Students will be enrolled and study at both Cornerstone campuses, located in Fujairah and Ras Al Khaimah, UAE. Supported Distance Learning: UoW staff will deliver a two day master class at the start of each module, with support from Cornerstone staff. All other teaching material will be provided by UoW and delivered on-line. Resource visit undertaken on 28 th and 29 th July (Note: this only applies to courses where collaborative provision has been considered. Please state NONE if not applicable). General comments on the process (such as the nature of student/employer/industry engagement) The approval of Cornerstone College of International Studies to offer the University of Wolverhampton validated course of Master of Business Administration (MBA) was undertaken during a visit on 28th and 29 th July During the visit, staff from UoW and an external subject specialist met with the Director of Cornerstone College, teaching staff and support staff that will be involved with the MBA. The panel were unable to meet with any current students as the visit was made during the Religious festival time of Ramadan and students were on vacation. However, the college provided the panel with a selection of student feedback via module evaluation forms. A tour of the teaching accommodation at both Fujairah and Ras Al Khaimah was made to evaluate the suitability of the facilities to support delivery of the course. The findings from this visit are appended to this Process record (Appendix 3). This course will be offered as a progression route for students successfully completing the Edexcel Level in Strategic Management and Leadership. Students will be accepted on to the MBA course with Advanced Standing and will study only 0 credits at level, including the dissertation. The diploma course has been mapped onto the MBA and a copy of the mapping document is appended to this Process Record (Appendix 2). Original legal documents recording this change were inspected by the panel and copies were obtained for forwarding to the International Centre for e the partnership agreement to be updated. 9 What arrangements are in place for student assessment in terms of moderation, subject & award boards? How will students be made aware of regulations relating to academic misconduct? The arrangements for student assessment will mirror those arrangements in place for the home delivery of the course. Marking of student assessments will be undertaken by partner staff, with 0% second marking carried out by UWBS staff. Moderation will be done internally by UWBS staff and externally by the external examiner. Module results will be submitted to UWBS Module Results Board held in the UK, with conferment of awards made by the TNE Board. Comment on teaching accommodation and facilities. Students will be made aware of University Regulations and Policies in a University produced Course Guide and also through induction sessions. Students will also have access to the University web site where this information is available. The panel made a resource visit to both campuses and found the teaching accommodation to be satisfactory at each location. Fujairah 3 classrooms equipped with hostess chairs, with full width tables, each room seating 20 students. All rooms have projection screens that can be connected to IT equipment. STUDENT SUPPORT & GUIDANCE Comment on arrangements for student support. Comment on any issues arising from students being recruited outside the partner institution. Ras Al Khaimah three classrooms equipped with hostess chairs, with full width tables, two of which rooms seat 30 students. All rooms had AV facilities. On current courses offered by Cornerstone, academic support is provided by the course tutor. The student profile of those currently studying on the Edexcel level Strategic Management and Leadership course was advised as: average age group UAE nationals 60-0%, remainder are international students from Sudan, India etc. The panel asked about the English proficiency of the students and what support was available for those that had difficulties with their course. They were informed that students were interviewed prior to being accepted on the course and their English skills were evaluated in this process. If a student was found to have problems after they had commenced study, then they were supported by the tutor. Page 9 of 19

Their courses are advertised in newspapers, on the local radio and via screens in the shopping malls. In addition Directors of the college, who work in industry, promote the college courses in their workplace. No social spaces were observed at either location. However, the majority of the students studying at Cornerstone are in full time employment and attend part-time. Furthermore, the MBA is in the main to be delivered by distance learning and there will be minimal requirement for students to attend the college. Other than the Master classes, all materials will be delivered on-line by UoW and students will have access to UoW electronic books and journals. The panel were advised that some copies of key texts had been purchased and these would be delivered to the college shortly. Other books and journals to support the course would be available on-line through UoW electronic resources. Students will have access to UoW electronic journal stock. The majority of books observed in the library were in English language. During college opening hours. Students and staff will be made aware of UoW electronic resources during induction sessions. Not applicable. Students will have access to UoW book and journal stock via on-line resources. No specialist software is required for the MBA. During the tour of teaching accommodation, the panel noted that AV facilities were available in all class rooms. In addition one class room on each site was equipped with PCs for both teaching and student use. No student printing facilities were observed during the visit. However this is not a requirement for the MBA, as assignments will be submitted on-line. Page of 19

The panel tested the availability and speed of the internet at both locations and found it to be satisfactory. The MBA will be offered as supported distance learning with the learning material delivered on-line. Therefore it is the expectation that students will have access to their own personal PC/laptop. During the tour of facilities, the panel noted that there were PCs available for student use at both locations. The panel tested the availability and speed of connection to the University on-line systems at both Cornerstone locations and found this to be satisfactory. A test was also made of connectivity to SKYPE and this was similarly found to be satisfactory. The MBA will be delivered by supported distance learning and the expectation is that students will provide their own PC/laptop to engage with the learning materials. However, Cornerstone have a small team of technical support staff that maintain the IT equipment on campus and could assist students with their own computer problems Cornerstone have a small team of technical support people based at their campus at Ras Al Khaimah Note: The panel recommended that Cornerstone should consider the creation of a generic address for students to obtain support from the IT staff during the duration of their studies Not applicable. The MBA programme considered for approval is an online distance learning mode of delivery and it is the expectation that students will provide their own PC/laptop to engage with the learning materials. A course administrator will be appointed by both institutions and named in the MoC and Course Guide. The panel were not made aware of any formal E&D policy. However, it was noted that in both locations there were elevators that students with disabilities could use to access the college, as the teaching space was not on the ground floor. Also, the panel were advised that if the college was made aware of any special needs during the application interview, then they would endeavour to accommodate these. Page 11 of 19

12 Comment on the experience of HE level programmes and of collaboration with other overseas universities How are staff and student views fed into the programme annual monitoring? Cornerstone has experience of working with other HE institutions, notably: Shobht University, India Banasthali University, India Cyprus Institute of Marketing. They also offer Edexcel courses at levels 4 5 in Business and Computing and level in Strategic Management and Leadership. Students are required to complete a module evaluation form at the end of each module. This is used to monitor the effective running of the course to which it contributes. Note: The panel recommended that Cornerstone adopt the UoW process of electing student representatives to participate in regular, timetabled course committees. These meetings should take place in country, at least twice per academic year to review both the strategic and operational aspects of the course. Representatives of the student body would be invited to attend these meetings and the minutes submitted to the University for inclusion in the Course Journal and Continuous Monitoring Report. What arrangements are planned to ensure the effectiveness of the links between the two Universities? There will be named personnel in both institutions with responsibility to ensure the effective operation of the course. These people and their individual roles will be identified in the Memorandum of Co-operation (MoC) and within the Course Guide. Note: The panel recommended that Cornerstone appoint only one named person as Course Leader and one named person as Course Administrator and that these individuals act as the main point of contact with University of Wolverhampton staff, for both the Fujairah and Ras Al Khamah sites. STAFFING Which local staff will be supporting this programme and what are their roles? Comment on the current experience of staff in teaching on HE level programmes in the same or similar field of study? There will be a named Course Manager and Course Administrator in both institutions to support the effective running of the course. These members of staff and details of their roles will be identified in the MoC and Course Guide. The panel met with two local tutors who will be supporting the course in-country. The English language skills and subject expertise demonstrated by these tutors led the panel to conclude that they were more than adequately qualified to teach on this programme. Page 12 of 19

13 Comment on the opportunities for staff development for UW and overseas staff. What staff development activities have staff engaged in over the past 12 months, which relate to this programme? What steps have been taken to prepare the local administrative team and tutors for delivery of the programme? Comment on the English Language competence of local tutors and evidence of IELTS 6.5 or equivalent For postgraduate awards, comment on resources to support the provision of study skills and English language support for students admitted with a score of no higher than IELTS 6.0. Comment on any issues raised by ADP / OSP for specific attention. Other UWBS academic staff will have full control of the teaching in the first cohort of students and Cornerstone staff will be supporting them as part of staff development. During discussions with the local tutors the panel were informed of their research activities, including their attendance at national and international seminars and the publication of research papers. A staff induction programme for both Cornerstone teaching and administrative staff will be conducted by UWBS course leader before the course commences. This will be done initially through SKYPE and followed up with face-to-face sessions during a visit to Cornerstone. The panel met with two of the local tutors supporting the programme and their English language skills were found to be more than adequate. Students will have access to on-line study skills provided by UoW Support for English Language Skills will be provided by Cornerstone tutors. Closed out prior to resource visit. 14 Appendix 4 UNIVERSITY QUALITY COMMITTEE VALIDATION PANEL, 2012/13 Meeting held on 28 th and 29 th July 2013 at Cornerstone College of International Studies, Fujairah and Ras Al Khaimah, UAE to consider the approval of Cornerstone College of International Studies to offer the University of Wolverhampton validated course of Master of Business Administration (MBA). : Outcome The University Validation Panel unanimously approved Cornerstone College of International Studies to offer the validated course and recommended an approval period of six years (2018/19), or until the next review of the home provision. This approval was given subject to compliance with the following condition: The college will undertake to adopt the University of Wolverhampton procedure of electing student representatives to participate in regular, timetabled course committees. These meetings are to take place at least twice per academic year and will be attended, where possible, by UWBS staff. The formal minutes from these meetings will be forwarded to UWBS for inclusion in the Course Journal. Recommendations Cornerstone to appoint one named person as Course Leader and one named person as Course Administrator to be the main point of contact with University of Wolverhampton staff, for both the Fujairah and Ras Al Khamah campuses. Cornerstone is asked to consider the creation of a generic address for students to obtain IT support during their studies. General Comments This visit took place over a period of 2 days at the two campus venues of Cornerstone (College) School of International Studies. The designation of School to College had recently been approved by the Ministry of Education in the UAE and re-branding and marketing the new name were waiting confirmation of a satisfactory validation event. The College is run by Dr Dinesh Kumar Dhamija who was very much the hands on operational and financial managing director of the School. Over the dates of the visit (Sunday, 28 th July to Monday, 29 th July) the team had the opportunity to inspect the College s facilities at Ras Al Khaimah and Fujairah. Given that this validation of the WBS MBA programme is focused on distance learning, these venues do not assume as significant a role as for taught programmes. Nonetheless the venues were clean, modern in design with adequate facilities for the delivery of materials to students over the proposed master classes scheduled as part of the programme. Crucially at both occasions the IT systems were tested and compatibility and access to the WBS WOLF system was demonstrated at both venues. In addition the members of staff who were going to participate in the programme demonstrated a high capability and were more than adequately qualified to teach on such a programme. Overall the business model for success of the programme appeared sound with a good relationship developing between Dr Dhamija and the course leader/ proposer Dr Gurmak Singh. The event of the two days was well chaired by Dr Alison Felce who worked well with Ms Janice Stanton (Quality Officer) in reviewing student documentation and asking pertinent questions of Dr Dhamija. Overall I was most impressed with the quality of materials online that WBS staff had developed and I would anticipate that the new programme will be successful. For the provision included in the above process record, I can confirm that academic standards are set at the appropriate levels and that the course structure, content and available resources are such that standards can be met. Furthermore the provision has benefitted from external views during the planning and development process. Page 16 of 19

Process Record Reference Number 226 For the provision included in the above process record, I can confirm that due process has been carried out the provision conforms to relevant regulatory requirements the provision conforms to relevant external requirements the provision has benefited from external views during the approval process. General Comments Dr Dhamija was an excellent host to the validation team and ensured that the resource and premises visits were conducted efficiently. All requests for information and meetings with staff were met, with the exception of students, as noted above due to the visit taking place within Ramadan. Dr Dhamija also arranged for the team to meet with some of the sponsors / supporters of the College with whom discussions proved that there is likely to be a market within the UAE for this course. Prof Barton, Mr Singh and Ms Stanton performed their respective roles to an excellent standard and asked pertinent questions at appropriate times to ensure the relevant aspects of the partner s provision were fully assessed for the purposes of the event. The validation visit followed visits by other members of the University where discussions on potential arrangements had been discussed. It was clear that Cornerstone did not initially understand the delivery model for the OL DL MBA course and thought that they would be delivering this as a traditional taught module. This misunderstanding was cleared up. However I recommend that the subject team are involved in discussions with the partner much earlier in the process than occurred in this instance to ensure that such misunderstandings can, as far as possible, be avoided in future.
