3 Low Emission Capacity Building (LECB) Project Implemented by NRE; supported by UNDP; Objectives To enhance national capacity for GHG inventory system Outcomes Enhanced national GHG Inventory System Outputs 1.1 Institutional framework on GHG inventory is strengthened. 1.2 Tools are identified & training in use of the tools is conducted. To prepare the country in the uptake of NAMAs NAMAs in main industrial GHG emitting sectors National & sectoral MRV systems 2.1 Implementation framework for NAMAs is established. 2.2 Pilot NAMAs in the main GHG emission sectors are prioritised. 2.3 Approaches & tools to intensify NAMA are developed. 3.1 MRV systems are designed for the main GHG emitting sectors.

5 Nationally Appropriate Mitigation Actions (NAMAs) The term was first used in the Bali Action Plan (UN Climate Change Conference 2007); however a final definition of NAMAs has not been concluded under the UNFCCC. Country-led mitigation actions based on its national circumstances and priority Reduce GHG emissions or enhance sequestration Support sustainable development Why pursuing NAMAs now? Registration at the UNFCCC registry for NAMA Financing resources: enhance readiness (capacity building & identify opportunity) quick funding opportunities for implementation (while awaiting UNFCCC negotiation) 5

6 Bottom-up Categorising NAMAs Top-down 1. Goals: Economy-wide or sectoral goals that are expressed with target in absolute reduction, BAU deviation or intensity. 2. Policy/Strategy/Plan: Comprehensive long term plan designed to achieve a common objective or goal. 3. Programme/Measure: Government led initiatives to be implemented through policy instruments. 4. Project: Localised capital investment for lowemission technology, infrastructure or machinery in a specified location. 6

7 Types of NAMAs Domestically supported NAMAs Mitigation actions occur with domestic resources, mostly by the public sector. Internationally supported NAMAs Mitigation actions implemented with international financing resources by leveraging domestic investments. 8 Potential Fund The NAMA Facility Jointly provided by Germany and the UK; announced at COP 18 in Doha 2012 Support to developing countries for the implementation of parts of their NAMAs through the provision of financial support and technical cooperation instruments. First Call for Projects (Jul Sep 2013), total Euro 50 million 47 proposals 4 selected Second Call for Projects (14 Apr 15 Jul 2014), total Euro 50 million Project duration: 3 5 years; Financing volume: EUR 5 15 million per project Mode of project selection: open, competitive call for NAMA Support Project Outlines, evaluation against general eligibility, ambition and feasibility criteria 8

Sectoral assessment for NAMA potential and proposal? a) Examine relevant GT initiatives in national plans and policies for potential implementation as NAMAs. b) Assess barriers and enabling environments for NAMA implementation. c) Determine methods, mechanisms and instruments for preparing and implementing NAMAs. d) Delineate approaches in leveraging NAMAs for mobilising domestic resources and sustainable contribution to GHG emissions reduction of the sector. e) Estimate costs of implementation and determine financial strategy. f) Develop NAMA proposal(s). 3. 13 Low Emission Capacity Building (LECB) Project The LECB Project aims to assist Malaysia in enhancing national greenhouse gas (GHG) inventory systems, promoting the uptake of nationally appropriate mitigation actions (NAMA) as well as designing measurement, reporting, and verification (MRV) framework that ultimately serves national priorities for low emission development strategy. The UNDP LECB Programme is supported through contributions by the European Commission, the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, and the Government of Australia.
