1 The Belmere Gazette The official publication of the Belmere Community Homeowners Association in Windermere, Florida Board Opening News Sections The Belmere Board is looking for Page 1 General News someone who would like to join the Page 2 Project Updates Homeowners Association security team Page 3 More Projects as a Block Captain. The person in this Page 4 - Board of Directors News position would coordinate security Page 5 - Committee Reports events with the Chairman and their Page 6 Key Contacts assigned residents. Sheriff Patrols Continue Orange County Sherriff patrols continue on a random basis to prevent speeding and running through posted intersections. Please be observant. 2Q 2013 Issue Reserve Study Completed A new Reserve study was funded to identify, define and price over time, capital obligations maintained by the Association. This was done to make certain reserve funding is available to properly maintain the Associations capital obligations. New Security Cameras Installed The Board moved to install new high definition security cameras with greater resolution to provide better security In and around the clubhouse and gates. Street Light Out? If you notice a street light that is out on your street, please report it to Progress Energy by calling You can locate the number of that particular light on a metal tag attached to the light pole. Give the number to Progress Energy and they will respond quickly. Clubhouse Security Upgrades Due to sporadic vandalism, additional locks have been added to the tennis courts, pool gate, restroom gate and sauna. They are locked at 9 pm and unlocked at 7 am. 1

2 Project Updates Security Contact List The HOA Board continues to reach out and inform all owners and tenants of issues of importance, as well as inform you of security updates that will assist I keeping our community a safer place to live. If you would like to be added to the contact list, please send your name, address and phone number to Sidewalk Repair Program The HOA Board will continue to fund and repair sidewalks that have been damaged due to trees that have broken or upended sidewalks. A survey of the sidewalks within the community will be undertaken to identify all of the problem areas, with work contracted out to correct all of these problems. Road Projects A sinking area at the Via Andiamo and Rimini intersections was repaired, as well as a leaking water sprinkler pipe near the intersection of Via Andiamo and Via Lucerna. Whitney Isles will undergo a repair to the entrance gate due to settling in the substrate. This repair will be paid for by Orange County. Delinquent Homeowner Dues The community still faces a significant number of homeowners who have not paid their Association dues. This results in a burden on the budget, and projects which will not be started that could enhance our community and add value to our homes. If there are homeowners who need help in developing a recovery plan, please contact the Property Manager for guidance. Overnight Parking A new overnight parking policy was adopted to address those residents who continue violate the covenants and cause safety and security problems by parking in the streets overnight. Residents who are tagged with a violation, due to parking in the streets or common area parking lots between the hours of 9 pm and 7 am will be given 12 hours to correct the violation. After that, they are subject to being towed from the property. 2

3 More Project Updates Clubhouse and Surrounding Area Enhancements A new contractor was hired to clean the clubhouse. Motion activated exterior lights were installed to increase security. Light and fan timers were installed in the workout room to save on energy costs. Tennis and basketball courts were cleaned. Select areas of the interior and exterior of the clubhouse were painted. New lavatories were installed in the restrooms to replace those damaged by vandalism, benches were installed in the tennis courts. A Round of Applause for Our Community Volunteers! Our HOA volunteers do a tremendous amount of work to keep Belmere running smoothly, looking great, and helping sponsor some great events that enhance our enjoyment of our Community. Welcome to New Residents A program was started to welcome new residents to the community. A volunteer greets each new resident with a welcome gift, a list of important contacts, and information about the community, local services and the surrounding area. Over thirty homes were visited. New Comcast Contract The Board of Directors has negotiated an new contract with Comcast that rescinds the bulk agreement and replaces it with Individual resident retail agreements. Comcast fees are no longer part of the HOA dues, and owners can chose their own TV provider. Greater HOA Board Efficiency Implemented The Board decided on a new approach to serving Belmere. The Board now has job descriptions for each position to assign accountability; a mission statement to guide its decisions; better transparency to the owners by discussing all its business openly via PowerPoint presentations ; goals and objectives, and an action item system to assign responsibility for each action, and track and maintain open actions through to completion. 3

4 Board of Directors Update The Board of Directors has been aggressively pursing changes to the community that will add value to the homes, and provide additional protection and financial stability to the community. Below is a summary of those initiatives completed. Completed Maguire entrance wall repair project Completed sidewalk repair project Created greater efficiency, transparency and accountability in Board meetings Introduced police patrols to reduce traffic violations Started new resident Welcome Program Evaluated Engineering Reserve Study Added new ARB and Communications Committee Chairpersons Implemented the Best Yard competition Installed new tennis court benches Adopted new clubhouse rental guidelines Hired new clubhouse cleaning contractor High definition cameras were installed around the clubhouse and gates Installed additional locks in pool and clubhouse area Installed timers in the gym room Installed brighter lights with sensors in the clubhouse lanai and pool area Repaired lake fountain, broken mirror in gym, pond fountain, pool and parking lot lights, tennis windscreen Tennis/basketball courts were cleaned Overnight parking policy was issued Homeowners with >90 days delinquent fees had Comcast service terminated 2013 budget was issued Changed gates codes Renewed or initiated 12 Operations contracts Resolved resident complaints with 47 Comcast and Summit Broadband customers The Comcast bulk contract was cancelled and replaced with individual retail contracts. Calendar of Events The HOA Board of Directors meets the 3 rd Tuesday of each month. All owners are invited and encouraged to participate in the monthly Board of Directors meetings. The Board has implemented a new presentation format to keep the meetings Interesting, brief, concise and informative, allowing the attendees to have more participation, understanding and insight into the Board s operations and functions. 4

5 Committee Reports Landscape Committee Yard of the Month The Landscape Committee recognizes homeowners who have an exceptionally well Maintained yard. Winners must be current in their HOA dues and have no outstanding ARB violations Some of the features the Landscaping Committee considers in making its selections are overall appearance, curb appeal, defined landscaping beds, manicured shrubs and diverse color. Look for the signs posted in your neighborhood and congratulate the winners on their hard work. Social Committee During this term, the committee conducted a Halloween party, a Christmas party, a Valentine party and Easter egg hunt. A Bunko group and book club were also Sponsored. Architecture Review Board Exterior House Painting Color Palette Any changes and updates to your home s exterior or landscaping must be approved by the Architecture Review Board (ARB). This includes painting your house. You can find the ARB form on our website at In the past, when you applied to the ARB for approval to paint the exterior of your house, you were given a book that contained the approved paint color palettes for the Community. This can now be found at the local Sherwin Williams Store on West SR 50. in Winter Garden, where you can ask to see the Belmere paint color book. List your paint color choice using the paint color numbers provided by Sherwin Williams on the ARB application and send it in. If you buy your paint from this Sherwin Williams paint center, you will receive a discount on your purchase. Here is the address of the Sherwin Williams store W.
