Through this newsletter, we continue to inform you about the progress of on-going activities for the project Improvement of Aviation Security in Africa which forms a component of a larger intra-acp project ( Support to the Air Transport Sector and Satellite Service in Africa ) which resulted from the Naples Declaration in Unlike the previous two editions, this newsletter features a reports of activities carried out in multiple Project Priority States including Kenya, Mauritius and Uganda and together with accounts of the first Regional Training Activities for the ESAF region conducted in Nairobi, Kenya between 9 th June 2014 and 18 th July Within this newsletter, we present the views expressed by some of participants to the training activities delivered during the first part of It is our hope that you will enjoy reading this newsletter and please, do let us know if there s a specific subject that you would like us to cover in future editions. We d also be pleased to answer any questions you send us through the contact address provided below. On-site Missions in Kenya, the 3 rd Beneficiary State under the EU/ACP project Improvement of Aviation Security in Africa Preliminary Technical Assistance Mission The mission to Kenya was unique as compared to the first two beneficiary states of Rwanda and Seychelles in the sense that it had to be implemented in two phases. Within the project s initial plan, technical assistance for Kenya was to begin in January However, due to the fire incident at Jomo Kenyatta International Airport in August 2013, there was need for a specific two-week preliminary mission to provide prior assistance considering the impact the fire may have caused on the integrity of the security system and infrastructure. 2 AVSEC News The provision of technical assistance and training under the project prove to be extremely timely when an incident involving an IED occurred at a popular restaurant at the main Jomo Kenyatta International Airport. Such an event heightened the project team s focus to deliver highly practical technical assistance and training during the mission. Delivery of National Training Activities The following five (5) training activities were conducted in Kenya: Figure 1: Fierce fire raging JKIA. The impact of the fire required renewed strategies to address the resultant security concerns. With the evident alteration to the security infrastructure as a result of the fire, there was need for a closer scrutiny of the security system by the project team during its assessment. Subsequent to this, the team provided technical advice to the State regarding possible immediate fixes to the security infrastructure to address any security concerns. 1. Kenya Aviation Security Management & Organization This training was tailor-made for Kenya with the focus being the management and organization of aviation security. The training brought together senior management staff from the various stakeholders of the Kenyan civil aviation industry who seize this opportunity to discuss management issues and challenges faced and how to overcome those challenges. Therefore, during this preliminary mission a comprehensive assessment of AVSEC in its current state at the Jomo Kenyatta International Airport was carried out by the project team. At the end of the two-week mission, the team provided the State with an Assessment Report under confidential cover, which provided an extensive list of options, suggestions and recommendations not only to immediately address security concerns due to the state of the security infrastructure as a result of the fire but also in terms of requirements to be taken into considerations in the early planning and design of the new and upcoming airport facilities. Phase 2 Provision of Technical Assistance Kenya holds a significant place on the global security map considering the State s past security experiences regarding acts of terrorism. During the second phase of the mission to Kenya, the project team considered all the elements of the security system in order to provide sound and practical advice on how to mitigate the prevailing security risks to the aviation industry. Jomo Kenyatta International Airport ASP Workshop There was a clear focus on challenges faced at JKIA as a result of the fire incident and participants got the rare opportunity to deliberate on issues affecting their own airport which interacting with the Airport Security Programme (ASP) as amended. 3. Bomb Threat Assessment Course This was one of the most interactive and interesting course of the program. Participants were exposed to very challenging bomb threat scenarios and new techniques for bomb threat assessment. The foundation for a competent team of bomb threat assessors in Kenya was laid out! 2

Airline Security Operations Course for Non-Airline Security Staff Non-airline security staff were offered a rare opportunity to have a clear understanding of airline security operations and acquire much needed knowledge in airline security. 5. Security Risk Assessment & Crisis Management Course This course was well attended and was an eye-opener to most of the participants. What was interesting was the fact that the course was tailor-made to focus on the Kenyan situation as opposed to a generic crisis management training programme. A total of 102 persons involved in AVSEC in Kenya participated in the national training activities. On-site Mission in Uganda, the 4 th Beneficiary State under the EU/ACP ProjECT Improvement of Aviation Security in Africa Based on the detailed assessment of the Entebbe International Airport security structure, provided advisory and technical assistance services to ensure the implementation of aviation security measures compliant with ICAO Annex 17 SARPs and guidelines concerning airport access, perimeter controls; aircraft protection; baggage, cargo and mail controls; passenger checks; staff checks; local supervision as well as landside security at Entebbe. Assessment of AVSEC Measures at Entebbe International Airport The project team carried out an assessment of AVSEC security measures in force at Entebbe International Airport on 23 rd April This was done in close cooperation with UCAA representatives led by the Principal Aviation Security Inspector Mrs. Jane Nakimu who was very supportive during the entire process. This was followed by meetings with various stakeholders including the Aircraft Operators Committee (AOC), the Joint Security Operations Committee, etc. Results of the assessment supported by illustrations showing actual areas of improvement were presented to the UCAA and representatives from the various operational units including maintenance and air navigation services. This was a very lively and interactive meeting during which responsibilities for dealing with improvements were assigned and timelines for closure of various concerns raised were set. Provision of Technical Assistance Work in Uganda begun on the 22 nd April 2014 when the project team received a warm welcome from Official of the Uganda Civil Aviation Authority (UCAA). Meetings with the UCAA oversight unit led by the unit s manager Captain Samuel Madaba paved the way for the kick-off of project activities in Uganda. By the end of the ten-week mission on 27 th June 2014 the team had delivered the following: Assisted the State of Uganda with implementing its Corrective Action Plan (CAP) to improve the level of effective implementation of ICAO Annex 17 SARPs following the ICAO audit done in Figure 3: Presentation to the UCAA of the results of the AVSEC Assessment of Entebbe International Airport during which various improvement strategies were discussed and agreed upon. Provided detailed advice on how to adequately establish an effective national Aviation Security Oversight and Security Quality Assurance in a costeffective manner. 3
4 AVSEC News What did PARTICIPANTS have to say? I would like to take this opportunity to thank the CAA of Uganda, for having invited Air Uganda for the airline security operations course to which I participated as an airline representative. I extend my biggest thanks to the European Union, the African Caribbean and Pacific Group of States and IATA for organizing, funding and sending us the course instructors. Once again, round of applause for the course instructors, the objective of the course was well achieved and the methodology used to disseminate the knowledge was well researched and tailored towards meeting our needs for improvement. Magambo Ongom Vincent, Security officer / Air Uganda I would like to say that we were highly fortunate to be selected to attend the Airline Security Course. Given the circumstances we are facing and situations mainly the threat of terror within the East African Region, this kind of training means a lot to us since it has opened our minds in the course of securing our airports. Generally speaking, this was the first time some of us were hearing of certain terminologies. Nevertheless, we become familiar with them and will ultimately assist us in our daily operations at the airport. We shall impart the knowledge and skills gained in the best way we can to our colleagues who did not have this opportunity to attend. This training has given us new confidence and we promise to do some improvements where gaps exist. ASP Turinawe Gloria, Aviation Police, Entebbe International Airport Delivery of National Training Activities The project team developed a specific training programme to address Uganda s AVSEC training needs and delivered the following five (5) training activities between 2 nd and 27 th June Uganda Aviation Security Management & Organization Course Entebbe International Airport ASP Workshop Bomb Threat Assessment Course Airline Security Operations Course for Non-Airline Security Staff Security Risk Assessment & Crisis Management Course All the training courses were tailor-made to focus on the specific aviation security context in Uganda. A total of 91 persons involved in AVSEC in Uganda participated in the national training activities. 5 SUCCESSFUL REGIONAL TraiNING ACTIVITIES CARRIED OUT FOR THE ESAF STATES AT avsec TraiNING CENTRE IN NAIROBI, KENya The regional training activities for the ESAF region were conducted from 9 th June to 18 th July 2014 at the East African School of Aviation (EASA) in Nairobi, Kenya. I am humbled and very grateful to the EU for this kind gesture and we also thank ICAO for providing us with this training facility, and for their training packages as well as their Certified Instructors, whom I must state, were very exceptional. The instructors managed to bring out the confidence in us by patiently teaching us how to conduct trainings and how to apply general principles of learning and instruction, correctly conduct or present material- dependent training courses and prepare and use appropriate teaching aids. This will truly benefit not only my State of Swaziland but the continent as a whole. Inspector, Swaziland (Participant in the ICAO ASTP/ Instructors Course) I wish to lend out a hand of sincere appreciation to the IATA/AVSEC Global Limited Consortium for extending this project in the provision of consulting and training services to the ESAF region, not forgetting the European Union & European Commission in funding and supporting the cause. This project couldn t have come at a better time such as this where the region is in dire need of technical assistance in establishing suitable legislation and operational framework for aviation security at a national level, reinforcing the need of security programmes compliant with ICAO standard and recommended practices and ensuring their implementation by developing capacity of appropriately trained aviation security personnel with effective oversight over the same. Although having conducted aviation security training sessions before, I must say that the ICAO ASTP Instructors Course has been an eye opener. It has embraced general application of training principles, preparation of appropriate training aids and course material to customize course objectives with local requirements of our regions. It created an opportunity for participants to share experiences and learn different implementation strategies that have worked at the different regions represented. I can say with certainty, that the participants who have just completed this course have acquired invaluable expertise in developing, managing and instructing on training materials related to a civil aviation security training programme. I certainly I m elated with the certificate I ve received and will endeavour to utilize the knowledge and skills acquired to positions and areas that reflect the objectives of the training activities. 6 AVSEC News It was my great pleasure as a lawyer from the United Republic of Tanzania working with Tanzania Airports Authority (TAA) getting an opportunity to attend a three days workshop on the East Africa Community Regional Harmonization of Aviation Security Regulations conducted at EASA in Nairobi. Indeed, the workshop highly expounded my understanding on various aspects of regional civil aviation security harmonization; such that I became more knowledgeable on the regional harmonization issues concerning threats to civil aviation and challenges in the aviation security industry countermeasures, and critical elements of an aviation security oversight system, framework for international cooperation and common standards as well as initiatives already taken by the EAC on aviation security harmonization regionally. One interesting and encouraging experience was on the way the EU (European Union) with 28 member States managed to harmonize and successfully implement the same. It s therefore my belief that, if such significant number of member States in a Region managed to harmonize their civil aviation standards, it is as well possible for the 5 EAC member States to successfully harmonize and meet the same. Joachim E. Maambo (Advocate) Tanzania Airports Authority Tanzania, Uganda and Zambia attended the 5 courses. The conditions applied by States to nominate participants to the regional training activities were as follows: i) Each nominee must meet the prerequisites stipulated for each training activity and/or be part of the target population outlined for the respective course/workshop as provided below. ii) The nominee should currently, or will be, within the next 90 days, assigned to a position that reflects the objectives of the training activity. iii) The nominee attends the training activity nominated for during the entire event to qualify for a certificate. iv) All courses shall be conducted in English and therefore the candidates should have a good oral and written command of the language. On-site Mission in Mauritius, the 5 th Beneficiary State under the EU/ACP ProjECT Improvement of Aviation Security in Africa As the aviation industry in East Africa continues to grow rapidly and expand its routes globally, it is very important for each East Africa State to establish or maintain an aviation security oversight system that meets international quality control standards. The National Inspectors Course is one way towards meeting this goal and it has been a great opportunity for me to attend this training at EASA in Nairobi under EU/ACP. Within just a matter of one week period, the course has enriched me with a tremendous amount of knowledge regarding the AVSEC quality control. Dany Gatsinzi, Operations Officer, RCAA, Rwanda Provision of Technical Assistance Work in the Republic of Mauritius begun on Monday 4th August 2014 when the project team held an initial contact meeting with the management team of the Department of Civil Aviation led by the Acting Director of Civil Aviation Mr. Iswarduth Pokhun for the purposes of providing an overview of the scope of the project and introduce the team members to the DCA, to explain the work methodology and agree on the approach to be taken during the 10-week on-site mission. This meeting kicked-off the technical assistance and national training activities to be delivered by the Project team including: Assistance with implementing the AVSEC Corrective Action Plan (CAP) to improve the level of effective implementation of ICAO Annex 17 SARPs following the ICAO USAP audit of
7 Provision of advice on how to establish an effective national Aviation Security Oversight and Quality Assurance System in a cost-effective manner. Provision of a detailed assessment of the SSR International Airport AVSEC organization, system and infrastructure and subsequent technical assistance to facilitate the implementation of aviation security measures compliant with ICAO Annex 17 SARPs and guidelines concerning airport access, perimeter controls; aircraft protection; baggage, cargo and mail controls; passenger checks; staff checks; local supervision as well as landside security. Review and enhancement of the national AVSEC programmes in view of establishing a well-documented AVSEC system in Mauritius. IATA/AVSEC Global Team visits the PS Prime Minister s Office (Internal Communications) at Port Louis, Mauritius The Project Team held a meeting with the Permanent Secretary of the Prime Minister s Office (External Communications) in the city of Port Louis, Mauritius on Tuesday 5th August The purpose of the meeting was to provide an overview of the scope of the project and to explain the work methodology to be employed during the ten-week mission in Mauritius Figure 5: The Acting Director of the Department of Civil Aviation of Mauritius chairs the initial contact meeting with the Project Team Members. NEWS Project team visits CASSOA Headquarters in Entebbe, Uganda On 5 th April 2014, the Project Team visited the CASSOA Headquarters in Entebbe, Uganda to: The PS expressed his trust that the mission will be successful in meeting its objectives and that the subsequent outcome will be the strengthening of the AVSEC system in Mauritius. He appreciated that the dynamic nature of aviation security globally required a dynamic approach by States and that the project s activities in Mauritius were highly appreciated. He also mentioned he trusted that the training to be delivered based on prior assessment will benefit the State through capacity building. To discuss with CASSOA the activities conducted so far by the project team. To discuss the planned regional workshop on the harmonization of the regulations to be held at EASA in Nairobi in June-July To seek approval for the use of CASSOA templates and any other relevant material during the workshop. 8 AVSEC News IATA/AVSEC Global Team holds a consultative meeting with the CEO of Airports of Mauritius Limited at SSR Airport, Mauritius The IATA/AVSEC Global Project Team held a consultative meeting with the CEO of Airports of Mauritius Limited (AML), the company that manages the SSR airport on 13 th August The objective of the meeting was to introduce the Project Team and present to the CEO of AML an overview of the scope of the project and to explain the work methodology to be employed during the ten-week mission in Mauritius. He was optimistic that improvement will be achieved and wished the project team well in its mission in Mauritius. NEXT STEPS Technical Assistance & Training Activities in Cameroon Figure 7: The CEO of aml Mr. Serge Petit (centre) in consultative discussion with the IATA/avSEC Global Project Team in his office. The meeting was also meant to get the views and input of the airport operator from a strategic point of view and explain the observations made so far especially where the airport operator was required to be involved in terms of implementation of security measures at SSRIA. During the meeting, issues ranging from ground security operations, facilitation, infrastructural design and training were discussed. Mr. Petit assured the team that he was committed to ensuring that all the issues raised by the project team during the meeting would be addressed including taking them up with the relevant authorities at high level within and outside the airport level. He thanked the team for the support to the State of Mauritius and expressed his desire to have a high-level The Project Team is scheduled to report to Yaoundé in Cameroon on 20 th October 2014 to conduct a 10-week on-site mission during which it will work with the Cameroon Civil Aviation Authority to provide technical assistance and national training activities aimed at enhancing the State s compliance with ICAO Annex 17 SARPs and build capacity in the implementation of effective AVSEC operational and oversight measures.
