2 WHY ECOSTARS? ECOSTARS will achieve a reduction in the energy used by commercial and passenger transport fleets through the increased adoption of fuel efficiency measures. This will achieve benefits for participants in more efficient operations and reduced fuel costs, with the benefits of reduced carbon production and improved local air quality for all citizens. ECOSTARS will enable both the promotion of best practice in fleet operations and improved engagement between local/regional governments and private fleet operators.

3 ECOSTARS FOR MUNICIPALITIES The original ECOSTARS scheme was established in South Yorkshire in 2009 as part of a regional Air Quality Initiative. As heavy industry in South Yorkshire declined, the impact of road transport on local air quality had increased, with commercial vehicles now making a significant contribution to local emissions, in terms of pollutants and greenhouse gases. A local ECOSTARS scheme provides: a means of engagement with operators of commercial goods and passenger transport vehicle fleets; assistance to road operators by encouraging them to invest in and improve their fleet environmental performance on an ongoing basis; public recognition for operators of commercial vehicles who are active in taking steps to improve efficiency, reduce fuel consumption and reduce their impact on local air quality. As a result of the scheme, citizens in South Yorkshire have benefited from improvements in cleaner vehicles and operational process through reduced air quality emissions, and as a result of reduced fuel use, carbon emissions. 4 ECOSTARS FOR FLEET OPERATORS Local ECOSTAR schemes are open to all operators of commercial goods (van and truck) and passenger (bus, coach and minibus) vehicle fleets. These can range from small independent trucks through to public sector fleets or national and international operators. Operators need to be based in, or operate a number of vehicles within the area coverage of the local scheme. Benefits to operators include: free advice as to how operational efficiency can be improved; reduced fuel use (and associated costs), subject to the nature of improvements; recognition for exhibiting best practice in vehicle and fleet management, having a profile posted on the local scheme website, newsletters, press releases and conferences; marketing and promotional activities raising the profile of participating operators as an environmentally responsible service provider. 5 DEVELOPING COMMON SCHEME STANDARDS ACROSS EUROPE ECOSTARS Europe supports energy efficient, cleaner goods and passenger vehicle movements. A number of schemes will be established in European cities and regions, which will provide recognition, guidance and advice to both private and public sector fleet operators to ensure that their vehicle operations are running as energy-efficiently as possible. ECOSTARS schemes will be developed with common scheme standards. All schemes will provide recognition to fleet operators for efficient vehicles and operational processes with a simple star rating awarded to each operator. Based on the star rating, free advice and guidance will be provided on how operators can improve their rating and operational efficiencies. The local schemes will also be able to benefit from a European wide Reference Group to inform the development of the project, which will include key trade associations and other strategic stakeholders. ECOSTARS Europe is a 3 year project funded by the Intelligent Energy Europe (IEE) II Programme for The project falls under the Energy Efficient Transport Key Action for the 2010 STEER (Sustainable Transport and Energy Efficient Resources). The project commenced in June 2011 and is due to finish in May 2014.
