1 EL PASO COMMUNITY COLLEGE DIVERSITY PROGRAMS HISPANIC HERITAGE COMMITTEE MINUTES Friday, June 20, 2014 ASC Room A201 3:00 p.m. Meeting called by Doroteo Franco, Assistant Director for Diversity Programs. Members present: Olga Chavez, Doroteo Franco, Jaime Aragon, Michael Thornton, Rebekah Bell, Pat Acosta, Sasha Gonzalez (guest), Elvira Carrizal-Dukes, Mayela Farah, and Jorge Gomez. I. Call to order - Doroteo Franco welcomed everyone and called the meeting to order at 3:09 p.m. II. Approval of May 9, 2014 minutes Committee members reviewed May 9, 2014 meeting minutes. Rebekah Bell made a motion to approve the minutes and Jaime Aragon seconded the motion. All in favor and May 9, 2014 minutes were approved as submitted. III. Subcommittee Reports a. Theme Image Olga Chavez: After discussion with Gabriel Gaytan, art piece will be ready the end of July or first part of August. Art piece will be displayed on the downtown exit billboard. If it is not ready for display on the billboard, it will be for all other publications. b. Panels Discussions Panel 1, September 15, Chicano Literature Panel Doroteo Franco: Sergio Troncoso is very enthusiastic to participate. Yasmin Ramirez, Tim Z. Hernandez, Daniel Chacon, and Roberto Santos have agreed and are confirmed to participate. Charlie Miller recommended Minerva Laveaga as the moderator. Minerva has scheduled each participant to read their work for five minutes, twenty-five minutes to tell the audience about themselves, then the discussion, for an hour and a half total. Writers will have an opportunity to show their work. Panel 2, September 22, Immigration Panel Angela Kocherga will be the moderator for this panel and will feature the House Bill regarding border enforcement proposed by Congressman Beto O Rourke. 2 Rodriguez will send a representative. Chief Border Patrol Agent Scott Luck s representative, Agent Ramiro Cordero, has confirmed his participation if Agent Luck is unable to participate. Veronica Escobar has not yet responded and Mayor Oscar Leeser will be out-of-town that week. Pat Acosta recommended immigration attorneys Carlos Spector, Ms. Walker, or Ruben Garcia, with the Annunciation House, in case Veronica Escobar is unable to attend. Rebekah Bell: Ruben Garcia from a non-profit organization would bring a different perspective. Elvira Carrizal-Dukes: suggested State Representative Marisa Marquez who services on the U.S. Customs & Border Protection Diversity Inclusion Committee. Panel 3, September 29, Education - focus on the future. Dr. William Serrata, EPCC President, Juan Cabrera, El Paso Independent School District, Dr. Jose Espinoza, Socorro Independent School District, and Dr. Pedro Galaviz, Canutillo Independent School District are confirmed for Panel 3. Dr. Carina Ramirez will serve as moderator. Committee members recommended inviting the superintendent for Ysleta Independent School District to serve on the panel and possibly inviting Fabens and Clint school districts as a courtesy to have them serve as a presence and highlight points from their respective districts. Doroteo Franco: The first hour of the panel will feature the superintendents, and the second hour will feature a youth panel from the school districts. The students will present their reaction/comments to the superintendents presentation. The students will be those from the schools leadership, i.e., debate club. They will prepare ahead of time and will be provided with talking points. Doroteo will check with Dr. Ramirez to determine if this format is manageable. Elvira Carrizal-Dukes: volunteered to contact the high schools to identify students. She will ensure Dr. Ramirez is included in the process. Keith Townsend, EPCC debate team, has connections with the high schools. Elvira will touch base with Dr. Ramirez to ask Mr. Townsend about contacting the schools. 3 Doroteo Franco: Dominic Pagano, technical director for the Drama department, may be able to help in this area. Panel 4, October 1, Borderland Economic Issues Mayor Leeser is tentative pending scheduling. Doroteo will follow up next week with Rolando Pablos, CEO of Borderplex Alliance, which helps businesses get started and succeed in El Paso, and Cindy Ramos-Davidson, CEO/Hispanic Chamber of Commerce, to see if they will participate. The recommended moderator for this panel is Roberto Tinajero with UTEP s Institute for Policy and Economic Development (IPED), a research facility for economic development and policy issues in the Paso del Norte region and along the U.S.-Mexico border. Olga Chavez recommended Laura Urribarri, Assistant Dean for the MBA program at UTEP. Theme on Bridging: the second part of the economic development panel would be made up of guest speakers, Jacob Prado, Mexican Consulate, and Juarez Mayor Enrique Serrano Escobar, who would provide a perspective on how the Mexican economy is affected. The length of panels depends on the interaction. The moderator is crucial in the flow of the panel discussion. Rebekah Bell: suggested starting with a guest speaker first then presenting the panel. Students may welcome the opportunity to hear the Juarez mayor speak. Pat Acosta: Sergio Cabada, Canal 44, would make an excellent guest speaker if the mayor of Juarez is not available. It would provide an opportunity for the mayor to encourage El Pasoans to return to Cd. Juarez. Jaime Aragon: will contact the El Paso mayor and Mexican Consulate to invite the Juarez mayor on behalf of EPCC. Pat Acosta: success of programs is due to inclusiveness. Guest, Sasha Gonzalez: suggestion to include the Ysleta ISD dual language programs. c. Mentor Selection Mentor s Dinner Wednesday, October 8, 2014 O. Chavez: Angela Kocherga may be able to assist in making contact with San Antonio Mayor Julian Castro and/or Senator Joaquin Castro. Neither has confirmed, however, they have been contacted. Liz Chavez recommended Henry Cisneros, however, Olga wants to focus on Mayor Castro and Senator Castro as Z:\Diversity Programs\EVENTS\Hispanic Heritage\2014\Meetings\Minutes\Minutes_ doc (8/6/2014) Page 3

4 they will draw attendance. An idea is to invite Ms. Castro who will bring her sons, which will help to draw and market the dinner. Committee members liked the idea of including Ms. Castro in the celebration. A recommendation was made to honor the mother and bring her sons as surprise guests. Olga asked committee members to help in connecting with Ms. Castro. Maria del Rosario (Rosie) Castro is a political activist and possibly Dolores Huerta may be able to assist in contacting her. Laura Urribarri, an alumnus of Stanford, may also be helpful in contacting the Castros. d. Literature Readings Jorge Gomez: Kathleen Bombach does not, at this time, have any updates. Students may sign up to read Chicano-related literature. Readings will be scheduled during the week-day and during class time at each of the campuses. Olga Chavez asked if it is possible to obtain a schedule to include in the program. Program scheduled around the noon hour may be titled Lunch and Literature. Doroteo Franco: drama students may piggyback while students read. Idea will be presented to Kathleen Bombach. Elvira Carrizal-Dukes: student readings could be videotaped and posted to the EPCC and Diversity Program Facebook/website. She can have some of her students film the readings. Doroteo Franco: Provide dates and times and Pat Islas, Rio Grande Campus Speech instructor, will have students assist. e. Sponsorship - Olga Chavez: thirty to thirty-five letters were sent to current and new sponsors. Approximately $4000 has been donated, two companies have donated inkind items, Southwest Airlines donated tickets for two, and $10,000 are allocated from President Serrata. f. Program Olga Chavez will see which television station will participate in marketing the Celebration. Elvira Carrizal-Dukes suggested that maybe the Mass Communications Department may be helpful. Doroteo Franco will make contacts and set up a meeting to determine the steps needed to make this happen. Faculty Development has been a very successful vehicle in marketing. Pat Acosta will speak to her contact from the El Paso Times. A recommendation was made to take out an ad with the Chihuahuas ball club. Part of the marketing effort is to encourage Z:\Diversity Programs\EVENTS\Hispanic Heritage\2014\Meetings\Minutes\Minutes_ doc (8/6/2014) Page 4

5 instructors to have their entire classes participate. The Diversity Programs office will send a sponsorship packet to anybody who would like to contribute in-kind gifts/items. Jaime Aragon: external marketing is crucial. There are many companies that have come to El Paso that need to be approached. g. Student Participation/Marketing - Alex Hernandez s subcommittee will meet next week and will brief us at the next meeting. Question: combine student participation and marketing? Doroteo Franco will contact Alex Hernandez and present this idea to him. Rebekah Bell: asked to differentiate between internal and external marketing. Doroteo Franco: can t get to stream footage from EPCC T.V. station. Olga Chavez: need to meet individually to discuss equipment needs, cost, set-up, volunteers, etc. to iron out the details. Elvira Carrizal-Dukes: ten installations were presented and they were very successful, as well as the Tejano Film Festival. All the campuses participated and all equipment needs were met. Artwork will be Michael Thornton s art students project and media presentation will be Elvira s students project. Michael Thornton: art students are working on the art presentation for the foyer. Jaime Aragon: asked about Alfredo Corchado s presentation. Elvira Carrizal-Dukes advised the event was successful. She did not approach Mr. Corchado about participating in the Hispanic Heritage Celebration. New Mexico Governor Susana Martinez has not been approached to be the keynote speaker as Olga Chavez is concentrating her efforts on the Castro brothers. IV. New Business Next meeting is Wednesday, July 23, Committee meetings have been rescheduled from Fridays to Wednesdays. V. Mayela Farah: suggested a pyramid (constructed from foam) instead of flower arrangements as decoration for the Mentor s Dinner. VI.
