5 Doelstelling: to gather knowledge on effective speed management measures through road works zones to develop harmonised best practice guidelines A review of existing literature review, gathering national expertise, and practitioners, and stakeholder consultations will lead to recommendations as to how to effectively manage speed through road works zones, in terms of Engineering, design, and conspicuity of road works, Enforcement and driver Education/information 5

9 WP 1: Main Objectives: - Provide communication and administration program for project and report progress to PEB (= Programme Executive Board) FEHRL Support for Webpage and Brochures (Forum of European National Highway Research Laboratories) Duration: 24 months 9
10 WP 2: WP 2 activities: Review of Guidelines and criteria for setting the most appropriate speed in work zones Review of available literature regarding methods used to manage and control the speed of vehicles in road work zones Review of graduated fixed penalties for speeding at road work zones applications Duration: 8 Months 10
11 WP 2: ASAP Team has collected over 250 publications covering research articles, national guidelines, best practice Documents collected Literature organised by subject, country, etc. Guidelines for primary European countries identified Information from USA identified Contact with important US experts underway 11
12 WP 3: WP 3 Activities: Gather existing speeds through road works in different types of temporary traffic management layouts in the different European countries Compare available speed data to results from the state of the art (WP2) to identify how well different techniques work (enforcement, layout, etc.) and their benefits Recommendations from existing guidelines and known data will be documented and reported for subsequent use in the project. 14 WP 4: WP 4 Activities: (start 2014) Create a strategy and priority list for the different parameters and issues necessary for developing speed management plans for work zones Showcase some low cost speed management measures (good practices from WP2 & WP3) in the driver information/warning/ "preventive" enforcement field (on-site; in real traffic and road work situation in CZ) to deliver Practical recommendations & fill in eventual knowledge gaps. Organise a consultation of the stakeholders to assess the first stage of recommendations delivered during the first steps of WP5 Duration: 8 Months 15
15 WP 5: WP 5 Activities (start 2014) Gather the results from WP2 WP4 and priorities developed in WP4 to develop the structure for the guidelines Produce a final report using the structure developed with stakeholder input and results of WP2, WP3, and WP4 to finalize a speed management guidelines document. The final document will be provided in an early draft phase to the PEB to ensure the project deliverables meet the stakeholder needs 16
