12 12 Working groups for new and linked ET systems Working groups play a pivotal role before, during and long after the design of an ETS or the linking of two or more ET systems The EU ETS has been in operation for nearly 10 years. Although the EU ETS is not a linkage of ET systems it does bring together EU Member States (28) and 3 EEA-EFTA countries that have: Distinct legal frameworks Separate institutional set-ups Historically interpreted the EU guidelines / regulations differently Further harmonisation is still being sought today Experience in the EU ETS has shown that quality assurance / quality control of an ETS or linked ET systems is an continuing task long after inception
