7 EARLY CHILDHOOD SPECIAL EDUCATION The Federal Individuals with Disabilities Education Act (IDEA) requires states to provide special education service and related services to eligible children with disabilities beginning at age 3. School districts are responsible for locating, identifying, and evaluating children ages 3 through 5 and offering a free and appropriate public education (FAPE).

Although governance by a local board of school district superintendents is a legal requirement, this local governance provides unique programs and services important to the districts of each region.
