1 TECHNICAL EDUCATION CENTER OSCEOLA ST. CLOUD ANNUAL SECURITY REPORT HISTORY The Technical Education Center Osceola (TECO) opened its doors in April of TECO provides initial Workforce Development training for new careers, continuing education (CEU s) in licensure programs, and workplace training for local businesses and industries. Students seeking technical training are offered programs in business technology, health sciences, information technology, industrial technology, and public service. TECO s main campus is located in Kissimmee, Florida and provides no residential housing. TECO controls two extension campuses located in Poinciana, Florida and St. Cloud, Florida. TECO-St. Cloud opened its doors in August of 2014 and TECO-Poinciana opened its doors in September of The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, codified at 20 USC 1092 (f) as a part of the Higher Education Act of 1965, is a federal law that requires colleges and universities to disclose certain timely and annual information about campus crime and security policies. All public and private institutions of postsecondary education participating in federal student aid programs are subject to this act. The Clery Act, originally enacted by the Congress and signed into law in 1990 as the Crime Awareness and Campus Security Act, was championed by Howard and Connie Clery after their daughter Jeanne was murdered at Lehigh University in Amendments to the Act in 1998 renamed it in memory of Jeanne Clery. The Clery Act was revised under the Higher Education Opportunity Act (HEOA) of The Campus Sexual Violence Elimination Act (Campus SaVE) of 2013 amends the Jeanne Clery Act and affords additional rights to campus victims of sexual violence, dating violence, domestic violence, and stalking. COMPLIANCE TECO willingly complies with all aspects of the Clery Act and annually publishes and makes available this report to all students, faculty, and staff of the school. This report contains policy statements and crime statistics for the school. The policy statements address the school s policies, procedures and programs concerning safety and security, for example, policies for responding to emergency situations and sexual offenses. Three years worth of statistics are included for certain types of crimes that were reported to have occurred on campus, in or on offcampus buildings or property owned or controlled by the school, and on public property within or immediately adjacent to the campus. REPORTABLE CRIMES The Clery Act requires the reporting of seven basic crime categories. These are the same seven categories in the Federal Uniform Crime Report as compiled by the Federal Bureau of Investigation. These categories are as follows: Criminal Homicide-Murder and Non-Negligent manslaughter, Negligent Manslaughter Sex Offenses-Forcible and Non-forcible Robbery Aggravated Assault Burglary Arson Motor Vehicle Theft 1

2 Additionally, the Clery Act requires the reporting of arrests and/or disciplinary referrals for the following: Liquor law violations Drug abuse violations Weapons: Carrying, Possessing, Etc. The Clery Act requires an accounting of Hate Crimes and Sexual Violence reported as happening on campus or on public property abutting campus. In addition to compiling its own figures, TECO requests crime figures from the Florida State Police and other law enforcement agencies that have jurisdiction within and encompassing the school. This information is incorporated into the Clery Act statistics. REPORTING CRIMES AND OTHER EMERGENCIES Community members, students, faculty, staff, and guests are encouraged to report all crimes and public safety related incidents in a timely manner. Promptly report emergencies to the 911 center by dialing 911 and report criminal incidents to any school official or directly to the St. Cloud Police Department /Osceola County Sheriff s Department In addition you may report a crime to: Principal, Jeanette Eddy ext , Main Campus, Administration Offices - Building 1 Assistant Principal, Kim Miller ext , Main Campus, Student Services - Building 1 Dean of Students/Acting Site Administrator, Shannon Melvin ext , St. Cloud Campus, Administration Offices - Building 1 LIMITED VOLUNTARY CONFIDENTIAL REPORTING The staff of TECO encourages anyone who is the victim or witness to any crime to promptly report the incident to the police. Because police reports are public records under state law, the Police Department cannot hold reports of crime in confidence. Confidential reports for purposes of inclusion in the annual disclosure of crime statistics can generally be made to the Dean of Students, Administration Offices, Building 1. EMERGENCY RESPONSE AND EVACUATION PROCEDURES The School District has compiled an Emergency Management Plan that is reviewed on an annual basis and all instructors and staff are instructed on the procedures. The Emergency Action Guides for Teachers handbook outlines all emergency plans and procedures, are numbered and assigned to each instructor and/or department during teacher pre-planning week. At the end of the school year the handbooks are returned, signed off on, and updated for the following school year. Numerous emergency response exercises are conducted each year, these tests are designed to assess and evaluate the Emergency Management Plan and capabilities of the institution. Each building has evacuation plans appropriate to each location. These plans are posted in each classroom and lab. Drills are conducted periodically without warning, usually two times during the first two weeks of the new school year and monthly thereafter. Reports are kept on each drill identifying the exercise, date, start time, and end time. The Tornado and hazardous weather information is transmitted to the school s administrative office by an emergency radio system, broadcast by the National Weather Center in Melbourne, Florida. If Administration or Law Enforcement confirms a significant emergency or dangerous situation involving an immediate threat to the health or safety of students or employees occurring on campus then the campus community will be notified immediately by the most effective mode of communication. Administration will, 2

3 without delay, and taking into account the safety of the community, determine the content of the notification and initiate the notification system, unless issuing a notification will, in the professional judgment of responsible authorities, compromise efforts to assist a victim or to contain, respond to or otherwise mitigate the emergency. Administration will determine how much information is appropriate to disseminate at different points in time and the most effective mode of communication being either fire alarm, public address system, and/or the SchoolMessenger voic system. Follow up bulletins will be posted on our website as more specific information becomes available. If Administration determines that the emergency information needs to be disseminated to individuals outside the campus community, then the School District Emergency Management Department will be notified. The School District Emergency Management Department will determine the most effective mode of communication being radio and/or TV alerts for the communities at risk. Administration consists of Jeanette Eddy, Principal, Kim Miller, Assistant Principal, and Shannon Melvin, Acting Site Administrator. TIMELY WARNINGS To help prevent crime or allowing a criminal incident to escalate a timely warning will be issued as soon as pertinent information is available. In the event that a situation arises that in the judgment of Administration, the School Resource Officer, or Law Enforcement constitutes an ongoing or continuing threat to the community, a campus wide timely warning will be issued. The warning may be issued through any means appropriate including: SchoolMessenger voic system TECO website Flyers, Mail outs SECURITY OF AND ACCESS TO THE FACILITY During business hours, TECO will be open to students, parents, employees, contractors, guests, and visitors. Access to the school is a privilege extended to students, faculty, staff, authorized guests, and visitors. Visitors and guests must announce their identity, purpose, and sign in at Student Services. During non-business hours access to all facilities is by key, if issued, or by admittance via Administration. In the case of periods of extended closing, Administration will admit only those with prior written approval. Some facilities may have individual hours, which may vary at different times of the year. In these cases, the facilities will be secured according to schedules developed by the department responsible for the facility. Emergencies may necessitate changes or alterations to any posted schedules. Facility surveys examine security issues such as landscaping, locks, alarms, lighting, and communications. Areas that are revealed as problematic are reviewed by Administration. Repairs or modifications are made to insure campus security. SECURITY AWARENESS AND CRIME PREVENTION During faculty and student orientation security awareness and crime prevention is promoted. In addition to orientation, information is disseminated to students and employees through awareness packets, posters, and displays. 3

4 DRUG AND ALCOHOL POLICY The possession, use, sale, manufacture or distribution of narcotics, illegal drugs, drug paraphernalia, look-a-like drugs, intoxicants, controlled substances, alcoholic beverages, or any substance which is conveyed or implied as a drug or intoxicant while on school property, transportation, or during school related activities is strictly forbidden. Violators are subject to withdrawal from school, criminal prosecution, fine, and imprisonment. The use of drugs and alcohol can have a substantial and detrimental effect on health. These effects are often permanent and can lead to severe physical and psychological impairment, disability and premature death. TECO encourages students to lead drug-free lives. The following agencies provide information on substance abuse: Alcoholics Anonymous: Narcotics Anonymous: Center for Substance Abuse Treatment and Refer Hotline: HELP DISCLOSURES TO ALLEGED VICTIMS OF CRIMES OF VIOLENCE OR NON-FORCIBLE SEX OFFENSES TECO will, upon written request, disclose to the alleged victim of a crime of violence, or a non-forcible sex offense, the results of any disciplinary hearing conducted by the school against the student who is the alleged perpetrator of the crime or offense. If the alleged victim is deceased as a result of the crime or offense, TECO will provide the results of the disciplinary hearing to the victim s next of kin, if so requested. SEX OFFENSE/VIOLENCE POLICY TECO is committed to providing and maintaining a healthy learning and working environment for all students, staff and faculty members. It is important that all students are aware of and protect their rights in the school community. TECO will not tolerate assault and/or intimidating behavior of any kind including but not limited to domestic violence, dating violence, sexual assault, and stalking. Violators are subject to withdrawal from school, criminal prosecution, fine, and imprisonment. Procedures to Follow if Sexual Offense Occurs: The victim should get to safety. The victim should get immediate medical assistance. The victim should report the incident in a timely manner to any school official or directly to the St. Cloud Police Department /Osceola County Sheriff s Department Victims that report incidents to school officials will receive assistance in notifying the proper authorities. The victim has the right to decline the notification of authorities. Evidence should not be destroyed. The victim should refrain from taking a shower, washing hands, or changing clothing. The location where the assault occurred should not be disturbed. The victim is encouraged to seek counseling. o On-Campus Counseling: Limited counseling available o Off-Campus Counseling: Help Now of Osceola County, Hotline # Domestic Violence: includes felony or misdemeanor crimes of violence committed by (A) a current or former spouse or intimate partner of the victim, (B) a person with whom the victim shares a child in common, (C) a person who is cohabitating with or has cohabitated with the victim as a spouse or intimate partner, (D) a person similarly situated to a spouse of the victim under the domestic or family violence laws of the jurisdiction receiving grant monies, or (E) any other person against an adult or youth victim who is protected from that person s acts under the domestic or family violence laws of the jurisdiction. 4

5 Dating Violence: means violence committed by a person (A) who is or has been in a social relationship of a romantic or intimate nature with the victim; and (B) where the existence of such a relationship shall be determined based on a consideration of the following factors: (i) The length of the relationship; (ii) The type of relationship; and (iii) The frequency of interaction between the persons involved in the relationship. Sexual Assault: means an offense classified as a forcible or nonforcible sex offense under the uniform crime reporting system of the Federal Bureau of Investigation. Stalking: means engaging in a course of conduct directed at a specific person that would cause a reasonable person to (A) fear for his or her safety or the safety of others; or (B) suffer substantial emotional distress. Institutions of higher education are required to issue a statement advising the campus community where law enforcement information provided by the State concerning registered sex offenders may be obtained.
