1 MAY BOARD OF DIRECTORS MEETING 5/14/2013 Call To Order: Meeting was called to order at 7:06 Roll Call: Present Donna Tauro, Joan Andrews, Heather Toyen, Lynn Lipscomb, Fran Raifstanger, Connie Tosto, Steve Savino, Shelly Millane, Mike Carrier, Karina Smith (SOMAK) Absent - Michelle Gagnon, Owner Attendance: None REGULAR MEETING April Meeting Minutes The April minutes were approved, no changes were required. Heather made a motion to approve: Joan Andrews approved and Steve Savino seconded the motion passed. Managers Report 1. Financial Report - The monthly report was approved, Connie requested information regarding the 2012 roofing balance. Mike will get the information and send it to the board. FHA approval is on hold until the Bylaws and Declaration has been approved. 2. Buildings Old Business: Maintenance issues: 300 Carport The carport still has not been repaired by JH yet; Mike contacted them and it will be done this week There is a wood post sign at the end of the 500 building down and needs to be repaired.
2 Hole in electrical box along roadway behind 300 building Steve stated that the repair to this box should be discussed with CL&P as they own the box. The front light for 802 has been replaced. Deck Painting - Middlesex County Painting Dave Scionti's lawyers advised him not to get Workers Comp insurance but he will get a letter of non-indemnification stating that he will not sue the association for any injuries while on the job. There are four other companies that will provide bids: Bakersville, Freshlook, Trucolors, Valley Home Services Pest Control SOMAK has approached 3 companies for contracts for this year s bug work. Braman Still waiting on a price Mike will contact them again AAA American Exterminators Terryville $1800 Annually Guardian Pest Plainville $1050 Annually Mike will notify the board when all prices are in for a vote on what we would like to do. Braman is still being used for termite control, and the wildlife people are used for the bats. All companies will treat for the cicada bees. Shelley Walked Around people are putting rugs on the decks they should be removed as they get wet and will rot the decks. We will allow a doormat in front of the entrance but not a full size throw rug covering the deck as they do not allow the decks to dry and will promote rot. Gas meters are all rusty the gas company will maintain the meters we should call and see if they will paint the meters, Shelley will call and get the information. We should also call CL&P to see if they will clean up or update the electric meters. 3. Grounds Old Business: AT&T is scheduled for Thursday to repair the lawn areas that were not completed
3 Drainage issue for 300 building - Ken Mark provided a proposal for a small footing drain of about $3000. We should get two more quotes to see what can be done. Connie suggested we ask Ken Mark if he will do the job for $2500, Steve will ask and provide the response. 901 & 902 crack in sidewalk is expanding can we cover it up with duct tape? On 7/1/13 there is a walkthrough for the sidewalk lawsuit and we want them to see the damage as part of that walkthrough. 807 issue of red strip on the step, it is still there. Bird feeders We do not want to have the bird feeders out because of the bears, we will send a notice to make sure they are being followed. This year if you have one out you will be fined. Shelley and Mike will do another walk around and discuss any additional issues found. Mulch is coming on 5/15 It was asked that they do not spray mulch by the pool, if they do and get mulch in the pool they will get the bill for the cleanup. Grass Issue ongoing concerns discussed Fencing Around Dumpsters The fencing is looking really shabby it has missing boards, should we get a quote? Discussion was whether to get a quote from Cape Cod fence or from Eagle fencing from Plainville as they did the fencing. Shelley will call and get a quote from both companies. 4. Pool - Old Business: Cleanup was last Saturday and will continue next Saturday the pool will be open for Memorial Day the inspector is coming on Wednesday. We need a picnic table, when Shelley calls for the fencing she will ask Cape Cod if they will supply with the fence? Pool Phone - $30 a month for a phone line that is direct to 911, do you need it year round? Can the phone be turned off when the pool is closed for the year? Steve will have them come out and give us a proposal. Verizon has a receiver phone box that you can hook up for a month but can we block it out so you can only use it for 911?
4 Cabana rental contract Requested last year to cover people and make sure that the place is cleaned up. Do we want to create a new contract? Heather will create a letter. 5. Leases - Old Business: N/A N/A 6. Roof Project Old Business: N/A N/A 7. Other Business: Workers Comp Insurance - The policy has been paid and is in place. Bylaws & Declaration - We only have 30 votes so far and we need 53 to pass, Mike will send a targeted to see if we can get more signatures. If that doesn t work we can do a door to door campaign. Charging Station - Discussing of car docking station Discussion of trash and health department involvement for one unit. Unit Water Damage - The response letter will go out today via . Sidewalk Update - July 1 st Heather will have an on property review of the sidewalks with the judge and attorneys for arbitration, this should be the end of process. Each side has submitted their offers to the arbitrator. He will listen to arguments and look at the condition of the sidewalks and decide on a settlement amount. The 400 building stairs are disintegrating they will be looked at as part of the 7/1 walk around with the attorneys. There was a question from a unit refinancing regarding the sidewalk lawsuit A generic response for these situations on how we will respond if we lose the lawsuit? The response will be: At this time the board is not expecting to do a special assessment to fix the complete sidewalk issue. We will make repairs over time out of the operating budget.
5 Dryer Vents It was recommended by the insurance company that they are cleaned every year. The board will hire someone to clean the vents and pay for it so we are sure it gets done correctly. We will require rigid vents, the association will pay for cleaning but the rigid vents will be paid for by the unit owner. Mike will contact some contractors to get some estimates. Neil Landerman Everything was done as it needed to be. Mike Mozes will contact Mike C when they are ready to start the roofs for this year s buildings 600 & 900 Attorneys Discussion of current council Discussion of Lease with option to buy - we should prepare the resale package and the right of first refusal, give them the old green bylaws and direct them to the new ones we are voting on that are on the website. ADJOURNMENT: Meeting was adjourned at 9:43 Next meeting is June 11 th at 7pm at the community center room TBD.
