6 Department of Public Safety Overview LSCS Police Units The Lone Star College System (LSCS) Board of Trustees created the LSCS Department of Public Safety to provide a safe and secure campus environment for education, employment and community activities. The Public Safety Department provides policing services to each of the System s six campuses (North Harris, Kingwood, Tomball, Montgomery, Cy-Fair and University Park), The University, System Services and Training, and s i x centers (Atascosita, Conroe, East Montgomery County Improvement District, Fairbanks, Greenspoint, and Victory, and two public facilities Health Science-Tomball, Health Professional Building- North Harris). The LSCS Department of Public Safety is a full-service law enforcement agency, certified by the Texas Commission on Law Enforcement Standards and Education (TCLEOSE). The range of police services provided includes crime prevention activities, escorts, motorist assists, medical assists, crime reporting, criminal investigations, traffic direction, accident investigations, and safety information and education. The department employs both commissioned police officers and non-commissioned security guards. LSCS police officers have law enforcement authority on property owned and controlled by the System. This includes the authority to arrest, investigate, and file charges when a crime may have been committed. Police officers patrol in marked police vehicles, bicycles, golf carts, 6

7 and on foot. The LSCS Public Safety Department maintains cooperative working relationships with the area police, constables and sheriffs' departments to enhance crime prevention efforts and ensure that local law enforcement resources are available to the campus community. Our non-commissioned security guards and parking inspectors are civilian employees that support the police by providing extra security watch and who deal with non-police calls for service, allowing the police officers to concentrate on proactive patrol of the college. Crime or safety questions and concerns may be presented to centralized Police Dispatch or any of the police officers or security guards patrolling the campuses. These public safety professionals will either provide the information needed or will provide direction to someone to help resolve the issue. Clery-required Daily Crime Log LSCS police units maintain a campus chronological daily record of each crime reported to the police at each location. This record includes such details of reported crimes as the date, time, nature, general location, and disposition of the complaint. These records are available to the public within two business days of the initial report unless disclosure is prohibited by law, would jeopardize the safety of an individual, compromise an ongoing investigation, would cause evidence to be destroyed, or cause a suspect to flee. The Daily Crime Log is available for inspection at each campus location. Police Emergency Communication (Dispatch ) The Lone Star College System Police Emergency Communications began operating October 13, The center, located in the Lone Star Community Building at the System Office complex, provides a communication link between students, faculty, staff and visitors at LSCS locations to LSCS Police personnel. The center is also the life line for public safety personnel to obtain emergency services and to obtain immediate information as needed to perform their duties. 7

8 The center provides an answering service and dispatch service for requests for police and emergency services. The center can be contacted from a campus phone at x5911 ( ) to report an emergency or at x6800 ( ) for policing services of nonemergency nature. In the event of network failure resulting in the Cisco telephones not working, the center also answers one emergency analog telephone line ( ). Therefore, if campus phones do not work, campus police can still be contacted by using cell phones or off campus phones. The Police Emergency Communication can also be contacted immediately by picking up a Police Emergency phone located in most campus classrooms and elevators. The center can also be contacted by at dispatchpolice@lonestar.edu. The Police Emergency Communications Dispatchers attended training to meet the required certification by T C L E O S E as T e l e c o m m u n i c a t i o n s Operators. The Dispatchers are trained in State and National Law Enforcement Information and Telecommunications Systems, the Harris County Justice Information Management System, CPR/First Aid, the Crime Star Report Management System, and in Crime Star Computer Aided Dispatch software. They are required to answer and monitor multiple telephone lines, including the X5911 emergency telephone lines, and operate a two-way radio to dispatch and monitor officers. They receive calls for service, both emergency and non-emergency, determine the nature and priority of the call received and dispatch the appropriate officer(s) to address the situation. At any given time, the dispatcher must be able to handle phone calls, transmit over the radio, know where all officers are located, and record detailed information in the computer aided dispatch system. LSCS Policies on Student Misconduct & Discipline Students and registered student organizations are subject to disciplinary action according to the provisions of the Code of Student Conduct, described in the LSCS Catalog. The System may enforce its own disciplinary policies and procedures when the conduct of a student or a registered student organization directly, seriously, or adversely impairs, interferes with, or disrupts the overall mission, programs, or other functions of the System or its colleges. Reporting Safety Issues and Criminal Offenses Students, faculty, staff, and visitors are encouraged to report any crimes or campus safety issues to the campus police office or to individual police officers. Information may be reported anonymously and such anonymous reports will be investigated and included in the annual statistical report. The Department has no policy or procedures for pastoral, professional counselors, and other confidential counselors to report crimes to campus police. LSCS Counselors are encouraged to refer information related to crimes to campus police. 8

9 Emergency Response and Evacuation Procedure LSCS has a documented and comprehensive emergency management plan. Summary of the Emergency Management Plan and associated annexes are available online at The Emergency Management Plan is tested, assessed and adjusted annually, or as needed. Within the Emergency Management Plan are the procedures used to immediately notify the campus community during an emergency. The process includes how LSCS will confirm an emergency situation through use of National Incident Management System and Incident Command System protocols, determine the segments of the campus community that will receive notification, and where possible, use pre-recorded messages that are in English and Spanish (primary languages of the community) to enable immediate notification of a significant emergency or dangerous situation on campus. Only pre-authorized users are able to access and initiate a message from this system. The authorization and responsibility for emergency response procedures and notifications is shared by the Chief Emergency Management Officer, the System Director of Public Safety and the Chief Executive Officer of each campus. For emergency communiqués, multiple communication channels are used including , voic , text messaging, campus video displays, and networked computers and projectors. These communication methods are augmented by basic communication tools such as bull horn, walking around, and pen and paper. Annually LSCS conducts at least one drill designed to assess and e v a l u a t e our emergency response and e v a c u a t i on procedures. This t e st will include students, employees and guests. As with current fire drills conducted, this exercise will be documented including the date, time, whether the test was announced or not, and LSCS will publicize its emergency response and evacuation procedures in conjunction with the test. Timely Warning Policy LSCS has a procedure to provide timely warning to its employees and students of specific crimes that are subject to Clery reporting or which represent a threat to students and employees. A Community Crime Alert warning will be issued through the Campus system to students, faculty and staff. Members of the community who witness or learn of a crime or serious incident on or near campus should file a report as soon as possible with the LSCS police so the Department can issue a Campus Safety Alert, if warranted. Safety Programs and Services Crime Prevention Programs The Police Department provides programs on rape, sexual assault, personal safety, alcohol/drug awareness, DWI, burglary/theft prevention and harassment upon request. 9

10 Safety Lighting and Security Cameras Safety lighting and Security Cameras have been placed throughout the campuses to enhance public safety and security. The location of inoperable lights should be reported to the college's maintenance office or police office. Counseling The Counseling at each college can assist persons who are victims of rape or sexual assault with referrals to agencies established to assist in such times of crisis, such as area women centers, district attorney offices, and area law enforcement agencies. LSCS Police provide rape and sexual assault prevention training for faculty, staff and students. Alcoholic Beverages, Drugs and Weapons The LSCS policing units deem it important for the well-being of the campus community to curtail the abuse or illegal use or possession of alcoholic beverages, illegal drugs and weapons. Alcohol The college community and visitors are required to comply with federal, state, and local laws regarding the distribution, possession and consumption of alcoholic beverages. Illegal Drugs The use, sale, distribution, possession of any drug, including prescription medication (in a manner in which it was not intended) is strictly prohibited on any campus property. Violations may result in criminal charges or disciplinary procedures. Weapons It is a felony to intentionally, knowingly or recklessly possesses a firearm, illegal knife or prohibited weapon (with or without a concealed handgun permit) on the physical premises of a school or educational institution. Student Residential Housing LSCS has no on campus or off campus residential housing at this time; therefore no annual fire and safety report is warranted. 10

11 Registered Sex Offender Notifications The Federal Campus Sex Crimes Prevention Act requires colleges and universities to issue a statement advising the campus community where state law enforcement agency information concerning registered sex offenders may be obtained. The Texas Code of Criminal Procedure (h) requires each person who has been convicted of specific sexual offenses and who intends to attend classes at an institution of higher education to register with the campus police department within seven days of class registration. LSCS procedures are to review the petitions of individuals who are registered as Sex Offenders as designated by the Texas Legislature, and to make recommendations regarding the attendance options for those individuals at a LSCS location or site. Registered sex offenders who are approved to work, volunteer or enroll in classes at LSCS are listed each semester on the LSCS Campus Police web site ( Members of the LSCS community may request information about sex offenders in Texas at the TXDPS-Sex Offender Registry website ( Crime Statistics The LSCS Public Safety Department prepares this report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The report is prepared in cooperation with local law enforcement agencies, the student discipline process at each campus and the policing units at each campus. The On-Campus statistics include crimes or incidents that occurred on the main or core part of a campus. The Off-Site Property statistics include crimes or incidents that occurred at s or on off campus properties used by LSCS. The Public Properties statistics include crimes or incidents that occurred on public property, including streets and sidewalks, that are immediately adjacent to and accessible from the LSCS properties. The Annual Security Report is available on the LSC website at; Hate Crimes Prior to 2008, hate crimes were reported but only if it involved the Clery reportable crimes of homicide, certain sex offenses, robbery, aggravated assault, burglary, motor vehicle theft and arson. On August 14, 2008, the Clery Act was amended to include larceny, simple assault, intimidation and destruction, damage, and vandalism as reportable categories of hate crimes. In 2012, there were no hate crimes reported on campuses, at off-site property or on public property. 11
