3 Message From The Board Disability Action s Board recognises the challenges we will face over the life of this strategy. The dynamic and ever-changing environment of the community and voluntary sector challenges us to steer the organisation through a raft of specific and general strategies. Such strategies include the Department of Health Social Services and Public Safety s Physical and Sensory Disability Strategy and the Office of the First Minister and Deputy First Minister s Disability Strategy. The key challenge is to embed disability issues in the mainstream of the policy, practice and provision. We will work to ensure people with disabilities have opportunities to contribute their views and experiences to assist in the building of a fair and inclusive society. The Strategic Plan will see Disability Action build upon developed alliances, recognising how issues of diversity and multiple identity effect everything we do and will see us continue to ensure the voice of disabled people is heard. We look forward to working with people with disabilities, their families and supporters, our board, our members, central and local government, the private and voluntary community sector. Our staff and volunteers, our most valuable resource, will be key in delivering this innovative and exciting plan. Ian Elliott Chairperson 3

4 Background Disability Action is a pioneering disability organisation, working for and with people with disabilities. Now in our twenty seventh year (2013), we continue to work with the one in five people in Northern Ireland who has a disability. Disability Action is unique in it s work, as it is the only Northern Ireland wide pan disability organisation working with disabled people with various disabilities; physical, mental health, sensory, learning and hidden. As a campaigning body, we represent the views of our 100 member groups, working to bring about positive change to the social, economic and cultural life of people with disabilities and consequently to our entire community. We offer a range of services including information, policy, advocacy, employment and training support, capacity building, training on disability and diversity issues, transport and mobility assessment, all aimed at improving the quality of life of people with disabilities in Northern Ireland. Disability Action has four offices. It s headquarters in Belfast, and three local offices in Derry/Londonderry, Dungannon and Carrickfergus each providing a range of services. 5 Members, Networks and Alliances Members and Their Needs A key element of this strategy must be the development of a range of new, innovative sustainable services to our membership. We recognise the need to ensure our member organisations are central to our development work. We need to recognise that each sector of our membership has different needs which Disability Action will address. Disability Action must find ways to support the development of non-impairment specific groups of disabled people who believe in their rights and are prepared to demand them. Networks and Alliances Over the past number of years, Disability Action has developed a number of strategically significant networks and alliances within Northern Ireland, UK and Europe. These all contribute to the ethos of creating a society inclusive of all. These include: All Party Working Group on Disability Children with Disabilities Strategic Alliance Disability Social Care Forum Physical and Sensory Disability Strategy Working Groups Council of Europe Expert Panel Department of Work and Pensions Disability Alliance Northern Ireland Housing Executive Disability Forum Department of Employment and Learning Disability Sector Engagement Group European Disability Forum UNCRPD Civil Society Accredited NGO In the last few years we have also developed and supported the Children with Disabilities Strategic Alliance, a network of all the disability and childrens organisations involved or interested in children s issues and services. This is a good example of partnerships working as Children in Northern Ireland, Disability Action s equivalent in the children s sector, co-chairs this alliance. 5

6 Vision, Mission, Objectives & Values Vision A society which is inclusive, adapts to meet the needs of people with disabilities, rather than one that expects them to fit in. A society that recognises disabled people s right to be different and to live their life in a way which meets their particular needs without prejudice. Mission Working for the rights of disabled people. Objectives Increase the inclusion of people with disabilities in society and bring about attitudinal change in relation to disability through the provision of a range of services. Change government policy in relation to disabled people through campaigning and lobbying activities, networking and the membership of a range of strategic alliances. Values Respect - for the opinions, beliefs and views of all our stakeholders and ensure these are reflected in our policies and strategies. Transparency - we aim to be open, accountable and transparent in all aspects of our work. Integrity and Honesty - ensuring that we maintain the highest levels of integrity in our dealings with everyone we work with. Openness - ensuring that all internal and external stakeholders are aware of the strategic aims and direction of Disability Action and the reason for decisions that affect them. 6
