2 The Validation Panel is aware that the University Quality Enhancement Committee reserves the right to review all decisions made by the University Quality Panel/School Quality Enhancement Committee, to ratify approvals and to follow up on any issues identified in the AAR as the Committee sees fit. DATE OF THE NEXT REVIEW The next review of HNC in Civil Engineering Studies in collaboration with South Birmingham College is scheduled to take place by the end of the academic year. Summary of process: Date Activity See appendix 8 May 2008 Approval of proposal by PASC No appendix 21 July 2008 Initial Planning Meeting with Chair of Validation Panel and Minutes available on request 22 August 2008 Resource visit to South Birmingham College Appendix 1 Academic Approval Record Summary of findings The HNC in Civil Engineering studies was revalidated as part of the recent revalidation of SEBE's undergraduate portfolio. The programme is currently delivered by SEBE and UQP was asked to validate delivery of the pathway in collaboration with South Birmingham College. SEBE had no previous links with South Birmingham, but the College is involved in collaborative delivery with other Schools in the University. The proposal is a promising new collaboration for the University and the College, well-matched to training needs in the Region, with good possibilities for recruitment. The Panel concluded that the teaching accommodation and facilities were impressive and staff development programme and plans for additional facilities well thought-out. The Validation Panel approved the pathway. Professional, Statutory, Regulatory Body (PSRB) Involvement None Collaborative Arrangements The University will retain ownership of the award and modules and will be responsible for the quality management, including preparing course and module information and assessment tasks. The delivery of the award will be undertaken at South Birmingham College by College staff. All work will be internally moderated by SEBE staff and the course will be monitored through the School's SQEC in line with normal School practice and procedures for SEBE owned courses. 5 Appendix 1 Resource visit for delivery of HNC in Civil Engineering Studies, South Birmingham College, Friday 22 August, 2008 at 2pm Visiting panel: Jocelyn Granger (LIS), Claire Jolin (External Adviser, SAD), Kevin Magill (Chair). Proposing team: Phil Harris (Key proposer, SEBE), Naz Kahn (Assistant Principal, South Birmingham College), Phil Hunt (South Birmingham College) Following introductions and agreement of agenda, the team visited the library, resource room and several of the teaching areas. Discussion with proposing team: Library and learning resources: It was noted that the College Librarian needed to have an understanding of University procedures, e.g. checking module guide reading lists. A full set of module guides to be provided. Appropriate training will be arranged under the staff development programme. To be arranged under staff development programme. Rights of access to University facilities will be explained to students during the dual induction process IT facilities: It was confirmed that students will be able to access all materials available through WOLF. Use of both WOLF and Moodle VLE used by College. The Panel was satisfied that the IT facilities at the College would be sufficient as, in addition to the PCs in the Resource Room, wireless access is to be developed. Many of the students will use their own laptops. Staffing: The Panel asked if staff capacity was sufficient, allowing adequate time for staff development, given there were seven new modules to be delivered. The Proposing Team confirmed that a twelve month staff development programme was in place. A bid has been made to LLN, which will include funds for VL cover, for which SEBE doctoral students can be drawn on. CPD modules will be listed in booklets that SEBE will circulate to all partner colleges. Three new members of staff have been appointed, who will be enrolled on PGCHE following the first year, which will be focussed on acquiring teaching experience. Time for both College and University staff for intersite travel needs to be taken into account when planning the timetable for staff development activity. Teaching: It was noted that one member of team has sufficient expertise for delivery of law module. The range and delivery of weekly modules topics will be determined by College staff. It was confirmed that module outcomes and assessments will follow those given in the University's MSTs. Page 5 of 7

6 Appendix 1 Students: The HE baseroom will be for the exclusive use of University students on teaching days. Student representation will follow the standard University model and details of representatives, meetings, reports, etc., will be posted on the notice board in base room. SEBE: SEBE has appointed a UK Liaison Officer who will manage and coordinate the School s collaborative delivery arrangements with partner colleges. The role will be crucial to the successful delivery and development of the programme. Conclusion: Following a short recess for discussion, the panel members were rejoined by the proposing team. On behalf of the Panel, the Chair thanked the Proposing team for an enjoyable visit and reported the Panel s conclusions, as follows: The proposal is a promising new collaboration for the University and College, well-matched to training needs in the region, with good possibilities for recruitment. Teaching accommodation and facilities are impressive and staff development programme and plans for additional facilities well thought-out. Ensuring that the teaching team will have sufficient time for staff-development alongside teaching and administrative and collaborative requirements will be important, in addition to ensuring that outstanding reading and learning resources are in place soon as possible. The Panel approved the validation of the proposed delivery, with the following recommendations/actions.
