Floods in Poland 2010 Information Location: South of Poland - Vistula, Odra and Warta rivers regions Timeframe: May/June 2010 Situation: Due to heavy rains, the level of main rivers increased quickly The most struck regions were located in the Southern part of Poland All National Reserve of the rescue forces of the State Fire Service were alerted and mobilized Daily rainfall was equal to the average cumulative rainfall for two months Two flood waves hit the interested regions The first wave was higher than the century-old water (probability of such level of water is one in 100 years) Heavy rains persisted over the same area during the second wave Consequences: damages in infrastructure, properties, casualties, long term process for revitalisation
During the first wave the gauges on the VISTULA River registered historical highest levels Water level 1997 mm Water level ,000 Water level May 2010 TCZEW GRUDZIĄDZ CHEŁMNO FORDON TORUŃ WŁOCŁAWEK KEPA POLSKA WYSZOGRÓD MODLIN WARSZAWA GUSIN DĘBLIN AZOTY PUŁAWY ANNOPOL ZAWICHOST SANDOMIERZ SZCZUCIN KRAKÓW

Agenda Introduction Examples of GMES activations Floods in 2010 EU Carpathex 2011 Euro 2012 Conclusions, Value added and Shortcomings
Preliminary conclusions SAFER mechanism have been activated by Poland for the very first time for the floods Over 90 satellite products were delivered as well as relevant vector layers Relevant products can be prepared such as drainage recommendations All the satellite and relevant products were very supportive and efficient for rescuers, crisis management and civil protection agencies in the whole chain of decision making process (evacuation, relocation and mobilizing forces, drainage, humanitarian assistance, damage assesment)
Conclusions Timeliness crucial Cooperation and further agreements Proper and up to date data/in-situ and satellite Advanced spatial analyses and recommendations possible Products used/the simpler the better Raster and vector possible Standard Operational Procedure/Decision Support System Rise awarness
Value added and shortcomings Value Added Relevant products based on e.g. in-situ data Non-operational triggering Pre-processed data (time of delivery crucial) Free of charge Shortcomings Limitations due to inappropriate weather conditions such as clouds over AOI and problems with taking optical images for assesment of damages in infrastructure Completed and finished products can sometimes make them useless because of time constrains
