1 MAIN PURPOSE OF JOB NORTHERN IRELAND FIRE & RESCUE SERVICE JOB DESCRIPTION IT PROJECT AND SECURITY MANAGER (GRADE PO2) INFORMATION TECHNOLOGY DEPARTMENT JOB REF: N45/11/06 SALARY: 27, TO 29, PER ANNUM HOURS OF DUTY: MONDAY TO FRIDAY, 9.00 AM TO 5.00 PM (36¼ HOURS PER WEEK) To assist the Corporate IT Services Manager in the planning, development, management and support of Information Systems and Technologies throughout the Northern Ireland Fire & Rescue Service (NIFRS). To progress and enhance the NIFRS Information Systems, Information Technology and Information Resources Strategy in line with the NIFRS Corporate Strategy, Business Plan and high level business and operational initiatives. To progress and prioritise the Management of Change in a unique, demanding and dynamic environment to support key business and operational needs. To define, organise, co-ordinate, schedule and manage a diverse range of complex Information Systems and Information Technology solutions through a team of Information Technology staff. To provide comprehensive business, technical and operational IS/IT support services to a wide range of end-users to time, cost and quality criteria. To define and progress an IT Security Governance Strategy and security assurance capability for NIFRS through progression towards compliance and certification for ISO The Code of Practice for Information Security. DUTIES: To deputise for and assist the Corporate IT Services Manager in the development, management and support of the distribution of Information Systems and Technologies throughout NIFRS.
2 - 2 - Assisting the Corporate IT Services Manager in the full range of the following responsibilities and duties. Exercising compliance with the NIFRS Procurement Policy in all aspects of IS/IT Procurement to include: the provision of business cases and investment appraisals; development of technical specifications, sourcing service providers and managing contracts for all Information Systems and Technologies deployed to deliver and support the IS/IT Infrastructure; and management, monitoring and control of capital and revenue budgets. Project planning and management of new and existing Information Systems and Technologies to include system enhancements, system upgrades, migrations, deployment, implementation and system integration projects. Project monitoring and project control of project dependencies. Attending and participating in internal meetings and groups to offer guidance and forward recommendations on IT issues for the NIFRS. These meetings would include:- NIFRS Board Meetings, Principal Officers & Directors Meetings, Senior Officer Meetings and Departmental Project Meetings. Building relationships and partnerships through active attendance and participation in external meetings on NIFRS IT contracts and related issues. To progress and enhance the NIFRS Information Systems, Information Technology and Information Resources Strategies in line with NIFRS Corporate Strategy and Business Plan. Identifying and evaluating user requirements and introducing appropriate IS/IT solutions to complement both business and user needs in line with NIFRS strategic direction. Preparing, evaluating and making recommendations for award of contract of Quotations and Tender specifications for items of hardware, software, communications, consumables and IS/IT solutions. Assessing, agreeing and implementing recommendations relating to IS/IT from outside bodies including The Office of the Deputy Prime Minister (ODPM), Local Government Auditor, Quality Services Auditor and Management Consultants. Keeping abreast of technological advances and legislation in the realms of IT for the benefit of NIFRS IT direction.
3 - 3 - To progress and prioritise the Management of Change in an unique, demanding and dynamic environment to support key business and operational needs. Delivering proactive responses to user departments as a result of business pressures and demands, departmental restructuring and physical relocations. Consequently, planning and managing both major and minor system changes and platform changes to fulfil these requirements. Advising, informing and communicating to all necessary personnel, current states of play and future plans in terms of the interdependencies and the implications of problem resolution. Managing and resolving conflicting user demands and priorities based on technical, financial and resource consideration. Aligning, encompassing and taking into consideration the IT strategic direction, the complex culture of change, the people and the ever-changing technology for the planning, provision and management of IT solutions. To define, organise, co-ordinate, schedule and manage a diverse range of complex Information Systems and Information Technology solutions through a team of Information Technology staff. Planning, prioritising and managing IT projects in accordance with the IT Strategy, Corporate and Business Plan, budgetary constraints and resource availability. Coordinating the generation of documentation to facilitate system quality, maintainability and traceability. This includes version control, software-licensing agreements, network infrastructure connectivity, asset registering, end-user support and systems administration. Preparing reports, technical assessments, minutes, memos, letters and faxes in relation to IT for submission to all levels of uniformed and non-uniformed personnel, the NIFRS Board and relevant outside bodies. Daily and direct supervision of IT Department staff including staff development, training, motivation and building team relationships. Recommending and/or approving requests for Annual, Flexi-time, Study Leave, Overtime and Day Release. Monitoring and managing sickness and all absences for the Information Technology Department. Direct responsibility for temporary members of staff including agency and student placements from college, university and training centres. Grievance and discipline handling in compliance with the NIFRS Grievance and Discipline Policies.
4 - 4 - To provide comprehensive business, technical and operational IS/IT support services to a wide range of end-users to time, cost and quality criteria. Supporting users throughout NIFRS on a wide range of applications, including Operational and Business Management Information Systems, Fire Safety, Computer Aided Design and Office Systems. This covers multiple IS/IT Systems in multiple sites with a user base of over 500 including both uniform and non-uniform personnel Systems Management of an integrated, open, multi-user, multi-platform wide area networking environment encompassing central and distributed Operational and Business Management Information Systems and Office Systems on a Wide Area Network communications infrastructure. Systems Administration, Systems Implementation, Systems Maintenance and Systems Support of NIFRS Wide Networks (Wide Area, Local Area & Standalone) and Applications to provide seamless integration of and seamless access to network resources and communications infrastructure. Management and control of data integrity, security, availability, confidentiality and performance of Operational and Business Management Information Systems and Office Systems in all NIFRS locations. Devising, implementing and maintaining a strategy for the provision of resilient and secure information systems through the continuity planning, disaster avoidance procedures, data recovery services and disaster recovery policies. Ensuring the safety and security of users, data and systems and compliance with Data Protection and other relevant legislation. Management, prioritisation and co-ordination of a centralised support service for problem and request resolution via a "Help Desk" facility for Operational and Business Management Information Systems and Office Systems for all NIFRS locations. Ensuring the effective administration of an IT resources inventory for administrative, financial and auditing purposes. Identifying, co-ordinating and managing the provision of relevant Operational and Business Management Information Systems training for the end-user community including uniform and non-uniform personnel. Participating as a panel member in recruitment and selection of staff both at a shortlisting and interviewing.
5 - 5 - To define and progress an IT Security Governance Strategy and security assurance capability for NIFRS through progression towards compliance and certification for ISO The Code of Practice for Information Security. Establishing security requirements through the identification, assessment, management and mitigation of IS/IT related risks affecting multiple IS/IT Systems in multiple locations across a diverse range of business and operational IT projects. Establishing security requirements for legal, regulatory and contractual requirements for NIFRS, to include contractors, service providers and all associated stakeholders. Ensuring compliance with security regulations through the ongoing development, management and implementation of a global security policy, security standards, security guidelines and security procedures to ensure the ongoing facilitation and maintenance of IT security. Recommend viable and cost-effective designs for security compliance. Managing and controlling information integrity, security, availability and confidentiality of Operational and Business Management Information Systems and Office Systems in all NIFRS locations. Developing and deploying an effective security awareness program to encourage appropriate and compliant use of IS/IT throughout NIFRS. Timely detection, containment and response to IT security violation incidents or any suspected breaches of IT security. Assist with any legal matters associated with such breaches. Devising, implementing and maintaining a strategy for the provision of resilient and secure information systems through business continuity planning, disaster avoidance procedures, data recovery services and disaster recovery policies. Ensuring the safety and security of users, data and systems and compliance with Data Protection and other relevant legislation. Creating and maintaining relationships and contacts with external security specialists to keep abreast of security trends, standards and assessment methods. Work with internal auditors and outside consultants as appropriate for independent security audits. Providing and maintaining all relevant documentation to support NIFRS security policies, standards, procedures and audits. Responsible for Health and Safety aspects as set out in the Northern Ireland Fire & Rescue Service's Health and Safety Policy.
