7 EARLY CHILDHOOD SPECIAL EDUCATION The Federal Individuals with Disabilities Education Act (IDEA) requires states to provide special education service and related services to eligible children with disabilities beginning at age 3. School districts are responsible for locating, identifying, and evaluating children ages 3 through 5 and offering a free and appropriate public education (FAPE).

34 GOVERNANCE According to A.C.A Each Education Service Cooperative shall be governed by a board of directors consisting of one (1) representative appointed by each school district board of directors within the boundary of the education service cooperative. Although governance by a local board of school district superintendents is a legal requirement, this local governance provides unique programs and services important to the districts of each region.
