3 Key Elements to WIA Performance Once a person enrolls into WIA, we are responsible for performance outcomes All Youth Measures are assessed after exit from WIA with the exception of one There is a time lag in verifying attainment of the measure Chicago Cook Workforce Partnership 3

5 Placed in Employment/Education Expectation: All youth who do not have a job or are in post secondary education before they entered WIA should have a job or be placed into post secondary education when the leave WIA. Definition/Equation: Of all youth who were not employed or in post secondary education at registration, the number who enter employment or are placed in post secondary education in the 1 st quarter after exit divided by the number who exit during the quarter. (exiters employed or placed in post secondary education in 1 st quarter/exiters) Chicago Cook Workforce Partnership 5
6 Placed in Employment/Education Who is in the measure? All youth who were exited and not employed or in post secondary education at registration. Who counts toward success? All youth who are employed or placed in post secondary education during the first quarter after their exit period. What else is important about the measure? Employment is typically based on UI data reports. Employment can mean full time or part time or just one day out of the quarter. Post secondary education will need supplemental data, (school schedule, grades, clearing house school information). People can be removed from the measure if they are incarcerated, deceased, or institutionalized. Chicago Cook Workforce Partnership 6

8 Key Programmatic Considerations Make sure WIA is an appropriate program for customer before enrollment. Good case management and regular contact/involvement with customer is key. Agency should know when customer gets a job or placed into post secondary education. If no activity for 90 days customer must be exited. Exit timing- best at end of quarter. Customer should be exited when stable in employment or placed in post secondary education. Customers in post secondary education will need supplemental data (class schedule, school grades or clearing house information). Chicago Cook Workforce Partnership 8
9 Attain Degree or Certification Expectation: Youth who were in school anytime during the program need to have a degree/certification by the 3 rd quarter after exit. Definition/Calculation: Of all the youth who were in school anytime in the program need to attain a degree/certification by the third quarter after exit: the number of youth who attained a diploma, GED or certificate in the third quarter after exit divided by the number of youth who exit during the quarter. 10 Attain Degree or Certification Who is in the measure? All youth who were in school at anytime during the program. Who counts toward success? All youth who attain a degree/certification by the 3 rd quarter after their exit period. What else is important about the measure? Credentials attained are typically recognized H.S. Diplomas, GED or Vocational Training Certificates. It is recommended to collect and enter the credential as soon as it is attained. People can be removed from the measure if they are incarcerated, deceased or institutionalized. Chicago Cook Workforce Partnership 10

12 Key Programmatic Considerations Good case management and regular contact with customer is key in collecting the degree/certification. Remember to enter the credential information into the system as soon as you get it. Make sure you have a copy of the supporting documentation from the school issuing the credential or school transcripts. Note: projected graduation list, ceremony brochures are not qualified as appropriate documentation Chicago Cook Workforce Partnership 12
13 Literacy and Numeracy Gains Who is in the measure? All Out of School Youth who were assessed to be in need of basic skills deficient. Who counts toward success? All youth who increase one or more educational functioning level within one year of participation. What else is important about the measure? This measure is based on the youth s anniversary date of participation. The youth does not have to exit the program to meet this goal. People can be removed from the measure if they are incarcerated, deceased, or institutionalized. Follow up with the customer is critical. Chicago Cook Workforce Partnership 13
14 Key Programmatic Considerations Youth who are deficient in either reading comprehension or math will be expected to increase a functioning level by their anniversary registration date. Youth should be tested periodically while actively participating in program offerings. Only one area of deficiency needs to be addressed. Chicago Cook Workforce Partnership 14
