3 3 What is ACAPS The Assessment Capacities (ACAPS) Project is a three year project, aimed at enhancing the capacity of the humanitarian sector to carry out coordinated needs assessments. The goal of the project is to improve effective humanitarian responses through the provision of improved, context-specific information on humanitarian needs, thus promoting: More coherent and effective context-specific responses Common Humanitarian Action Plans (CHAPS), Consolidated Appeals (CAPS) and Flash Appeals that are better informed by humanitarian needs The project s purpose is to develop a core of effective, reliable and trained assessment experts that support timely, high quality, coordinated multi-sectoral needs assessments on upon the request of Humanitarian Country Teams (HCTs). Specifically the project will: Support the ongoing IASC-led global development of coordinated multi-sectoral assessment methodology and human resource capacities in the Needs Assessment Task Force. Develop a global network of effective, trained and deployable experts, who are primed to lead and support timely, high quality needs assessment and preparedness efforts. Support high quality coordinated multi-sectoral needs assessments, assessment preparedness as well as humanitarian dashboard testing activities, directly informing humanitarian decisionmaking in crisis contexts. Carry out operational learning which identifies and applies good practice and innovative approaches to coordinated multi-sectoral assessment. The project is implemented by a consortium of three leading International NGOs: Helpage International, Norwegian Refugee Council and Merlin. The implementation of the project is led by a Project Management Team based in Geneva, London and Oslo. What is IDMC-NRC The Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council (NRC) is the leading global monitor and an important advocate of the rights of internally displaced people (IDPs). IDMC s online database provides comprehensive information and analysis on the situation of IDPs displaced by armed conflicts and violence in some 50 countries, with regard to their rights under international law, as restated in the Guiding Principles on Internal Displacement.. The database was set up in 1998, following a request of the Inter-Agency Standing Committee. Based on its monitoring and data collection activities, the Centre advocates for durable solutions to the plight of the internally displaced in line with international standards IDMC advocates for an improved protection of IDPs rights among national authorities, donor states and international organizations and other stakeholders. IDMC carries out training activities, based on the Guiding Principles and other relevant international standards and policies, to support local, national and regional capacities to provide protection and secure durable solutions to IDPs.
4 4 1. Overview of the Internship Program The Internship Program is aimed to be a very valuable and enriching experience for the person joining the team. This experience is intended to help the intern to obtain a permanent employment within the humanitarian area. The team is looking for a high-quality and enthusiastic support from an intern motivated by humanitarian challenges and willing to contribute to this area. Interns are employed by and are subject to the terms and conditions of the Internship Program. Interns will already be in possession of work permit in Geneva if they are not Swiss nationals. 2. Management 2.1 Job description Each intern position will be subject of a clear job description. The tasks of the intern will be relevant, within his competencies and in compliance with the job description. However an emergency operation organization is a constantly changing environment, requiring swift prioritization of tasks and activities, working to tight deadlines and demanding an ability to manage multiple tasks. A flexible, cooperative, problem-solving attitude is then necessary. The job description will be as comprehensive as possible but the post-holder may expect to take on other responsibilities as may be reasonably required. 2.2 Contract A contract between NRC / ACAPS or NRC / IDMC and the intern will be established including the job description and the present document. 2.3 Supervision The intern supervisor will closely follow the work of the intern during his assignment. The intern supervisor will be responsible for : providing guidance and support to the intern ensuring the respect of the Terms of Reference/job description ensuring a high-quality experience for the intern by including him in relevant activities and giving him responsibilities conducting a mid-term and final appraisal 2.4 Appraisal The intern will have a formal review with his supervisor midway through. This will be an opportunity for both the intern and the supervisor to look through the objectives achieved and the future improvements/adjustments. A final appraisal will be conducted at the end of the internship. The supervisor will write a recommendation letter for the intern upon his request.
5 5 3. Terms and conditions 3.1 Benefits Interns will receive CHF 1500 per month (compulsory social insurances will be deducted, cf. point 3.6.2) to cover lunch and transportation costs. This does not apply to interns hired under SYNI conditions. 3.2 Length of internship The length of internship is flexible depending on the opportunities available, minimum being 3 months and maximum 9 months. The minimum of 3 months will ensure a valuable experience both for the intern and the office. Interns under SYNI conditions will commit to a 6 month period with ACAPS/IDMC, to be respected within reasonable expectations. 3.3 Working hours The normal ACAPS/IDMC work-day is 8 hours, with 40 hours being a normal workweek (full-time) (lunch break excluded). The interns will be hired on a 80% basis. This will provide 20% free time for job searches. Working hours (i.e. 4 days a week or 7hours per day, 5 days a week etc.) can be arranged directly between intern and supervisor. Staff should normally be present between 9.30am and 4pm. 3.4 Holidays Personal Holidays Interns are subject to the same holiday policy as permanent staff: 2,1 paid holidays per contract month worked at 100% or 1.7 paid holidays per contract month worked at 80% Public Holidays 1. January 1 st New Year Day 2. Good Friday (Easter) 3. Easter Monday 4. May 1 st 5. Ascension Day 6. Whit Monday 7. August 1 st (Swiss National Day) 8. Jeûne Genevois 9. December 24 th ½ day off 10. December 25 th 11. December 26 th 12. December 31 st Total: 11 ½ public holidays 3.5 Sick leave and absence during working hours The intern may submit his or her own written sick note up to three days of absence. Should the sick leave lasts longer than three working days, the employee must submit a doctor s certificate. Such a note shall include the period of the sick leave and the date of return to work. All absence during working hours should be agreed upon by the immediate supervisor.
6 6 3.6 Insurances Medical Insurance Private health insurance is compulsory under Swiss law. The intern will be responsible for his own health insurance. NRC will not contribute to the cost of this insurance Social Insurances NRC will be responsible for registering the intern with AVS and ensuring that he / she gets a card if needed. AVS/AC/Mat. will be deducted from monthly payment at 6.095%. However, the intern will not be subject to the LPP Accident insurance Interns will be covered for professional and non-professional accident by NRC s insurance. 3.7 Office space ACAPS/IDMC will provide the intern with essential equipment to work efficiently: namely, desk, computer desk, landline phone, access to printer and basic stationery. 3.8 Code of Conduct All the interns commit themselves to respecting the IDMC/NRC code of conduct attached to the contract. 3.9 Termination of contract The intern wishing to resign should do so in written to his supervisor. Termination notice is a minimum of 2 weeks. This condition does not apply to the interns hired under SYNI conditions.
