to the alleged incident will have that request honored. Available options include schedule changes with the student remaining in the same program but changing when they attend class or schedule changes in which students change programs entirely. Students may also be eligible to transfer to any of the other Orange Technical College campuses should that transfer be possible based on program of study. F. Procedures for campus disciplinary action in cases of an alleged sex offense, including a clear statement that a. The accuser and the accused are entitled to the same opportunities to have others present during a disciplinary proceeding; and

9 b. Both the accuser and the accused must be informed of the outcome of any institutional disciplinary proceeding that is brought alleging a sex offense. All students, including the accuser and the accused are provided Due Process for any allegations of wrong doing. Due process affords both parties the opportunity to make official statements regarding the allegation and to provide witnesses. School administration must ensure that due process is followed by thoroughly investigating any allegation and interviewing all parties involved and all witnesses presented. If a disciplinary proceeding is to occur following an investigation, the accuser and the accused have the right to have others present with them during the proceeding. Both the accuser and the accused will be informed of the outcome of any institutional disciplinary proceeding that pertains to a sex offense. G. Sanctions the institution may impose following a final determination of an institutional disciplinary proceeding regarding rape, acquaintance rape or other forcible or non-forcible sex offenses. Sanctions that may be imposed following an institutional disciplinary proceeding regarding any sex offense fall in accordance with Orange County Public Schools Code of Student Conduct, specifically, Level IV infractions. In accordance to this policy, any Level IV infraction is grounds for a mandatory suspension from school and a consideration for expulsion. Law enforcement would already have been notified of any sex offense allegation and would conduct a separate investigation regarding the incident under the parameters of the law.
